1 CAMILLA WASZINK Programme Director, Arms and Disarmament Programme M E camilla.waszink@ilpi.org PROFILE Camilla Waszink is the ILPI Programme Director for Arms and Disarmament. She has 15 years of experience in the areas of humanitarian affairs, security, peace and conflict. Waszink has published extensively on arms control and international humanitarian law, protection of civilians, armed violence, post-conflict disarmament and weapons management in peace processes. Waszink has previously worked as an adviser in the Norwegian Red Cross, the Norwegian Peacebuilding Resource Centre and the International Committee of the Red Cross in Geneva. She has also worked as a researcher and consultant, including for the Small Arms Survey and the Centre for Humanitarian Dialogue in Geneva, the Bonn International Center for Conversion, and the Program on Security and Development at the Monterey Institute of International Studies. Waszink has experience from a range of multilateral disarmament and arms control processes and she has coordinated large institutional projects and strategic processes. WORK EXPERIENCE Programme Director for Arms and Disarmament, ILPI, Oslo! Manages the arms and disarmament programme area. This programme includes a multi-year project aimed at shaping and informing discussions on humanitarian disarmament of Weapons of Mass Destruction, as well as a Framework Agreement with the Norwegian Ministry of Foreign Affairs (MFA) to provide analysis, advice and support to the MFA on international humanitarian law, humanitarian disarmament and the protection of civilians. Jan 2015 current Project Manager, Norwegian Red Cross, Oslo! Developed the Norwegian Red Cross international strategy for the period This included responsibility for designing and implementing the strategy process within the organisation, leading an internal 10-person strategy group and managing consultations with a wide range of internal and external stakeholders. It also entailed mapping and analysing international trends relevant for the humanitarian and development sectors; defining strategic goals for Norwegian Red Cross international work and writing the strategy document for publication.! Managed the development of a three-year global cooperation agreement with the Norwegian MFA, consolidating Norwegian MFA support for the Norwegian Red Cross, the International Federation of Red Cross and Red Crescent Societies and the International Committee of the Red Cross in one agreement. Coordinated the International Department s policy work related to Norwegian and international humanitarian and development policy.! Developed and managed projects on protection of civilians in armed conflict; peace- and statebuilding in fragile states; and gender, peace and security.! Commissioned research, supervised external consultants and experts, ensured quality control of publications and other resources, organised conferences and seminars, and established partnerships with relevant Norwegian and international organisations and experts. Responsible within the ICRC s Arms Unit for promoting universalisation and implementation of the Mine Ban Convention.! Represented the ICRC in treaty fora, managed institutional preparations for and participation in the Second Review Conference of the Convention, prepared and promoted the ICRC s proposals with States Parties, engaged bilaterally with States to promote implementation and universalisation of the treaty, provided technical assistance to ICRC delegations and coordinated institutional communication efforts. Co-authored and edited the final report of a multi-year project entitled Negotiating Disarmament, aimed at providing mediators and others directly involved in peace processes with analysis and support on security matters, weapons control and violence reduction. Drafted a report for the Council of Europe s Parliamentary Assembly on the ban of cluster munitions with recommended measures to be taken by Member States, national parliaments and the Parliamentary Assembly. Responsible within the ICRC s Arms Unit for policy and processes related to arms availability and armed violence, including arms transfer regulation and small arms control. Developed strategies for policy development and humanitarian diplomacy; represented the ICRC in relevant diplomatic fora and academic/civil society conferences (including on the UN Programme of Action on Small Arms and the process towards an international arms trade treaty); drafted statements, reports and publications; and provided technical support to ICRC delegations.! Lobbied successfully for a revised humanitarian law criterion in the EU Code of Conduct on Arms Transfers and developed a new methodology to assist arms export authorities assess the risk of humanitarian law violations.! Focal point for National Red Cross and Red Crescent Societies on a wide range of arms and humanitarian law issues, including cluster munitions, landmines and explosive remnants of war. Provided support to National Societies globally for their policy work, advocacy and communications on arms issues.! Responsible for preparations on arms-related issues for the International Conferences of the Red Cross and Red Crescent in 2003 and 2007, and the Councils of Delegates in 2003, 2005 and Drafted reports and resolutions, consulted with States and National Societies, organised workshops and participated in negotiations.! Responsible for media relations and communications within the unit, including support to the ICRC communication department and contact with external media. Wrote press releases and briefing papers, responded to media requests and managed the production of publications. Developed and managed a one-year institutional communication strategy to raise public and political awareness in advance of the First Review Conference of the Mine Ban Convention. Coordinated implementation at headquarters and field-level, developed communication tools used by internal and external actors and organised visits to mine-affected countries with key media outlets. Produced original research on the role of weapons in peace processes, postconflict disarmament, arms management and armed violence for the Small Arms Survey yearbooks and occasional papers.
