Implementing Partners: Bonded Labour Liberation Front-BLLF (districts Lahore and Pakpatan of Punjab Province) BhandarSangat-BS (districts Mirpurkhas and Tando Allahyar of Sindh Province) Society for the Protection of the Rights of the Child-SPARC (district Multan and Punjab province and Hyderabad of Sindh Province) Target Groups: 5000 male and female brick kiln workers; 600 children through Non-formal education; 600 women through skills training; 625 members of the trade unions; Government labour, education, health, police and social security institutions, Civil Society and media
3 The overall objective of the EU Brick Kiln project titled Support Social Protection & Decent Work for brick workers and bonded Labourers in Pakistan arising from ActionAid ground work with local civil society Partner organisations is to 'contribute to poverty reduction and social inclusion of informal workers and bonded labourers in Pakistan'. The specific objective is to ensure that 'brick kiln workers have better access to minimum wages, social protection services and more productive employment'. Project Results: The proposed action has been designed to ensure that project activities will contribute to the overall goal through following four results; 1. Increased awareness and access of Brick Kiln Workers (Right Holders) to Social Security Services/benefits and minimum wages to ensure respect of existing legislation 2. L o c a l c o m m u n i t y o r g a n i z a t i o n s representing brick kiln workers are strengthened and have capacity to lead advocacy on rights to minimum wage, social protection and decent employment 3. Basic Social Services are functional, Coordination with government institutions is ensured to provide and protect basic rights of brick kiln workers 4. Enhanced productive potential and technical skills through vocational training
4 Main Achievements: Registered 60 brick kilns with the labour department. Through continuous awareness sessions, rallies, advocacy campaigns, minimum wage notified and 360 to 724/1000 green bricks 26 trade unions during the project cycle, 13 in Punjab province and 13 in Sindh Province. Out of 26 trade unions 50% attained the status of Collective bargaining agent. Establishment of the District Vigilance Committees (DVCs) in all the districts notified,activated and met regularly on monthly, quarterly and need basis ; Registration of brick kilns with government departments and implementation of minimum wages reveal noticeable increase in response of government departments towards better rights
5 environment of brick kiln workers; More than 240 legal aid cases of brick kiln workers were registered and resolved through arbitration and first court. Social protection services ensured during the project life, linkages development with the social protection services departments providers and 451 social security cards have been processed through this Consultation with Parliamentarians of provincial assembly carried out to adopt bonded labour System abolition Act with Proposed amendments by Sindh Assembly. 600 brick kiln children enrolled in the NFE centre in 6 districts of Punjab and Sindh. 608 brick kiln women workers trained on alternate income generation sources and market linkages developed 3000 brick kiln workers including their families and children have received free medical assistance through medical camps and health sessions; Provision of clean drinking water and sanitation Facilities provided to Brick kilns workers through 120 hand pumps and 360 covered pit latrines on the brick kilns Achievements of Result 4: Model Brick Kiln A Model Brick kiln is a demonstrative set up in District Tando Allayaar of Sindh province, the most appropriate platform, an innovative idea of ActionAid and Implementing partners free of bonded labour and child labour, workers friendly, productive, profitable and sustainable cooperative, which have not only help enhance the production capacity and skills of the workers but also serve as an instrumental tool for advocating the rights of the workers.
6 For running of Model Brick kiln in sustainable and realistic manner Brick kiln management committee is formed for Sustainable implementation of the 'Model Brick Kiln' through ownership and engagement of brick kiln workers.this Subcommittee is part of worker welfare (WWSC) committee is formed ensuring participation of, Members of Sindh Federation, Provincial Workers Federation, and Owners Association. Labor Department, District Vigilance Committee members and one representative from each partner organization of project. This Committee is chaired By Deputy commissioner to develop linkages with Pakistan Environmental Agency, Department Of Production and other Cooperate sector. Contributing to the perseverance of social exclusion and social insecurity in the brick kiln worker communities. Provided a platform for hands on training of brick kiln workers and owners alike. Concrete tool for advocacy, socio-economic b e n e fi t o f t h e w o r k e r s a n d fi n a n c i a l sustainability of the action.
