President Trump s First 100 Days Restoring Community Safety Act Scott W. Phillips, Ph.D. Criminal Justice Department SUNY Buffalo State
An Objective Assessment Since Franklin Delano Roosevelt, presidencies have been evaluated based on their performance within the first 100 days of their administration
Restoring Community Safety Act (Oct. 22, 2016) Reduces surging crime, drugs and violence by creating a Task Force On Violent Crime and increasing funding for programs that train and assist local police; increases resources for federal law enforcement agencies and federal prosecutors to dismantle criminal gangs and put violent offenders behind bars.
General Information on Crime Rates The murder rate in our country is the highest it s been in 47 years. (Feb. 8, 2017)

General Information on Crime Rates The murder rate in our country is the highest it s been in 47 years. (Feb. 8, 2017)
The violent crime rate has ticked up in many of our big cities. (Feb. 8, 2017)
The violent crime rate has ticked up in many of our big cities. (Feb. 8, 2017)
The violent crime rate has ticked up in many of our big cities. (Feb. 8, 2017)
Murder numbers:
Chicago Homicide If Chicago doesn't fix the horrible carnage going on, 228 shootings in 2017 with 42 killings (up 24% from 2016), I will send in the Feds! (Tweet, Jan. 24, 2017) The statement is so broad. I have no idea what he's talking about: Chicago Police Superintendent Eddie Johnson Federal aid (funding)? Federal officers (FBI, DEA, ATF)? National Guard? Federalism: Governmental power is distributed among the different levels of government. Federal knowledge of local issues / locations
Philadelphia Homicide Here in Philadelphia, murder has been steady I mean just terribly increasing. (Jan. 26, 2017)
Philadelphia Homicide Here in Philadelphia, murder has been steady I mean just terribly increasing. (Jan. 26, 2017)
Sanctuary Cities: Executive Order (Jan. 25, 2017) Sanctuary jurisdictions across the United States willfully violate Federal law in an attempt to shield aliens from removal from the United States Restrict Federal grant funding Inform the public about public safety threats No official definition City policies or rules restricting officials from alerting federal authorities about people who may be in the country illegally Federalism: enforcing immigration law is not a local duty Federal court decisions: local enforcement of federal law is voluntary
Sanctuary Cities: By the Numbers Immigrants represent 3.5% of the U.S. population Immigrants represent 9% of federal murder convictions That represents eight murder cases at the federal level Roughly 1.6 percent of immigrant males age are incarcerated, compared to 3.3 percent of the native-born Foreign-born individuals exhibit remarkably low levels of involvement in crime across their life course. (Bersani, 2014).
Offending Trajectories
Offending Trajectories
Eliminating Sanctuary Cities: Practical Application Crime Undocumented people will be afraid of local law enforcement Unreported crime Uncooperative witnesses Targets of crime Law Enforcement Traffic Stop = make a federal case out of it (ICE involvement) Resource limitations Local level needs are not attended to
Executive Orders Enforcing Federal Law with Respect to Transnational Criminal Organizations and Preventing International Trafficking A Task Force on Crime Reduction and Public Safety Preventing Violence Against Federal, State, Tribal, and Local Law Enforcement Officers Considerations: No new law or restriction Fairly conventional Recommendations
Justice Department and Police Reform Review reform agreements (consent decree) with some police forces hands off Civil rights problems (force, aggressive policing) Developing strategies to support the thousands of law enforcement agencies across the country that seek to prevent crime and protect the public But, Sanctuary Cities?
Conclusion I will work with Congress to introduce the following broader legislative measures and fight for their passage within the first 100 days of my Administration: Reduce crime Provide funding Increase federal resources The Violent Crime Control and Law Enforcement Act of 1994
