Finance Minister Haseeb Drabu said GST would be implemented under the ambit of Article 370, ensuring adequate safeguards for special status. State would bring the GST Council under Article 370 to protect the State s fiscal autonomy. Article 370, which gives special status to the State, should be used for development and empowerment.
