1 The Current Situation in the South of Libya and its Surrounding Neighbors Visit to Neighboring Coutries & Roundtable Discussions A. Concept Note I. Project Name : The Situation in the South of Libya and and the position of its neighbor countries. II. General Framework : It is a meeting of Libyan, African and International Experts in Sociology, Anthropology, Political affairs, Economics and Security Affiars. It is to provide a scientific overview of the situation in the south of Libya and its impact, interaction with the neighboring African countries, sepcifically, Algeria, Mali, Niger, Chad and Sudan. III. Project Objectives : Identify the problems and their sources; Understand the historical background of the region; Understand social, political, cultural and economical dynamics in the region,; Identify the regional countries policies and national interests; Define the common points that could be a source of understanding and cooperation; Identify the international community policies towards the region;. Determine the populations aspirations and hopes; Identify the real potentials of the region and the fields of development. IV. Project Components : The project covers two components as follows : Visit to Sudan, Chad, Niger, Mali and Niger. The tour will start on the 17 th of August and end on the 4 th of September 2013; Roundtable discussion held in Tripoli, on the 15 th of September A closed meeting of experts and some government officials. V. Project General Themes : Social background and equilibrium in the South of Libya, social ties with the other regions of Libya Social extensions with the neighboring conutries; Social, political, economical and operational ties and extensions with the neighboring countries; Natural resources and its impact on the development of the South of Libya and the region. Expected Results/Outcomes : Common historical and social background between the south of Libya and the neighboring countreis; Propositions it resolve the actual problems and means to overcome them and control their sources; Concept and foundations of a vision of social and economical development of the region. B. Visit Description I. Purpose : The south of Libya is historically related to the countries of Sudan, Chad, Niger, Mali and Algeria. Unfortunately, during the past decades the politicians in Libya, its neighboring countries and the international community have shown to be unaware of the reality that the region, during its long history, was a ground of entente, harmony, mutual understanding, which allowed its population to develop schemes of cooperation in the cultural, economic and religious fields. It is therefore, important to start a rational and scientific analysis and exchange of ideas between experts. This would lay the ground for the politicians to get a better understanding and appreciation of the common points that unite the region. Hence, this would help avoid the sources of misunderstanding and conflict and would create a platform for a durable and sustainable development for the region and its local population, which is the way for stability and welfare. II. Objectives: III. A Tour of Sudan, Chad, Niger, Mali and Algeria; Get a better insight of the analysis and vision of experts, politicians and CSO in the neighboring countries about the situation in the South of Libya (border, smuggling, armed groups and development) and its impact and interaction with their countries; Create an experts network that would work closely together on all the issues related to the region; Invite experts to attend the roundtable on the 15 th of September 2013 in Tripoli. 7 C. Roundtable Description I. Purpose: Organize a meeting of Libyan, African and International experts to discuss the situation in the South of Libya, its relation and interaction with the neighboring countries. Also, officials from concerned ministries could be invited, as experts, to participate in the debates. The idea is to open a scientific and rational debate that would lay all the problems, identify the common points in order to set a basis for a long and sincere dialogue within the region, to build a united policy to overcome all the dangers. II. Objectives: Identify the problems and their sources; Understand the historical background of the region; Understand social, political,cultural and economical dynamics of the region,; Identify the regional countries policies and national interests; Define the commun points that could be a source of understanding and cooperation; Identify the international community s policies towards the region. Determine the populations aspirations and hopes; Identify the real potentials of the region and the fields of development. III. Beneficiaries: Research Centers; African Union; Presidency of the GNC and foreign affairs committee; Prime Minister s Office; Ministry of Foreign Affairs; Embassies of concerned countries.
