3 BANKING 1 Laeven, Luc and Valencia, Fabian Systemic banking crises database. IMF ECONOMIC REVIEWS, 61(2), 2013(June): The paper presents a comprehensive database on systemic banking crises during It proposes a methodology to date banking crises based on policy Indices, and examines the robustness of this approach. The paper also presents information on the costs and policy responses associated with banking crises. The database on banking crises episodes is further complemented with dates for sovereign debt and currency crises during the same period. The paper contrasts output losses across different crises and finds that sovereign debt crises tend to be more costly than banking crises, and these in turn tend to be more costly than currency crises. The data also point to significant differences in policy responses between advanced and emerging economics. ** BANKING. ECONOMIC GROWTH 2 Ahluwalia, Montek Singh Eight per cent growth still within reach. INCLUSION, 4(2), 2013(April-June): The aim is not just 8 per cent growth, but inclusive growth. A lot of government programme are aimed at inclusiveness and they also feed into the growth process. Some persisting policy issues cause the slacking of the growth rate. If the central and state government could 3

4 attend to these issues, the 12th plan's projected target of achieving 8 per growth is still within the country s reach. ** ECONOMIC GROWTH. 3 Chakrabarty, K C Financial inclusion: a must for equitable growth INCLUSION, 4(2), 2013(April-June): To achieve financial inclusion and prosperity, collective efforts of policymakers, regulators, governments, IT solution providers and public at large would bring a decisive metamorphosis in Indian banking. For bouncing back to 8 per cent growth path, financial inclusion is must. Banks alone will not be able to achieve this unless an entire support system would be partnering with them in his mission. ** ECONOMIC GROWTH. 4 Rangarajan, C Equitable growth as a governance challenge. INCLUSION, 4(2), 2013 (April-June): Has India the ability to grow in a sustained way at 8-9 Per cent? The potential rate of the growth is the maximum rate of growth at which the economy can grow and this is always indicated by the highest rate of growth that has been achieved. The growth rate of 9 percent that we saw was not just a flash in the pan. We had that for three consecutive years and therefore, the potential exists. Equity is also important but growth and equity should not be posed as opposing considerations. IMF ECONOMIC REVIEWS, 61(2), 2013(June): The paper examines the relationship between the rapid pace of trade and financial globalization and the rise in Income inequality observed in most countries over the past two decades. Using a newly compiled panel of 51 countries over a 23-year period from 1981 to 2003, the paper reports estimates that support a greater impact of technological progress than globalization on inequality. The limited overall impact of globalization reflects two offsetting tendencies: whereas trade globalization is associated with a reduction in inequality, financial globalization-and foreign direct investment in particular is associated with an increase in inequality. ** ECONOMICS. 5

There is no dearth of good quality of faculty members in legal education system, but it is a matter of maintenance and orientation of these faculty members. A lesson from the development of the Information Technology Industry may guide the legal education system in India. This is significant to point out that majority of stake holders involved in legal education and research, have made up their mind that research works, 6

7 which are being published outside India are of best quality and we cannot compete with them and by doing so we ignore our resources and talents. Therefore, we have to overcome that sort of mentality and do our best promote legal education and research in India. ** EDUCATION. 9 Pop-Eleches, Cristian and Urquiola, Miguel Going to a better school: effects and behavioral responses AMERICAN ECONOMIC REVIEW, 103(4), 2013(June): This paper applies a regression discontinuity design to the Romanian secondary school system, generating two findings. First, students who have access to higher achievement school perform better in a (high stakes) graduation test.second, the stratification of schools by quality in general and the opportunity to attend a better school in particular, result in significant behavioral responses. Teachers sort in a manner consistent with a preference for higher achieving students and children who make it into more selective schools realize they are relatively weaker and feel marginalized. Parents reduce effort when their children attend a better school. ** EDUCATION. 10 Swamy, Raju Narayana Accessing higher education: The dilemma of scheduled tribes in India UNIVERSITY NEWS, 51(26), 2013(1July 2013): 3-11 The above article described that future of scheduled tribe students in higher education is not so bright and it calls for some pressing rethinking by the establishment. There is need for new and pioneering 7

8 policies which are to be initiated to bring about inclusiveness as regards their education. The impact of many schemes introduced by the government for this community has been marginal. The government also should pay more attention to the provisions of quality basic education in order to empower them in terms of basic physical and intellectual capabilities (Dreze & Sen, 1995) Opening new subject choices and career options can help to improve the higher education prospects for this community. An essential starting point for the government is to re-examine its understanding of the goals of an inclusive education system. In its efforts to achieve these goals, for instance, it must become more aware of the social and political factors that have marginalized tribal children from the education system. ** EDUCATION. GOVERNANCE 11 Hallerod, Bjorn, Rothstein, bo and Nandy, Shailen Bad governance and poor children: a comparative analysis of government efficiency and severe. WORLD DEVELOPMENT, 48(8), 2013(August): The aim of this paper is to analyze the relationship between democratization and quality of government and child poverty or to be more accurate specific forms of severe child deprivation in low-and middle-income countries. The analysis points at the importance of good governance and economic growth questions the role of democracy and leaves the question of causality open. Still, it is only a first step and as such need to be followed by more detailed studies. In contrast, democratization appears to have no impact on the extent of child deprivation. 8

Across differing theories of copyright, the two broad categories may be made. The first category would be those countries where copyright is intended to benefit society, the other where it is intended to benefit the author. Under the Indian copyright act, all creations of the government, whether by the executive judiciary legislature, is by default copyrighted. This does not make sense under either of the two theories of copyright that we examined above. When copyright doesn't serve public welfare, states must intervene, and the law must change to promote human rights, the freedom of expression and to receive and impart information, and to protect authors and consumers. ** INCLUSIVE DEMOCRACY. 13 Raghavendra, Srinivas Economic paradigms and democracy in the age of financial globalization. YOJANA, 57(8), 2013(August): The aim of this article is to discuss the profound changes that were brought about by the second wave of globalization, particularly in the context of the change induced by economic paradigms, and the consequent challenges to the political organization of the market 9

The rural non-farm sector has undergone major restructuring which has led to an increase in the share of casual labour in the non-farm sector accompanied by a continuous decline in the share of self and regular employment. The overall quality of rural employment, driven by distress factors, has deteriorated in over in a significant way. ** REVIEW OF RURAL AFFAIRS. 17 Jose, A V Changes in wages and earning of rural labourers ECONOMIC AND POLITICAL WEEKLY, XLVIII (26&27), 2013(29June- 6July): This study aims to capture the changes in rural wages in different states of India and tries to relate the observed variations in level and trend to some plausible explanatory variables. This study is based on rural wages data taken from various rounds of the National Sample Survey and mainly focuses on the level and trend in wages during the first decade of 21st century. It examines the reasons for this and also look into how farmers have been responding to lowered groundwater tables. The scheme's impact, however, has been far more significant on female employment. ** REVIEW OF RURAL AFFAIRS. 21 Sreenivasulu,Y and Vijay, R Agarain structure and land lease arrangements: an investigation in nine villages in Andhra Pradesh ECONOMIC AND POLITICAL WEEKLY, XLVIII (26&27), 2013(29June- 6July): The Indian rural economic structure has been undergoing changes. One aspect of this is the growth of households who own land but do not cultivate it themselves. An implication of this is the potential for tenancy acquiring increasing importance in the rural sector.
