2 PROTECTION The number of Syrian refugees in the region rose to over 5.5 million at the end of December. There are now over 3.4 million Syrian refugees registered refugees in, almost 1 million in, over 657,000 in, over in and above 127,000 in, indicating the generosity of host countries across the region. Highlights of the Protection across the region in December include: In, to facilitate meaningful access to justice, sector efforts focused on capacity and coordination support with the Ministry of Justice (MoJ) and Court personnel. Over 250 judges of administrative, civil and criminal courts benefited from international refugee law trainings and more than 125 staff of the MoJ participated in workshops on international refugee law. In, partners continue to provide legal assistance for birth registration, marriage authentication, divorce and acquisition of ian nationality. However, an increase in assistance demands has been noted in respect of authentication of marriage or divorce certificates issued in Syria, legalizing customary marriages or divorce instances occurred in and representation before judicial authorities. In, almost 11,500 individuals were reached with SGBV awareness raising activities in December. In, the Durable Solutions Technical Group, recently established under the Protection Working Group to address working-level issues related to returns, resettlement, integration and complementary pathways, provided a durable solutions training to partners. In, the final report of the Vulnerability Assessment ofsyrian Refugees in (VASyR) was published in December. The VASyR is the fifth annual survey assessing the situation of a representative sample of registered Syrian refugee households in to identify situational changes and trends. 3 FOOD SECURITY In, food sector partners have reached over 2.7 million individuals with food assistance through cash, voucher or in-kind modality, this represents over 100 per cent of the overall target for. Almost 10,000 individuals also food and agricultural livelihoods support. Some highlights of the Food Security across the region in December include: In, following the successful roll-out of choice modality in Madaba governorate in August, food sector partners expanded the modality to two additional governorates; Balqa and Zarqa reaching 60,000 Syrian refugees with a total amount of USD 1.2 million. Choice is an innovative modality introduced by WFP, allowing beneficiaries to redeem the assistance they receive from WFP through foodrestricted vouchers or unrestricted cash, or both as per their preferred choice based on their personal circumstances. In, 153,770 Syrian men, women, boys, girls and the elderly food assistance (including school feeding) in. In, 971,416 individuals in-kind food assistance, including vulnerable members of the host community. 91 per cent of Syrian refugee households remain food insecure to some degree, and the share of households classified as moderately and severely food insecure grew from 36 to 38 per cent. Limited access to economic resources remained one of the main constraints on Syrian refugee households, limiting both their access to food and the possibility of finding and sustaining livelihoods. 4 EDUCATION At the end of December, over 1.06 million Syrian children across the region are enrolled in formal education in schools located in camps and host communities. Additionally, over 287,000 Syrian children are enrolled in non-formal education. Some highlights of the Education across the region in December include: In, the education reached over 259,000 individuals in. In, a total of 95 refugee students benefited from Tertiary Education Scholarships under DAFI initiative provided by the German Federal Government in December, bringing the number of Syrian refugees enrolled in the program to 271. In, 140,402 teachers and education personnel training throughout. In, over 427,000 children and youth enrolled in public formal education had their education-related costs partially or fully subsidised. While enrolment has increased, completion remained a challenge with just 12 per cent of adolescents aged reporting having completed grade nine. In, 46,335 children between5-17 years are enrolled in formal general education. However, there is a need for improvement of information sharing on school registration, while financial constraints at family level to cover transportation, uniforms, books, and stationaries are negatively impacting access to education. 5 HEALTH AND NUTRITION In, approximately 2.76 million primary health care consultations were provided, and over 175,000 referrals were made to secondary or tertiary health care, representing 73 per cent and 76 per cent of the respective targets. Some highlights of the Health and Nutrition across the region in December include: In, 3RP partners provided 7,956 curative and preventive Primary Healthcare consultations to Syrian refugees in December. Among those, 3,831 patients were followed up and monthly treatment for their non-communicable diseases. Also, 1,590 under 5 girls and boys routine immunization and growth monitoring services. Meanwhile, within the resilience component, 3RP partners supported 139 public healthcare facilities. In, over 23,000 primary healthcare consultations were conducted in the nine camps, bringing the total in to 268,441. However, the health system is overstretched and shortage of medicines remain a key concern in public facilities, particularly for patients with chronic diseases. In, over 272,000 children under 23 months were fully vaccinated by the health sector in, 149 per cent of the target. In, around 7,000 individuals were assisted with hospital bills in December bringing the total figure for to over 90,000. 6 BASIC NEEDS The continued strategic priority for the Basic Needs is to provide assistance to meet the ongoing basic needs of Syrian refugees, based on a multi-sectoral household profiling and identification methodology, specific to each country. Over 500,000 families have benefited from cash assistance and over 280,000 households seasonal support through cash or in-kind assistance (over 85,000 in December alone). Some highlights of the Basic Needs across the region in December include: In, over USD 27 million worth of regular cash, winterization assistances and non-food item (NFIs) was provided to vulnerable beneficiaries from the refugee and host communities during December. In, Basic Needs partners provided cash base assistance to over 1.7 million beneficiaries in, of whom almost 1.2 million monthly cash assistance. Almost 600,000 individuals Non-food items (NFI). Within the Basic Needs sector, the number of beneficiaries receiving assistance to access adequate shelter solutions was twice the targeted amount for. In, 11,676 households unconditional, sector-specific or emergency cash assistance in through the Basic Needs sector. In, Syrian refugees are spending less every year, reporting per capita monthly expenditures of USD 98, a drop of USD 6 compared to 2016 and USD 9 since 2015, a sign that households have fewer resources. 7 SHELTER During, over 73,000 households living outside camps have been reached with assistance for shelter assistance and shelter upgrades in while some 17,500 households in camps have similiar assistance (12,000 in December). Some highlights of the Shelter across the region in December include: In, some 38 per cent of the Syrian refugee population lives in camps, where the sector s main interventions take place. In urban, peri-urban and rural areas, almost 900 families have been provided with assistance for shelter and shelter upgrades in, while over 2,000 families in camps have similar assistance (400 in December). In, of the households surveyed in the VASYR, 53 percent resided in dwellings that were overcrowded, had dangerous structural conditions, and/or urgently needed repairs, a large increase compared to 42 per cent in In, over 300 Syrians benefited from constructed, upgraded and/or improved shelters and associated facilities in December, bringing the total in to 5,800. Meanwhile, access control areas for Base camp and Registration in Zaatari camp are being upgraded, including the installation of new access caravans. 8 WASH The WASH response is facing a critical funding shortage, particularly in and. For example, at current funding levels in, partners will struggle to sustain services for 190,000 people living in informal settlements beyond April To pre-empt the funding shortfall, a shift from full service coverage is underway, to mainly focus on the most vulnerable, semi-temporary cost-effective water and wastewater facilities, and the establishment of a surveillance mechanism to identify possible communicable disease outbreaks and trigger an immediate Health and WASH joint response. Highlights of the WASH across the region in December include: In, throughout December WASH services were provided to almost 130,000 people including almost 70,000 children living in Zaatari, Azraq and King Abdullah Park camps. In, the WASH sector continued to provide sustainable, sufficient quantities of safe water, appropriate sanitation facilities and improved hygiene practices to about 83,000 refugees in camps, out of camp and in education and health facilities. However, the focus on the IDP response by donors has limited funding towards refugee response. Solid waste and wastewater management remain key areas which exit strategy has been challenging. There is a need to utilize surface water after treatment, which requires higher levels of investment but avoids damaging the environment by ground water extraction and is more sustainable in the long term. 9 LIVELIHOODS & SOCIAL COHESION In, Livelihoods partners assisted over 30,000 refugees and host community members with short-term and/or long-term employment opportunities and over 110,000 youth and adults in increasing their employability through job training, internships, job placement and language courses. Highlights across the region in December include: In, cabinet approved a 6th extension of the grace period for Syrian refugees work permits, until 30 June Some 4,459 Syrian men and women have been engaged in applied skills and technical training, while over 2000 have benefited from applied skills and technical trainings in. In, the economic situation for Syrian refugees in the Kurdistan Region, where the vast majority of refugees are hosted, continues to be a challenge. While some Syrian refugees are able to earn income participating in cash for work (CfW) activities inside camps, camp residents, who account for 38 per cent of the Syrian refugee population, are severely challenged to find private sector work outside of the camps due to geographical isolation from companies or factories. In, during, 46,655 Syrian refugees and host community members completed technical and vocational trainings and participated in skills training. In almost 1,500 people have been provided by training for livelihood purposes while around 1,000 have been assisted with access to self-employment. In, 35,859 individuals were trained and/or provided with marketable skills and services in.
