3 Temporary Foreign Worker Streams Temporary Foreign Worker Program (TFWP) A. Labour Market Impact Assessment (LMIA) Employment and Social Development Canada (ESDC). Majority require recruitment and $1000 fee. All skill levels (Skilled NOC 0, A, B, and Low-skilled NOC C and D). Processing 2-3 months. 3

7 Work Permit Processing Initial work permit o IMP NOC 0 or A o LMIA (GTS list of NOC A & B IT Occupations) o Spouse Open Work Permits (same time) Use Come to Canada Wizard to identify GSS Upload identifier sheet as an extra precaution. 7
8 Work Permit Processing Submit online using outside of Canada forms Stay tuned: must be outside Canada meaning likely to be refined In-process applications cannot be rerouted to the GSS stream. Outside of Canada processing network (includes Ottawa) Country of citizenship irrelevant (visa-required or visa-exempt) for the purpose of accessing GSS. 8
9 Work Permit Processing (Con t) Two week processing o Must submit biometrics during this time Expelled to regular processing stream if o Incomplete (expect mercilessness) o Paper application o Submitted in Canada (using the inside of Canada forms) o International Experience Class application 9
10 Work Permit Processing (Con t) ***Anticipate any deficiency will make application incomplete.*** Police Clearance Certificates Immigration Medical Examinations Translations in correct format All documents have listed elements (check the info bubbles) 10
11 Work Permit Exemption IMP NOC 0 or A duration/frequency: o 15 days once in 6 months or o 30 days once in 12 months Researchers invited by university or related institution: o 120 days once in 12 months Reset count starts from the first day of work for the previous exemption use. Longer stays/extensions require work permit 11
12 Work Permit Exemption Researchers invited by college/university or related research institution: o 120 days once in 12 months o primarily here to do research Significant OR valuable research role Can show related academic excellence AND expertise Role makes sense with expertise and experience level 12
13 Work Permit Exemption Outside of Canada processing network (includes Ottawa) Two week processing o Must submit biometrics during this time Country of citizenship irrelevant (visa-required or visa-exempt) At the moment, CBSA will not issue a document. The foreign national will enter with just a passport stamp/scan. It would be helpful to the worker and employer if this were to change; however, the CBSA might find that producing documents further burdens the ports-of-entry. 13
14 Dedicated Service Channel For eligible business and researchers referred by Designated Referral Partner DSC Referral Partner list will evolve DSC Referral Partners are federal and provincial government as well as private sector entities. 14

16 Dedicated Service Channel DSC Referral Partners refer businesses that make significant investment in Canada. Businesses will want to show they are established, financially sound, innovative, expanding, ambitious but realistic growth plan and capability and that they are in immediate need of highly specialized talent. Anticipate a trained IRCC officer out of Ottawa who will provide o general information o limited case-specific advice o connect to other government departments and programs 16
