1 About the Authors Clark Banack is Assistant Professor in the department of political science at York University. He has published work on the influence of religion on political thought in Alberta as well as on the politics of religious education in Canada. His broader research interests include religion and politics in Canada and the United States, Canadian political thought, provincial politics, Canadian regionalism and federalism, and Western Canadian populism. Prosper M. Bernard, Jr. (PhD) teaches political science at the City University of New York and at New York University s Graduate School of Arts and Science. He specializes in comparative political economy, global economic affairs and human security. In 2010, he was a Fulbright Visiting Research Chair in Governance and Public Administration and a visiting professor at the University of Ottawa. He is the author of several articles and of External Pressure, National Response: Industrial Adjustment in Canada Since the 1970s (Lanham, MD: University Press of America, 2009). Kate Bezanson is Chair and Associate Professor in the department of sociology at Brock University. She works in the areas of social and labour market policy, comparative and Canadian political economy, welfare state theory and international development. Her research centres on the dynamics of the reconfiguration of the Canadian welfare state in relation to families and social policy. Dr. Bezanson s recent scholarship considers the ways in which new forms of Canadian federalism reconfigure the relationship between the state and social reproduction. She is involved in food security and local food initiatives. Alison Braley-Rattai is Assistant Professor in the public law program in the University of Toronto Scarborough s political science department where she teaches courses on labour policy, the constitution and international law. Braley-Rattai has previously taught courses on industrial relations and political theory, and has held a number of elected and staff positions in two of the country s largest public sector unions. The Harper Record

2 Bruce Campbell is the executive director of the Canadian Centre for Policy Alternatives and the author of three reports on regulatory failure leading up to the Lac-Mégantic disaster. He was recently awarded a Community Leadership in Justice Fellowship by the Law Foundation of Ontario, which allows him to research and teach within the common law/droit civil sections at the University of Ottawa s Faculty of Law, as well as the University of Ottawa s Human Rights Research and Education Centre (HRREC). John Carlaw is a graduate research fellow of the Centre for Refugee Studies (CRS), a research associate at the Centre for Research on Latin America and the Caribbean (CERLAC) and a doctoral candidate in political science at York University. Carey Doberstein is Assistant Professor of political science at UBC s Okanagan campus where he researches Canadian politics, public administration and governance. He is a collaborator with the Canadian Observatory on Homelessness, a SSHRC Partnership Grant led by Stephen Gaetz. His forthcoming book, Governing by Networks: Homelessness Policy-making in Canada (UBC Press), is due to be released in Pearl Eliadis is a human rights lawyer with expertise in national institutions and democratic governance. A member of the Quebec and Ontario Bars, she was appointed President of the Quebec bar s human rights committee in Deeply committed to civil society, Pearl serves on several boards and advises public interest organizations on litigation matters. She teaches on civil liberties at McGill s faculty of law and has published extensively on human rights including, most recently, the award-winning book, Speaking Out on Human Rights: Debating Canada s Human Rights System. Yves Engler is an Ottawa- and Montreal-based activist and author. He has published seven books, many of them focusing on Canadian foreign policy, including The Ugly Canadian, Lester Pearson s Peacekeeping, The Black Book of Canadian Foreign Policy (shortlisted for the Mavis Gallant Prize for Non-Fiction), Canada in Haiti: Waging War on The Poor Majority (with Anthony Fenton), and Canada and Israel: Building Apartheid. James FitzGerald is a PhD candidate at York University. His doctoral research focuses on the affective politics of settler colonialism. He holds a masters degree in political science and a graduate diploma in international and security studies. Karl Flecker served as the national director of human rights with the Canadian Labour Congress from 2005 to He now contributes to the work of the Polaris Institute, and writes and consults on immigration, diversity and anti-racism issues. Dennis Gruending is an Ottawa-based writer and a former member of Parliament from Saskatchewan. He is the author of six books, including biographies of Emmett The Harper Record

3 Hall and Allan Blakeney, and the best-selling Great Canadian Speeches. His Pulpit and Politics blog examines the relationship between religious faith and public life. Nigel Kinney is a PhD candidate at Simon Fraser University. When not behind a computer he is on his bike competing as a semi-professional road cyclist. Tamara Krawchenko is a SSHRC postdoctoral fellow at Mount Saint Vincent University. Paula Mallea has degrees from Queen s University in Canadian literature, Canadian history and law. She was called to the bars of Upper Canada and Manitoba, and practised criminal law for 15 years in Toronto, Kingston and Brandon. She has defended many clients on serious drug charges. Paula is a research associate with the Canadian Centre for Policy Alternatives. She lives on Manitoulin Island. Monia Mazigh is an author, academic and human rights advocate, and a frequent commentator in publications including the Globe and Mail, Toronto Star, Ottawa Citizen, Le Devoir and rabble.ca. In 2008, she published a memoir, Hope and Despair, which documents her ordeal after her husband, Maher Arar, was arrested, and her campaign to clear his name. In 2014, her first novel, Mirrors and Mirages, was published in English by Anansi House. She is the co-ordinator of the international Civil Liberties Monitoring Group. Hadrian Mertins-Kirkwood is a master s graduate from the Institute of Political Economy at Carleton University and a researcher with the Canadian Centre for Policy Alternatives. Jennifer Mussell is a PhD candidate in the department of political science at York University. Her dissertation focuses on the development and restructuring of social assistance policy in Canada. She is also interested in the topics of gender and public policy, and Canadian federalism. Melissa Newitt is the interim national co-ordinator of the Canadian Health Coalition (CHC), a non-profit organization that works to protect, improve and expand public health care in Canada. Melissa worked at the Canadian Federation of Municipalities advocating for increased participation of women in local government. She has also worked with Le Parados, a shelter for women and children, and has ongoing involvement in progressive movements. Melissa holds a bachelor of arts in women s studies and international development from Trent University as well as a master of arts in public policy and public administration from Concordia University. Sophie O Manique holds a master s degree in international political economy from Carleton University and an honours degree in political science and development studies from Queen s University. 4 ican politics. Sophie is currently working in the non-profit sector, trying to engage youth in the political process. Ian Roberge is Associate Professor and Chair of the department of political science at Glendon College, York University. Dr. Roberge has published on public administration and public policy, financial services sector policy, anti money laundering and terrorism financing policy, and foresight in public administration. Most recently, he co-edited Canadian Public Administration in the 21st Century (Charles Conteh, Brock University, 2014) at CRC Press/Taylor and Francis. Dr. Roberge can often be heard on Radio-Canada and weekly on Radio VM on Questions d actualité. Lucy Sharratt is Co-ordinator of the Canadian Biotechnology Action Network (CBAN), a campaign coalition of 17 organizations that researches, monitors and raises awareness about issues relating to genetic engineering in food and farming. CBAN members include farmer associations, environmental and social justice organizations, and regional coalitions of grassroots groups. CBAN is a project on Tides Canada s shared platform. Adrienne Silnicki is the national co-ordinator of the Canadian Health Coalition (CHC). Adrienne was previously the national health care campaigner for the Council of Canadians, and has worked for the Peterborough Social Planning Council, Peterborough Housing Corporation, and on several poverty awareness campaigns across Canada and internationally. Adrienne holds a bachelor of public affairs and policy management from Carleton University and a master of arts in international development studies from Saint Mary s University. Scott Sinclair is a senior research fellow with the Canadian Centre for Policy Alternatives, where he directs the centre s Trade and Investment Research Project. He has written widely on the impacts of trade and investment treaties on public services and public interest regulation. Prior to joining CCPA, Scott was a senior trade policy advisor with the government of British Columbia. Ann Slater is a long-time organic market gardener who sells fresh vegetables to eaters in the St. Marys area of southwestern Ontario. She was the National Farmers Union vice-president (policy) in 2014 and Alison Smith is a PhD candidate in political science at the University of Montreal. She researches Canadian politics, social policy and homelessness. She was recently involved in developing and implementing Montreal s first point-in-time homeless count. Her doctoral research examines the governance of homelessness from the local level in Canada, with a particular interest in the definition and construction of homelessness. The Harper Record

5 Jane Stinson promoted equality within the union movement and in society, with a strong focus on women, through her work for the Canadian Union of Public Employees (CUPE), mainly in research and education at the national office from Between 2004 and 2009, she was a board member of a national feminist organization that shall remain anonymous, since the views expressed are her own. Christopher Stoney is Associate Professor at Carleton University s School of Public Policy and Administration and director of the Centre for Urban Research and Education (CURE). Harsha Walia is a South Asian activist and writer based in Vancouver, unceded Coast Salish Territories. She has been involved in community-based grassroots migrant justice, feminist, anti-racist, Indigenous solidarity, anti-capitalist and antiimperialist movements for 15 years. She is currently involved in No One Is Illegal, the Feb 14th Women s Memorial March Committee, the South Asian Network for Secularism and Democracy, and the Defenders of the Land network. Harsha works in Vancouver s Downtown Eastside and is a member of the BCGEU Local 303. She is the author of Undoing Border Imperialism (AK Press, 2013). Stewart Webb is a research associate of the Canadian Centre for Policy Alternatives. He holds a bachelor s degree in political science from Acadia University and a MScEcon in security studies from Aberystwyth University. He specializes in Canadian defence issues and modern warfare. His recent book, co-edited with Scott Nicholas Romaniuk, Insurgency and Counterinsurgency in Modern War, was released in August Howie West is Work Reorganization Officer for the Public Service Alliance of Canada. He provides policy advice to the PSAC on a number workplace change issues including federal budgeting, trade and the economy. He has been intimately involved in addressing public service job reductions initiated by the Harper government and helping impacted members understand their collective agreement job security rights. Daniel Wilson served 10 years as a diplomat in Canada s Foreign Service, working mainly with refugees in Africa and Southeast Asia. Daniel has worked in senior policy roles for the Assembly of First Nations and the Congress of Aboriginal Peoples, in addition to many other Indigenous governments and organizations. He is a research associate with the Canadian Centre for Policy Alternatives and his writing has appeared widely in newspapers and magazines across Canada. Donna E. Wood is Adjunct Assistant Professor in the department of political science at the University of Victoria. She has a PhD from the University of Edinburgh. The Harper Record

6 Before starting a research career she worked for over 25 years for the Alberta and Northwest Territories governments. She has published on federalism and labour market policy in Canada, the United Kingdom and the European Union. She is currently writing a book on the devolution of Canada s public employment service from 1996 to Andrea Zeffiro is Assistant Professor in the department of communication studies and multimedia at McMaster University and Academic Director for its Lewis & Ruth Sherman Centre for Digital Scholarship. The Harper Record

7 ON THE RECORD This book, which builds on the 2008 collection The Harper Record, continues a 25-year tradition at the Canadian Centre for Policy Alternatives of periodically examining the records of Canadian federal governments during their tenure. As with earlier CCPA reports on the activities of the Mulroney, Chrétien and Martin governments while in office, this book gives a detailed account of the laws, policies, regulations and initiatives of the Conservative government of Prime Minister Stephen Harper while in minority (from 2008 to 2011) and majority (from 2011 to 2015). The 36 writers, researchers and analysts who have contributed to this book probe into many aspects of the Harper governmentʼs administration over the last two Parliaments. From the economy to the environment, social programs to foreign policy, health care to tax cuts, the tar sands to free trade deals, and many other areas, these chapters dig through the facts and key moments for this government over the past seven years, highlighting in particular its policy response to the global financial crisis and Great Recession.
