Roop Senior Advisor M / E sr@ilpi.org PROFILE Sterling Roop worked on democracy, governance and conflict issues in East Africa for ILPI based in Tanzania for five years and in Norway for one. In his work for ILPI he has been conducting political analysis, political economy analysis, anti-corruption programming, governance, human rights and legal work surrounding the shifting socio-political environment in Tanzania and East African region. Following the formation of the Government of National Unity in Zanzibar Sterling has been working directly with the Government in Zanzibar on conflict prevention, security issues, anti-corruption and legal sector reform. Sterling has been working on and off in Tanzania for the last 13 years on a broad range of development and governance issues, including East African integration. He has an in-depth and unique political network and understanding of the governance and development challenges in Tanzania, and those facing the region at large. As a Senior Advisor with ILPI he oversees and implements many of ILPI s projects in East Africa. Sterling is also fluent in Kiswahili. WORK EXPERIENCE Senior Advisor, International Law and Policy Institute (ILPI); Norway Oversees project development and implementation in the East Africa Region Provide qualitative and quantitative research and analysis for ILPI activities and projects in the areas of politics, good governance, anti-corruption, legal reform, constitutionalism, human rights, conflict, and regional bodies and in East Africa. March 2015 Present Program Director for East Africa, International Law and Policy Institute (ILPI); Tanzania/Norway Uses unique cross cultural understanding and vast local network to build relationships with local Governments, NGOs, CSOs, Donors, and other stakeholders in Tanzania and across East Africa. Oversees project development and implementation in the East Africa Region. Provides political analysis to the donor community on Zanzibar and Tanzania. Provides day-to-day management of ILPI activities and projects in the areas of good governance, anti-corruption, legal reform, conflict, and regional bodies and the role that law plays in integration (EAC and ACHPR) in East Africa. March 2011 March 2015 Advisor, International Law and Policy Institute (ILPI); Zanzibar, Tanzania Conducted in depth political and social analysis on Zanzibar elections and reconciliation process to help donor provide strategic support and policy towards Zanzibar. Collaborated and worked with diverse groups within Zanzibari society to facilitate positive changes in the political and reconciliation process. Coordinated and facilitated diplomatic meetings for a broad range of diplomatic actors, as well as organized two international election observation missions. Conducted outreach and business development throughout the Seattle metro region for a wide variety of refugee and immigrant communities. Developed and refined alternative lending products catering for Muslim immigrant clientele as well as taught business courses that helped refugee entrepreneurs better integrate into US society. Coordinated and managed US Federal Government Individual Development Account Program for refugee clients. Nov 2006 June 2008 Assistant Archaeologist, University of Chicago; Agadez, Niger Excavated sensitive human burial sites throughout the Saharan region of Niger. Instructed extraction techniques and supervised field assistants on the excavation of human skeletal remains from 6,000-10,000 years ago. Coordinated logistics for field camps including: camp supplies, research material and meals in extremely remote locations of the Sahara. September Nov 2005 Archaeology Teaching Assistant, Colorado College; Colorado Springs, USA Taught and supervised field techniques for 20 undergraduate students both in the classroom and in a field setting. Managed logistical support and supplies for multiple excavations for the group as well as the camp supplies and support equipment. October 2003 Field Assistant, University of Chicago; Wyoming, USA Conducted paleontological survey across the state of Wyoming in isolated areas with little supervision. Helped to lead that team in implementation of proper survey techniques. Through a mixed methodology of quantitative and qualitative evaluation methods the evaluation sought to isolate the causal links between the project interventions and poverty reduction. Additionally the analysis and report highlighted the impacts that Norwegian support has reduced poverty in Pemba and provide recommendation for future intervention. Constitutional Analysis of the Current and two draft Tanzania Constitutions Royal Norwegian Embassy Dar es Salaam 2014: Lead researcher; Selected analysis of the key provisions of the three constitutions including: government structure, checks and balances, accountability, Women s and Human rights provisions. The report is currently being adapted into an academic article. Tanzania Towards 2015 Royal Norwegian and Danish Embassies in Tanzania : Project Manager and Lead researcher; The key objective of this project is to provide the Norwegian and Danish Embassies with empirical political analysis and a early warning conflictassessment tool in order to design appropriate mitigating political interventions, if need be. Concretely, this will be done through providing insight and understanding into how the political, legal, religious and youth sentiments are evolving, as well as the perceived involvement of the various segments of society in the constitutional review process and in the preparations for the 2015 elections. A set of concrete conflict indicators is being used to track possible escalations of the potential for and/or actual acts of political violence. In order to provide a holistic and analytical view of the situation the project combines both qualitative and quantitative methodologies, giving the most accurate representation of Tanzanian views on inter alia the Union, the constitutional review process, Zanzibari reconciliation and unity (GNU), religious fault lines, the role of a large but mostly marginalized youth demographic, and the overall political development in Tanzania. The project also provides capacity building for the State University of Zanzibar on research methods, policy analysis, and integration of qualitative and quantitative methods into academic research. The Zanzibar Process of Reconciliation Royal Norwegian Embassy in Tanzania : Researcher; The objective of this project is to gather and analyse the experiences from the entire Zanzibar political reconciliation process, in order to make the lessons learned available for local as well as international actors working with political reconciliation, peace negotiations, and transitional reforms. Five academic articles will be produced and collected as a book. 3
4 Centres for Youth Dialogue United States State Department : Project Leader; This project aims to create venues to enable Tanzanian youth to dialogue with police, religious authorities, and other stakeholders. The purpose of these venues is to strengthen community engagement with government, thereby enhancing stability and social and economic development through human rights trainings, rule of law trainings, conflict resolution and economic development and entrepreneurship. The project is working in two constituencies within the urban district of Zanzibar, Tanzania. Political Economy Analysis of the Energy Sector in Tanzania/Zanzibar NORAD 2014: Advisor/Researcher; The purpose of the study was to gain knowledge of the political economy of Tanzania, and how it may impact the prospects of achieving programme objectives. Inform potential programme revisions, through the identification of feasible and realistic solutions to programme challenges. Support risk management, by identifying factors that are likely to drive or impede desired changes. Prefeasibility Study for starting Higher Educational Program for Engineering in Tanzania Bjørknes University 2014: Researcher; This study presents an analysis of higher education partnership, funding and enrolment in Tanzania. The report was part of a risk analysis of establishing a partnership between Bjørknes University College in Norway and higher education institutions for engineering courses in Tanzania. This study deployed qualitative methods including documentary analysis, in particular the recent published Norad Report of the needs for petroleum related education in Tanzania, and review of higher education policies, parliamentary acts, and other relevant documents on higher education in Tanzania. In addition semi structured interviews were conducted with relevant stakeholders. Evaluation of the East African Communities capacity for the Open Heath Initiative NORAD 2012: Advisor/Researcher; The purpose of this Partner Assessment was to assess the relevance and suitability of the EAC as a partner to Norwegian development aid and as a channel for Norwegian grants. The assessment provided analysis and conclusions relevant for making decisions on a possible partner arrangement with EAC on the Open Health Initiative. The assessment was as intended from the client to be useful for other areas of support to the EAC and the regional integration process as a whole. Zanzibar Good Governance Reform Revolutionary Government of Zanzibar (supported by Royal Norwegian Embassy) 2011: Project Manager/Researcher; review the draft anti corruption bill to incorporate international standards and best practices, informed by the local context. To review and comment on the draft good governance policy document and evaluate and assess the governance situation in Zanzibar. The Deliverables will be an anti corruption bill to be presented to the House of Representatives, a revised and final good governance policy document, an assessment baseline report from empirical data collected by ILPI on the status of good governance; a strategic plan for SMZ on good governance. Zanzibar Legal Sector Policy Reform Revolutionary Government of Zanzibar 2011: Advisor; The objectives were as follows: Providing legal input on international standards and best practices to the drafting and finalization of the Legal Sector Institutions Strengthening Policy, providing legal and policy input to the development of a Legal Sector Institutions Strengthening Strategic Plan, establishment of a Legal Sector Strengthening Working Group (with local and international representation). Tanzania Human Rights Assessment DfiD 2011: Advisor/Researcher The purpose of the work is to provide an evidence baseline of the human rights situation in Tanzania based on Government s formal commitments and international obligations and provide recommendations to inform a HMG country strategy and DFID Tanzania programming in the human rights sector. The assessment will be based on the five rights areas (civil, political, social and cultural) with 4
5 progress assessed against the obligation to respect, protect and fulfil the human rights treaties to which Tanzania is a signatory. Zanzibar Election Monitoring and Political Analysis Royal Norwegian Embassy : Advisor/Researcher; The objectives of the Project were to provide analysis and written and oral briefings on the political situation in Zanzibar and the hobbled Muafaka reconciliation process, in particular in relation to: the political conditions influencing the process towards the 2010 elections (both internal and external to the two main parties CUF and CCM); the preparations to the 2010 electoral process; identifying possible post-election political scenarios. The work was policy oriented in order to identify possible entry points and recommendations for political dialogue with local and national stakeholders. The project was primarily field-based, although secondary sources were also be consulted (news articles, academic works, government proclamations, etc.). During three periods of fieldwork, both key stakeholders and ordinary people on both Unguja and Pemba were interviewed. In addition informants in Dar es Salaam (government representatives) were interviewed in consultation with the Embassy.
