Cambodia s Senior Minister and Minister of Foreign Affairs and International Cooperation H.E. Prak Sokhonn received his visiting Lao counterpart H.E. Saleumxay Kommasith, at the ministry office in Phnom Penh yesterday afternoon. Both foreign ministers shared the outcomes of their meeting to reporters at a joint press conference held following their bilateral talks. H.E. Saleumxay Kommasith said the meeting discussed the preparation of action plan based on the spirit of the recent meeting between the two countries Prime Ministers as well as the remaining border issues. Continued on page ( 2 ) CAMBODIA, CHINA SIGN MoU ON COOPERATON IN THE FIELD OF TRADEMARK AND BRANDING The Ministry of Commerce of the Kingdom of Cambodia and the State Administration for Industry and Commerce of the People s Republic of China reached a Memorandum of Understanding (MoU) on Cooperation in the Field of Trademarks and Branding in Phnom Penh on 06 September, The MoU was signed by H.E. Ouk Prachea, Secretary of State for Commerce, and visiting H.E. Ma Zhengqi, Vice Minister of State Administration for Industry and Commerce of China. The aim of the MoU is to strengthen and expand the cooperation based on equality and mutual benefit in the field of trademark and geographical indication (GI), to boost more branding in Cambodia and China, as well as to improve the implementation of intellectual property through the protection of consumers and producers interests more effectively. Under the MoU, both countries will share legal documents related to intellectual property and exchange study visits. Moreover, China will help training Cambodian human resources in trademark control, promoting Cambodian product exhibition and building more Cambodia s brand in the markets. CAMBODIA, LAO LEADERS HOLD TALKS ON BORDER ISSUESS IN PHNOM PENGH Samdech Akka Moha Sena Padei Techo Hun Sen (R, Pic. 1), Prime Minister of the Kingdom of Cambodia, and H.E. Thongloun Sisoulith, Prime Minister of the Lao People s Democratic Republic, jointly hold a press conference on the border issues between the two countries upon their bilateral talks at the Peace Palace in Phnom Penh on 01 September Cambodian Prime Minister Samdech Akka Moha Sena Padei Techo Hun Sen and his Lao counterpart H.E. Thongloun Sisoulith held bilateral talks on border issues at the Peace Palace, Phnom Penh this morning. In the almost-two-hour-meeting, both leaders agreed on four important points related to remaining border issues, after their talks in Vientiane, Laos on Aug. 12, First, in the next few days, the foreign ministers of the two nations will meet in Phnom Penh to find solution and seek understanding on the border issues, Samdech Techo Hun Sen told reporters at the joint press conference following their bilateral meeting. Second, he added, the Lao side agreed to examine and settle four remaining points as requested in his letter to his Lao counterpart, and those four points have to be solved before that of O Tangav. Third, the border committees of both nations are commissioned to negotiate and settle the remaining issues on site, at O Tangav in Stung Treng province, the Cambodian premier pointed out.last but not least, he said, the two Prime Ministers will send a letter to French President to requesting for French map experts to convert the map Bonne 1/100,000 to 1/50,000 and for other documents related to the Cambodia-Laos border. I can say with pride that the friendship between Cambodia and Laos is further strengthened and this time s resolution is not only for one or two points, but it s a package resolution, he underlined. For his part, H.E. Thongloun Sisoulith echoed the outcomes revealed by Samdech Techo Hun Sen, expressing his strong belief on the resolution to the border issues between both countries which is based on the friendship and equality. We agreed to do our best to maintain security and peace along the disputed border areas. [...] I believe that both of us will be able to solve the remaining border issues of about percent as an inheritance for our younger generations, said H.E. Thongloun Sisoulith. In April, a group of Lao armed forces crossed the Sekong River into Cambodia s territory by boat to stop Cambodia from building a road along the border in Stung Treng province. Gen. Tea Banh addresses on April 28 the home-coming ceremony of 309 Cambodian blue beret troops who have successfully fulfilled their one-year UN peacekeeping mission in Mali. Last month, Samdech Techo Hun Sen issued an ultimatum to Laos to withdraw its troops without condition from the Cambodian territory before Aug. 17, 2017 after he has got no reply from his Lao counterpart to his letter dated Aug. 2, 2017 on the troop withdrawal request. For his part, H.E. Prak Sokhonn said this meeting reflects the high political commitment of the Governments of both nations to ending the remaining border issues. According to H.E. Prak Sokhonn and H.E. Saleumxay Kommasith Cambodia-Laos Joint Border Committee was commissioned to resolve four points of border issue at Stung Treng province (Cambodia)-Champasak province (Laos) and at O Tangav area. Cambodia sent the fourth batch of 309 troops, including 25 females, to join a United Nations peacekeeping mission in the conflicttorn West African nation of Mali on Tuesday, 28 April The troops would replace the third batch, whose one-year term had come to an end, said Gen. Pol Saroeun, Commander-In-Chief of the Royal Cambodian Armed Forces (RCAF), during a sending-off ceremony held at the capital's Military Airbase. The peacekeepers are divided into two groups. One will be responsible for airport repairs and maintenance and the other will be in charge of explosive ordnance disposal. CAMBODIA EXPECTS US$ 500 MILLION FROM FIRST CRUDE OIL PRODUCTION Cambodia is anticipating an estimated income of US$500 million from crude oil production at offshore Block A, according to local media report. The rough calculation was shared by Secretary of State for Mines and Energy H.E. Meng Saktheara who added that the amount derives from the expected 47 million barrels of crude oil generated. The produce, as underlined by the secretary of state in the source, represents about 6.5 percent of the total crude oil possibly available. The Royal Government of Cambodia last month signed petroleum agreement for offshore oil field development in Block A with KrisEnergy group Singaporelisted company focusing on the production and development of oil and gas in the basins of Southeast Asia. The Block A mentioned encompasses 3,083 square kilometres over the Khmer Basin in the Gulf of Thailand where water depths range between 50 metres and 80 metres. While anticipating the new source of income, the government is working on regulations and policies necessary to manage both the operation and the revenue effectively for the best interest of the country. FOREIGN MINISTERS Besides, the top diplomats of Cambodia and Laos agreed on the content of the draft letter for the French President to be signed by both Prime ministers. 3 V I S I O N S O F C A M B O D I A GIANT IBIS RECO RDED IN CAMBODIA S KEO SEIMA WILDLIFE SANCTUARY Two pairs of the critically endangered Giant Ibis have been found in Keo Seima Wildlife Sanctuary (KSWS) a key place for the conservation of endangered animals in Cambodia. According to a press release of the Wildlife Conservation Society (WCS) issued today, these are the first seen at the site in ten years. This finding confirms once again that KSWS is a biodiversity hotspot and vital for conservation of globally threatened mammal and bird species. We are proud of finding these Giant Ibises because now we can prove they are living in KSWS. Old reports mentioned about this species in KSWS, but we haven t found them for about 10 years, said Mr. Sot Vandoeun, who leads Wildlife Research and Monitoring team and which requires strong protection to secure them found the Giant Ibis in KSWS. After spending and their habitat. almost fifteen days searching, we are sure they are living in KSWS. The area they live is a very good natural habitat and is ideal for their feeding and breeding. We will continue searching for more Giant Ibises and their nests in the KSWS because it is their breeding period now. We will work with local communities and rangers to protect their nests if we find them, he added. Giant Ibis (Thaumatibis gigantea) is Cambodia s national bird. It is listed as a critically endangered on the IUCN Red List. The species now occurs only in Cambodia, with very few recent records from Lao People s Democratic Republic and Vietnam. Cambodia has around 99 percent of the global population, estimated at 194 mature individuals, making it the most important country in the world for Giant Ibis conservation. For KSWS, it is home to various primates, including the world s largest known populations of Black-shanked Douc Langur and Southern Yellow-cheeked Crested Gibbon, various species of wild cat, Asian Elephant, Gaur, Banteng and several species of birds including Green Peafowl. However, these important species are under threat due to illegal poaching and habitat loss, CAMBODIAN URGES N. KOREA TO CEASE ALL NUCLEAR TEST Ministry of Foreign Affairs and International Cooperation has issued a statement showing Cambodia s regrets and grave concerns over the nuclear test conducted by the Democratic People s Republic of Korea (DPRK) on Sept. 3, This sixth nuclear test is a repeated violation of the relevant United Nations Security Council (UNSC) Resolutions and poses serious threat to peace, security and stability in the Korean Peninsula, and in this region as a whole and will further deteriorate the already tense situation in the Korean Peninsula, said the statement released this afternoon.cambodia urged the DPRK to fully comply with all relevant UNSC Resolutions and its international obligations and to cease all nuclear and missile tests in order to safeguard peace and stability in the Korean Peninsula, the statement concluded. GDT COLLECTS OVER US$1,400 The GDT director general recommended all line departments to continue implementing the reform policy and collecting all kinds of taxes so as to increase the national income. He at the same time appreciated the hard work of tax officials at all levels for the achievement, implying effective services for Cambodians. In 2016, GDT collected a total of US$1,497 million as tax income almost 15 percent or US$ million increase, compared to the year before. 2 GDT COLLECTS OVER US$ 1,400 MILLION AS TAX INCOME IN FIRST EIGHT MONTHS During the first eight months of 2017, the General Department of Taxation (GDT) of the Ministry of Economy and Finance has collected some 5,657 billion Riel (about US$ million) 82 percent of the target set for The update was shared by H.E. Kong Vibol, Director General of GDT during a monthly meeting held at the GDT s office here in Phnom Penh on Sept. 11. The figures showed an increase of 1,354 billion Riel (approximately US$ million) or percent compared with the same period last year, underlined H.E. Kong Vibol. The growth of tax revenue derived from the increase of tax on income (31.7 percent), value-added tax (42.7 percent), special tax (13.9 percent), and tax on salary (2.9 percent). For August 2017 alone, he stressed, the tax collection was 515 billion Riel (roughly US$ million).
4 ISSUE 24 : S BOU SRA WATERFALL - MONDULKIRI SIEM REAP 3 The double-drop waterfall is very popular with the locals who use it as a bathing and picnic spot. Its top level is around 10m in height, and the lower level drops down 25m to the gorge. It is in a scenic and pristine setting and offers great photo ops. Nearby is the ethnic Phnong village called Pichinda which has a small guesthouse. Some snacks are available at the falls, but bring food if you would like something more substantial. Then we head northeast to Bou Sra. We never rode north on this road before and I am surprised that right behind the first hill it is getting rougher than most we have seen yesterday. We cross a small river on an improvised bridge and are charged 500 Riel each by a bunch of kids. The waterfall is divided into three stages: First Stage: The waterfall fall is 8 to 12 meters high and 15 meters wide in rainy season and 10 to 15 meters wide in dry season. Second Stage: The waterfall fall is 15 to 20 meters high and 20 meters wide in rainy season and 18 to 25 meters high and 13 meters wide in dry season. The second stage is 150 meters from the first stage. Third Stage: The speed of waterfall is faster than the second stage. This stage cannot be reached because it is in the thick forest. There are no marked paths and dangerous wildlife inhabits the area. Busra waterfall is located in Pich Chenda district about 43 kilometers northeast of Mondulkiri provincial town, Sen Monorom. Busra is considered by many to be the most beautiful waterfall in Mondulkiri.
