4 1. HUMANITARIAN SITUATION OVERVIEW The Gu rains were late and short with total rainfall more than 50 per cent below average in the affected areas most affected by the resulting severe drought. While the Gu rains did help some areas, yields will likely be reduced and it will be difficult to offset the high level of asset loss. With US$767 million in donor support, humanitarians have massively scaled up response in coordination with authorities across Somalia. Continuing this level of support will be necessary for the rest of 2017 to prevent worsening food insecurity and protect livelihoods. Already lack of adequate funding means some sectors such as food security, health and WASH have already scaled back activities. In June, about 2.5 million people were reached with food and safety nets, a drop from 2.7 million in May. Much of the food assistance is through cash programming. Over 18.5 million heads of livestock were treated against diseases, benefiting 2.8 million people. The AWD/cholera case fatality rate of 1.5 per cent remains above the one per cent emergency threshold and cases continue to be reported, especially in Somaliland; that said, the situation is increasingly under control. While some sectors have sustained current levels of response, others such as WASH have scaled back due to lack of funding. SUMMARY AND ANALYSIS OF ACHIEVEMENTS/RESPONSE BY SECTOR Humanitarian responses by the federal government of Somalia The Ministry of Humanitarian Affairs and Disaster Management in collaboration with the Government Drought Response Committee have finalized the distribution plan and logistics arrangements for 12,800 MT of food aid from Turkey and Indonesia. The following states have received 1,500 MT of flour, sugar and rice: Jubbaland, Puntland, Galmudug, Hirshabelle and Benadir region. 7 Humanitarian response by Organization of Islamic Cooperation (OIC) Looking somewhat farther back to earlier in the year, humanitarian intervention by the OIC coalition members and member states on the drought in Somalia between January and April 2017 is summarized below: tons family food baskets were distributed to more than 1.4 million beneficiaries. 328 mobile clinics treated 27,840 patients in rural and remote areas. 250 static health centres took care of 32,523 patients. Two containers of medical supplies were distributed to four main hospitals in Banadir region. 6,000 cholera kits were distributed to district hospital and main hospitals in the country. 727 tonnes of food aid and US$2 million in cash were donated by OIC member states directly to the Federal Government of Somalia. Over 2,000 families received US$67,950 cash assistance, of which 12 per cent got seeds and fertilizers in collaboration with FAO. Over 303,000 cubic metres of water were ferried to nearly 6.7 million drought-stricken people. 419 shallow wells were dug, 14 boreholes drilled, nine boreholes rehabilitated, 11 berkeds constructed and one spring connected to piping system. 8 Humanitarian response by sector Nutrition Some 392,373 beneficiaries were treated for acute malnutrition in June. This includes 235,184 children under age five and 90,079 pregnant and lactating women treated for moderate acute malnutrition and 67,110 beneficiaries for severe acute malnutrition, a 90 per cent achievement of the total targeted beneficiaries for June. Also, 495,315 beneficiaries received nutrition preventive services, 35 per cent of the targeted beneficiaries. Health AWD/cholera cases, deaths and CFR: Jan-July, 2017 The month of July saw a sustained decline in the number of cholera cases reported across Somalia (see graph below). Continued future success in cholera control remains highly dependent on an ongoing, strong, preventative WASH response detailed elsewhere in this report. The number of measles cases across Somalia remains extremely high (see graph below) and far exceeds the numbers reported in previous years. The scale of the epidemic outbreak demands a nationwide measles vaccination campaign, which is being planned to vaccinate 4.2 million children between the ages of six months and 10 years, beginning in November Country Humanitarian Communiqué June-July 2017
9 Suspected measles cases: Jan-July 2017 Across Somalia, health services are being delivered out of more than 800 primary health care facilities, and nutrition and cholera treatment units and centres. Integrated emergency response teams are an important element of the strategy, in particular to access hard-to-reach populations. In July, the number of people receiving primary and/or basic secondary health-care services reported through the health cluster totaled over 300,000, which is 85 per cent of the target set for the response. Food security Improved access to food and safety net (IASN) remains a primary focus of the cluster. As of June, 2,478,519 beneficiaries (76 per cent of the target) had received various forms of unconditional assistance. WFP reached about 1.58 million or 66 per cent of beneficiaries assisted; SCI, eight per cent; and other partners, 24 per cent. In comparison with May, the number of IASN beneficiaries fell by about 280,000 (10 per cent). With the exception of Hiraan, Lower Juba, Mudug, Sanaag and Togedheer, most regions were affected by this reduction. Support to 13 per cent of the targeted population in Middle Juba shows efforts by partners to reach inaccessible areas. However, Middle Juba, Middle and Lower Shebelle, Woqooyi Galbeed Awdal and Galgaduud remained of concern to the cluster, given the level of response was below 50 per cent of the FSC target threshold. About 81 per cent of the total beneficiaries assisted in June received their assistance in the form of cash, cheques or vouchers, while the remaining 19 per cent received food (in kind) directly. The partners continued to provide significantly reduced conditional transfers during the month. The FSC partners reached about 127,354 beneficiaries (50 per cent reduction compared with May). This accounts for about seven per cent of the monthly target. WFP, FAO and CRS contributed 27, 20 and 14 per cent respectively of the beneficiaries assisted in June. Other than Sool, Togedheer and Woqooyi Galbeed, all regions were affected by the reduction. Livelihood assets response across all regions of Somalia was below the FSC target threshold of 50 per cent. FSC partners continued to provide livestock assets protection and seasonal inputs, although at much reduced levels. The partners collectively reached 276,838 beneficiaries in June. Some 106,122 beneficiaries (38 per cent) were assisted with seasonal inputs (mainly seeds) while the remainder received livestock asset-protection assistance (livestock treatment). Cumulatively, 2,792,890 beneficiaries were reached since the start of the season (January June 2017), accounting for about 87 per cent of the seasonal target. FAO contributed 98 per cent of the total beneficiaries assisted in June. 9 Country Humanitarian Communiqué June-July 2017
10 WASH Due to lack of adequate funding, the WASH continued to show worrying signs of slowing down for the second consecutive month, making it difficult for partners to sustain their response. In June nearly 405,000 beneficiaries were reached with temporary access to water, a decrease from 707,000 people reached in May. Similarly, the number of people reached with permanent access to water decreased from 212,100 in April to 129,000 in May and to 127,000 in June. Hygiene promotion activities aimed at containing the AWD/cholera outbreak reached over 63 per cent (1.6 million people) of the 2.5 million people targeted countrywide. Among these, 851,300 people received hygiene kits. Nevertheless, fewer people were reached in June (194,200) compared with May (301,300). WASH response towards the AWD outbreak is underway through the provision of hygiene kits and the dissemination of hygiene promotion messages in Badhadhe, Ceel Waaq, Dayniile, Kismayo, Marka, Warsheikh, Dolow, Luuq, Belet Hawa and other districts, to cover 7,500 households. After several weeks of efforts hobbled by the very complex security situation, hygiene kits were successfully distributed to 2,000 displaced households in Marka. A similar operation for displaced households in Kilometre 50 is ongoing. Education After the long recess brought on by the 2011 drought, many children never returned to school. Based on this, Puntland education cluster partners and the Ministry of Education (MoE) are keeping schools in severely drought-affected areas open during school breaks. MoE has agreed that schools are the most suitable spaces for keeping children safe and protected. The children will be engaged in recreational and learning activities and provided with meals and safe drinking water. Of the 250,000 children targeted this year, 171,500 have accessed education services through drought response. This includes 108,300 children supported with safe drinking water in schools, 33,800 with school food and 116,500 with teaching and learning materials. Shelter In July, 17,400 people were assisted with emergency non-food assistance. Emergency packages included plastic sheeting, blankets, jerry cans, sleeping mats and kitchen sets. These are core items for daily household use and survival. Nearly 11,148 persons were assisted with emergency shelter kits that included plastic sheets, support poles and a rope for tying down the structure. This provides the most basic shelter for protection from extreme weather. Training to mainstream approaches to gender-based violence issues in the framework of the WASH activities was organized for WASH cluster partners in Mogadishu and Baidoa. 10 Country Humanitarian Communiqué June-July 2017
11 Protection Protection organizations continued to work with limited means to implement protection-specific service delivery and strengthen community protection mechanisms. SUMMARY AND ANALYSIS OF NEEDS, CHALLENGES, GAPS BY SECTOR Knowles-Coursin Nutrition Needs Results of nutrition surveys conducted by FSNAU indicate a critical nutrition situation (global acute malnutrition (WHZ) prevalence of 15 per cent or higher) in nine out of 12 displaced people s settlements. The 2017 Humanitarian Response Plan indicates that 2.2 million people need nutrition interventions. Of these, the nutrition cluster s target is to treat 539,000 moderately malnourished children, 346,000 severely malnourished children aged between six months and five years, and 270,000 pregnant and lactating women. Overall, 1,155,000 beneficiaries are targeted for acute malnutrition assistance. Challenges, gaps Due to increased new admissions at the feeding and treatment centres resulting from the deteriorating nutrition situation, supply gaps are anticipated, especially for moderate acute malnutrition (MAM) products. Despite efforts toward an integrated approach to curb under-nutrition, the multi-sectoral/multistakeholder approach must be strengthened to ensure a comprehensive package at the service delivery level. Significant parts of rural areas are inaccessible, hampering access to nutrition services. Funding gaps are foreseen as of August due to increased needs resulting from acute household food insecurity. 12 Country Humanitarian Communiqué June-July 2017
13 Health Needs In July, an estimated 14,397 suspected cholera cases were recorded, including 101 associated deaths (CFR 0.7 per cent) recorded across the country. As of 30 July, 75,930 cumulative AWD/cholera cases and 1,155 related deaths (CFR 1.5 per cent) were reported in The number of cholera cases recorded in the past few weeks is falling. Challenges, gaps Limited funding for the health cluster continues to hamper the delivery of life-saving health services to the most vulnerable people, including children and IDPs. Lack of access to some areas due to insecurity is affecting delivery of basic health services to affected communities. Additional life-saving support of medical supplies to health facilities, especially in drought and AWD/cholera-affected areas, is urgently required. Food Security Needs Immediate access to food for populations affected by drought, conflict and disease to prevent the risk of famine. In addition to the protracted caseload, this includes addressing the needs of new arrivals from inaccessible areas, and livelihood support to drought-affected populations to protect livelihoods and enable local production. Emergency livestock support to keep animals alive and productive, and ensure the availability of inputs to produce food. Appropriate livelihood support to stressed populations in particular, to prevent adoption of irreversible coping strategies to maintain survival in the face of increasingly acute food insecurity. Challenges, gaps The reduction of assistance indicates some partners are running out of funding. The cluster is concerned about the reduced response level while acute needs continue to increase. The level of livelihood support to people in the stressed IPC phase did not meet the need. This gap has persisted and potentially increased the risks of household food-security deterioration and may force some households to resort to irreversible coping strategies. Limited humanitarian access had an adverse impact on the response in some affected areas, particularly in Middle Juba, Lower Shebelle, Bakool (Tieglo) and Bay (Qasax Dheer and Buur Hakaba). It has contributed to growing displacement in Baidoa or/and Mogadishu as people seek life-saving assistance. SOYDA 13 Country Humanitarian Communiqué June-July 2017
14 WASH Needs For the fifth consecutive week, new cases of AWD/cholera and related deaths have continued to decrease, demonstrating improvements in prevention and case management. These improvements are seen in South and Central regions, Puntland and in Somaliland. Nevertheless, some pre-existing hotspots such as Burao (Togdheer) continue to register important numbers of new cases, and new hotspots continue to appear, such as this week in Badaadhe, Kulbyo and Ras Camboni in Lower Juba. Containing disease outbreaks requires scaling up sanitation assistance, access to chlorinated water and hygiene promotion activities, including distribution of hygiene kits in IDP settlements, host communities and rural areas still affected by drought. The hygiene and sanitation conditions in the IDP settlements remain poor with insufficient sanitation facilities and related open defecation. Several water points are dysfunctional due to overuse, forcing IDPs to buy water at prohibitive costs. Additional emergency latrines and garbage disposal pits in IDP settlements must be built and existing pit latrines must continually be desludged. With the upcoming Deyr rainy season, rehabilitation of WASH facilities (water points and latrines) remains critical. The facilities require reinforcement to avoid breakages that would lead to water contamination in floodprone areas and an upsurge of AWD/cholera cases. The recommended WASH facilities in flood-prone areas should be raised with apron walls and floodproof latrines but, due to limited funding, affected populations are at risk of further exposure to waterborne diseases. Challenges, gaps Water sources that broke down during the drought due to overuse require rehabilitation, but this is hindered by funding constraints. The number of new arrivals in various IDP camps is putting pressure on limited WASH resources. There is a need to construct additional latrines, provide safe water and distribute hygiene kits. There are no proper waste disposal areas in most IDP camps, while poor hygiene practices are observed. Open defecation is common in these settlements and landowners have opposed latrine installation. Lack of funding has further limited the cluster s ability to sustain extensive hygiene campaigns, especially in rural areas and for (pre-existing) IDP settlements in peri-urban areas. Of the $111.6 million in cluster requirements, only 28 per cent ($31.2 million) has been received, leaving a gap of $80.4 million. This has impacted effective service delivery. Of the $80.4 million funding gap, about $20 million is needed urgently for cholera treatment centre support, to provide WASH services in schools and health posts and to support the integrated emergency response team (IERT) approach, to end the AWD/cholera outbreaks. 15 Holt Education Needs Due to the severe drought, 528,000 children need assistance to stay in school. Nearly half of the approximately 766,000 drought-displaced people are school-age children, according to the Protection and Return Monitoring Network. The majority of these children are vulnerable and an increasing number have no access to education. Further scaledup response is needed to ensure the children access education. Baidoa hosts the largest number of newly displaced children with no access to education. Expansion of permanent schools around the IDP settlements in Baidoa is being explored to provide the children with sustainable access to education. Shelter Needs An estimated 770,000 drought-displaced people are in need of shelter/nfi assistance. Most of the displacement is within central Somalia. More than 50,000 people have been displaced due to conflict in South Central. There are nearly 1.1 million protracted IDPs countrywide. The displaced families need shelter and other non-food items. Safe, secure settlements are needed to provide crisis-affected communities with protected, healthy living spaces and environments, while ensuring sufficient privacy and dignity for the groups, families and individuals within them. Challenges, gaps Limited funding has affected humanitarian assistance delivery by shelter cluster partners. Increased advocacy is required to highlight the need to provide shelter and NFIs to droughtdisplaced individuals. Logistical challenges including flight costs, inaccessible roads, insecurity, check points for transporting NFI/shelter supplies; these are impacting the effective delivery of humanitarian assistance. Ongoing low funding for shelter activities has led to a lack of pre-positioned stocks, hampering timely response to displaced populations. 15 Country Humanitarian Communiqué June-July 2017
16 Protection Needs Insecurity continues to heavily influence the situation in many areas of Somalia, especially by exacerbating widespread food insecurity brought on by the drought, which may lead affected and displaced families to adopt negative coping strategies often impacting children and persons with specific needs. It is essential to understand the dynamics influencing coping strategies and their impact on the situation of affected individuals, families and populations in order to ensure humanitarian assistance reaches those least able to cope/ with the greatest needs among the approximately 766,000 individuals displaced by drought. IDP sites in many locations (Baidoa, Gaalkayo, Afgoye, etc.) remain overcrowded and underregulated, exposing women and girls to considerable GBV risks while prevention, mitigation and response activities are under-resourced or lack capacity. Similarly, child protection concerns among displaced populations would be mitigated through increased community engagement and mobilization. Durable solutions to new and protracted displacement must be principled and incorporated in response strategies. Forced evictions continue unabated and are of grave concern because they cause severe disruption and potential loss of resources. Between Jan-June 2017 NRC recorded more than 88,000 individuals as directly affected. Security of tenure agreements must be agreed upon and guaranteed by relevant authorities for all areas where IDPs are hosted. Large-scale military offensives continue to give rise to concerns about civilian safety, not least through possible exposure to explosive remnants of war. Further concerns include possible limitations on civilians freedom of movement and reprisal attacks in the case of the abandonment of captured towns. Challenges, gaps Capacity to implement protection-specific support services targeting drought- and conflictaffected populations remains low due to financial constraints. Security constraints limit protection organizations ability to ensure effective engagement with communities to establish protection mechanisms and to conduct adequate protection monitoring. Community feedback mechanisms have insufficient reach, hampering adjustments in programming to better respond to the needs of affected populations. Protection violations, notably those related to GBV, remain under-reported due to cultural norms and possible stigmatization of survivors. Security of land tenure for new arrivals is limited, increasing the risk of eviction. Access to support services and justice for SGBV survivors remains limited due to societal constraints and a lack of capacity. Logistics Due to road access limitations and deteriorating infrastructure, a number of key operational areas remain accessible only by air while others are completely inaccessible. 16 Country Humanitarian Communiqué June-July 2017

18 4. FUNDING Further resources are required to prevent famine in the second half of the year. Donors have responded to the call for assistance in the first half of 2017 enabling humanitarians to scale up drought response. A total of US$864 million has so far been contributed for humanitarian response activities. 19 5. RECOMMENDATIONS Continuing scaled-up support through the rest of 2017 will be necessary to prevent the humanitarian situation from worsening and to protect livelihoods. Addressing the dire humanitarian situation in Galmudug is critical to ensure the situation doesn t deteriorate. Immediate priorities including ongoing planning for the November nationwide measles immunization campaign and mobilizing related funding. Maintain the degree of progress in cholera control achieved to date. Promote a collaborative approach among the humanitarian community to identify solutions to logistics gaps including the severely limited access to much of the country due to insecurity and infrastructure deterioration. Solutions include an ongoing, scaled-up air response for humanitarian cargo and personnel. Every effort must be made by all involved humanitarian organizations and authorities to identify the most vulnerable population groups and assist them according to their needs. Drought and security conditions might continue to inhibit civilians return home. Humanitarian organizations and authorities must be prepared to provide principled, durable solutions to assist IDPs in line with the Guiding Principles on Internal Displacement. Procedures to prevent or mitigate the risk of forced evictions must be developed and implemented, assisting the work of humanitarian organizations and authorities. 19 Country Humanitarian Communiqué June-July 2017
