1 Summary of Four- Year Report ( ) of the Fifth Term and Objectives for the Sixth Term 6 th General Assembly of the Cambodian Red Cross 6-7 August 2014 Chaktomuk Conference Hall By the Secretary General 3 Respected Samdech Kittipritthbindit Bun Rany HUNSEN, President of the General Assembly session Chairmanship Panel Samdech, Excellencies, Oknha, Ladies and Gentlemen, and Distinguished National and International Guests Member of the General Assembly Session For the last four years, the Kingdom of Cambodia has enjoyed continued security, peace, political stability, and economic development. But at the same time Cambodia continues to be affected by climate change, financial crisis, the global economic downturn and transmission of communicable diseases that seriously affect all human beings. This Fifth Term is within the first 4 years of implementation of Strategy which was adopted unanimously at the 5 th Cambodian Red Cross (CRC) General Assembly. Taking this opportunity, I would like to raise the high recommendations of Samdech Akka Unofficial translated into English by IFRC Cambodia 1

2 Moha Sena Padei Techo, Prime Minister of Kingdom of Cambodia, made on the occasion of the 147 th anniversary of the World Red Cross Red Crescent day in 2010, that I believe that from now on CRC will remain a high, leading humanitarian organization in Cambodia and continue to play an effective auxiliary role to the Royal government and its partners to relieve the suffering of Cambodian families who are/ and victims of all kind of disasters. According to these ideal recommendations and warnings, during the 4 years of the Fifth Term, under the wisdom, transparency and accountability in the leadership of Samdech Kittipritthbindit Bun Rany HUNSEN, CRC has implemented de-centralization and de-concentration including NHQ, branches, sub-branches and communities, and reached the following significant achievements: I. Strategic Direction 1: Contribute to saving lives and building resilience to disasters and crises (Core Area 1: Disaster management) Activity 1: Humanitarian Distribution Disaster preparedness and risk reduction cannot surely prevent its impact entirely. Therefore, Samdech Kittipritthbindit Bun Rany HUNSEN indicated key strategies in order to address consequences caused by climate change promptly and effectively as well as other problems such as storms, wild wind, drought, flood, fire, road accidents and others, totalling 625,612 families focusing on the elderly, widows, orphans, people living with disability, blind and deaf children, drugaddicted youth and people living with HIV/AIDs in line with the slogan Where there is suffering, there is the Red Cross. In the package services, CRC provided: 1) 146 water pumps to 24 branches (donated by Red Cross Society of China). 2) Constructed 20 houses and repaired 41 houses for vulnerable people in 4 targeted provinces, and victims affected by armed conflict in Oddor Meanchey province. 3 3) Collaborated with all levels of local authorities and 4 hospitals responding to the stampede incident at Koh Pich bridge by offering tracing services, assisting the injured, collecting information on the dead, facilitating the management and identification of the dead totalling 337, and providing relief kits to hospitalized victims and bereaved families, totalling 355 people. Additionally, in order to preserve the heritage donated to CRC by Mr. Gerhard Motalic, Austrian, Samdech Kittipritthbindit Bun Rany HUNSEN initiated the construction of three 2-storeyschools, consisting of 30 rooms (2 school buildings located in Kandal province and one in Kampong Cham province). With project funding supported from donors, CRC provided the vulnerable in communities with: 211 houses and 140 house structures. 1,485 MT of rice. 2 community water ponds and 140 places of latrines. 375 boats. Sand filter jar with solar to 5 places, 1,055 water filter jars and 6,300 water jars. Activity 2: Building resilience to disasters and crises Micro loans: In the role as an auxiliary to public authorities, CRC contributes to poverty reduction by providing interest-free loans to vulnerable people in communities, through the World Mate Fund. With this interest-free loan fund, CRC has helped 950 families to improve their living standards and continues to help a further 560 families. Road safety promotion: Cambodian Red Cross continues its plan for road safety promotion in its second phase by increasing Unofficial translated into English by IFRC Cambodia 3

4 the activities to 15 target provinces covering 15 districts, 38 communes, 300 villages and 83 youth clubs. TOT training on road safety to 105 trainees, 2,640 Red Cross youth (of whom 1,030 are women) and 1,240 Red Cross Volunteers (of which 510 are women). Provide 6,500 helmets to beneficiaries in 15 target provinces. Disseminate information on road safety with key messages to the public, schools and at traffic lights. II. Strategic Direction 2: Contribute to a reduction of morbidity and mortality of mother and child; to communicable diseases prevention; and to respond to health in emergencies (Core Area 2: Health and Health Care in the Community): To contribute to the 4 th, 5 th and 6 th Millennium Development Goals and to achieve the indicator in the Health Strategic Plan of the Ministry of Health, the Cambodian Red Cross has identified 3 priorities: Activity 1: National Champion and promoter of mother and child health On 8-10 June 2011, Samdech Kittipritthbindit Bun Rany HUNSEN led a delegation to attend the United Nations Conference, with other first ladies from many countries in the world, to discuss and commit to preventing the transmission HIV/AIDs from mother to child. Furthermore, CRC actively participated, with the royal government, in educating and disseminating information to reduce the mother and child mortality rate. In contributing to the health of the people, Samdech Kittipritthbindit Bun Rany HUNSEN was awarded by the United Nations, on 21 February 2011, a National Champion for the UNSG s Joint Plan of Action for Women s and Children s Health. 5 Since 2012, CRC has donated USD 1 million per year to assist the operation of the Kantha Bopha paediatric hospital for the treatment of children. Every year, Samdech Kittipritthbindit Bun Rany HUNSEN presides over the World Day for Combating HIV/AIDS on the 1 st December, the National Day for Nurses on 5 th May and the National Day for Mother, Newborn and Child Health on 21 February. World Mate has also provided 796 wells and 17 community Ponds. Other partners also provided to 14 target provinces as follows: 725 wells, 8,044 latrines, 18 rubbish bins in schools, 31,783 filter jars and 217 water tanks (volume of 3,000 to 3,500 litres) 2 solar water systems and 390 solar lamps. 600 hygiene kits for delivery and sent 700 pregnant women to see 14 target Health centres. 1,331 bicycles and First Aid kits to 1,521 Red Cross volunteers. Contribute to building the sub-branch of Prek Prosap district, Kratie Province. Activity 2: Communicable Diseases in Community There are 5 partners carrying out the communicable disease programme in 7 target provinces with 13,454 beneficiaries receiving the following: 52 latrines, 964 food kits, 3 wells, 96 water tanks (3,000 litres) and 950 filter jars for HIV/AIDS victims. 203 bicycles, 2,000 sets of student uniforms and 1,049 study material kits for orphans vulnerable to HIV/AIDS. 6 Activity 3: Health in emergency Responding to the global challenges, CRC has been providing TOT training on First Aid to branches and sub-branches and has instructed them to train to Red Cross Youth, Red Cross Volunteers and the people in communities about how to transfer patients or victims to the nearby health centre or hospital. CRC has also trained them how to disseminate the key messages for preventing communicable disease. In addition, CRC has provided training to Red Cross Youth and Volunteers as below: 738 volunteers in 12 target provinces were trained on preventing avian influenza (H1N1)/avian human influenza (H5N1) and changing negative behaviour and avoiding communicable diseases. First Aid training to 12,796 government staff, Red Cross Youth and Volunteers throughout the country and training materials for 24 provinces for dissemination and training in their communities. Commercial First Aid training to 2,164 staff from private companies and non-governmental organizations with USD 66,618 earned and transferred into CRC accounts. III. Strategic Direction 3: Promotion of Fundamental Principles, Humanitarian Values, Human Dignity and Non-violation (Core Area 3: Promotion of Movement s Fundamental Principles and Humanitarian Values) Activity 1: World Red Cross Red Crescent Day (May 8) In the past 4 years, World Red Cross day has still been a big event for the National Society, at the national headquarters as well as 24 municipal-branches, in building trust and a culture of sharing, especially for fundraising to improve the effectiveness of disaster preparedness and response. 7 number of donors has been increasing year by year, both at national headquarters and branches. This clearly shows that more donors trust the Cambodian Red Cross under the wise leadership of Samdech Kittipritthbindit Bun Rany HUNSEN, with the Prime Minister, presiding over it every year. With hard working and active efforts in humanitarian affairs, Samdech Kittipritthbindit Bun Rany HUNSEN was conferred the title by His Majesty the King of the Kingdom of Cambodia as Samdech Kittipritthbindit Bun Rany HUNSEN during the May 8 celebrations in The Royal birthday of Her Majesty the Queen Mother, Honorary President of the Cambodian Red Cross, is celebrated annually at Cambodian Red Cross National Headquarters and at branches with National Headquarter sending wishes and reporting directly at Royal Palace on Red Cross activities, in a 3- day special program played on national television, and a Buddhist ceremony organized at NHQ. All CRC branches also celebrate this ceremony with their own activities and also sent letters directly to the Her Majesty the Queen Mother. Activity 2: Promotion of the Fundamental Principles and International Humanitarian Law (IHL) This activity is promoted through May 8 day celebrations and Red Cross youth and volunteer trainings and relief distributions both at National headquarter and branches. To ensure the qualified work, NHQ have fulfilled the following roles: Dissemination on the Fundamental Principles of the Red Cross and Red Crescent Movement, and International Humanitarian Law to Red Cross youth and volunteers, government staff and the armed forces with participants increasing from 4,015 to 10,119 and the number of courses from 49 to 145. Cambodian Red Cross prepare every year a youth forum at TVK studio, with 168 Red Cross youth from different universities participating. Unofficial translated into English by IFRC Cambodia 7

8 8 TV stations, including Phnom Penh Cable TV (PPCTV), contribute actively to promoting CRC activities. Reporters from 34 TV stations have become CRC s spokespeople, along with CRC staff from each branch to increase public awareness of its humanitarian activities. To increase public awareness of its humanitarian activities, CRC has also established its own website, while its Facebook page launched in Restoring Family Link (RFL) in the Fifth Term has transmitted a total of 44,375 Red Cross Messages (RCMs), mostly between detainees and their families in Cambodia and another 368 RCMs have been sent between detained migrant workers in Thailand and Malaysia and their families. Safer Rural Community Programme (SRCP) has implemented awareness-raising activities on dangerous landmines, Explosive Remnants of War (ERW), and small interest-free loans as well as emergency humanitarian aid for victims and families affected by landmines. Activities implemented in 6 provinces with the following results achieved: Provided education, small interest-free loans and community safety information to 172,000 people and 1,500 volunteers. Provided small interest-free loans to 1,862 disadvantaged landmine-affected victims and families of which 1,489 have improved lives. IV. Strategic Direction 4: Ensure the strengthening of the CRC profile as a National Society leading in humanitarian activities (Core Area 4: Organizational Development and Resource Development) Activity 1: Governance and Management To achieve the expected results in the strategy, both CRC NHQ and branches performed Organisational Development works with the following remarkable results achieved: Unofficial translated into English by IFRC Cambodia 8

9 Both CRC NHQ and all 24 branches have laid down the decisions concerning the organization and on-going functions of CRC, particularly in appointing working groups to support youth and volunteer activities led directly by Samdech Kittipritthbindit President of CRC; the special council led by Samdech Chauveaveang; and the other working groups actively led by outstanding individuals in the Central Committee. Printed a series of CRC legal documentation in accordance with an approval of the Fifth CRC General Assembly. Activity 2: Branch and Sub-branch development 8 CRC branches constructed new branch offices. All 24 CRC branches held their Fourth Branch Assembly with a new honourable committee appointed and new branch committee elected. 19 branches owned 81 CRC sub-branches office across 194 districts of country-wide. At the Third Branch Assembly, 19 branches appointed an honourable president and 180 sub-branch committees in total and appointed 1,275 Red Cross groups across 1,629 communessangkat; whereas at the Fourth Branch Assembly, there were only four branches appointing honourable president and subbranch committees. The other branches were in the progress of appointing committees due to their branch assemblies having only finished recently. Based on the preliminary results of evaluation Characteristics of Well-Functioning Branch in 2014, of 24 branches that completed the evaluation tool, 16 branches ranked in category "A", 8 branches in category "B", and no branches are in category "C" anymore. Compared to the same evaluation in 2010 only 10 branches were in category "A", 13 branches in category "B", and 1 branch in category "C". Unofficial translated into English by IFRC Cambodia 9

10 Activity 3: CRC Youth and Volunteer Development Youth and volunteers are the key active forces of the Movement. During the last 4 years of Fifth Term under the wise leadership of Samdech Kittipritthbindit, President of CRC, the organization and the management of CRC youth and volunteers achieved remarkable results as follows: 1). CRC Youth Development The total number of youth is 29,099, of whom 15,789 are female, whereas in the Fourth Term the total number was 14,676 of which 6,675 were female. The number of youth advisors is 970, of whom 264 are female, from 11 elementary schools, 71 Secondary Schools, 332 High schools, 1 Pedagogical school, 27 Universities (18 in Phnom Penh while 9 in provinces). There were only 13 universities in the 4th Term. In 2014, CRC presided over the RCRC South East Asia Youth Network (SEAYN) and as Vice President of the Asia Pacific Youth Network (APYN). 2). CRC Volunteer Development As well as the volunteers in the range of governing boards and in the offices, the total of RCVs 20,456 in villages were trained on awareness of the Movement, Fundamental Principles, International Humanitarian Law, First Aid, and skilled tasks related to woman and child health care programme, water and sanitation, and dissemination about danger of landmine, road accident, disaster management, etc... CRC youth and volunteers across the country actively contribute in dealing with the consequences caused by climate change and many challenges through disaster response and implementation of various projects in the community. 11 Objectives for Sixth Term The Sixth Term is the final phase of the 10-year implementation of Strategy , which clearly stipulates the expected results and main activities of CRC core areas. Hence, the main objectives of each core area are as following: Core Area 1: Disaster Management Strengthen capacity on disaster preparedness and response, both at the NHQ and branches in parallel with a set standard. Build resilience of each family and community, and get them ready to reduce the risk of disasters by mainstreaming more awareness about climate change through enhancing the network of CRC Youth and Volunteers. Strengthen the capacity of CRC officers in road safety activities and train Volunteers, Youth and members to be road safety disseminators in line with the slogan Today and Tomorrow No Traffic Accident by mainstreaming road safety into all projects or humanitarian activities. Strengthen and expand small interest-free loans for vulnerable people with the World Mate foundation more effectively. Continue to strengthen partnerships with stakeholders, especially the National Committee for Disaster Management, both at the national, regional and international levels to ensure that disaster preparedness and response runs smoothly and efficiently. Mainstream adaptation to climate change in all activities. Core Area 2: Health and Health Care in the community Mainstream the National Champion s work to create a model document for nationwide use. 12 Continue to strengthen and expand the development of the local community health networks through volunteers and youth, whom can be considered as agents of behavioural change in the communities. Continue to enlarge and strengthen dissemination and First Aid training and make it reach each member of each family, community and individual enterprise, in collaboration with the Ministry of Labour and relevant institutions. Core Area 3: Promotion of Fundamental Principles and Humanitarian Values Promote widely dissemination on the Red Cross and Red Crescent Movement, the Fundamental Principles, and international humanitarian law (IHL). Strengthen capacity building of communication to promote CRC profile and safer access for humanitarian activities. Development and implementation Communication Development Plan Conduct CRC public image survey for the second time. Development and implementation of the Restoring Family Links Plan Continue to implement the Safer Rural Community 4-year strategic plan Core Area 4: Organizational Development and Resource Development Review and evaluate the results of the implementation of Strategy for the first 5 years (as of 2015) and plan the Sixth Term development activities. Continue to strengthen and expand Organizational Development and branch development in the direction of decentralization and de-concentration for implementation of core inter-sectors to assist the most vulnerable in time. 13 all districts across country should have their own sub-branch building in place, CRC teams in communes and volunteers in villages. Expand and strengthen the structure system to support one another, between NHQ and branches, between the governing board and the executive branches, sub-branches. Continue to promote good governance and transparency in management systems at branches. Continue more development on CRC Youth and Volunteers and make them become the real force of the National Society and the connection for vulnerable people and victims. Develop the next Strategy Organize the 7 th General Assembly, 4 th Youth Assembly, the 5 th CRC Branch Assemblies, and the 1 st CRC Sub-branch Assemblies. Conclusion The success of the humanitarian mission of the Cambodian Red Cross could not be achieved without the highest royal support and humanitarian model from the Great Heroic King King-Father of Khmer Nation Preah Borom Ratanakkot, the Founder of CRC, His Majesty King of the Kingdom of Cambodia, and Her Majesty the Queen Mother of the Khmer Nation, CRC Honorary President, who always takes good cares of CRC through monthly and quarterly Royal donations to CRC as well as the Royal contributions in other events especially in case of disasters and May 8 Day. Along with the high presence of Samdech Akka Moha Sena Padei Techo HUN SEN, Prime Minister of the Kingdom of Cambodia, presiding over the World Red Cross Red Crescent Day, May 8 at CRC national headquarters every year and is always in CRC s confidence and motivates to fulfil its mission as an auxiliary to public authorities in the humanitarian affairs in accordance with the Geneva Conventions as the only National Red Cross Society which may carry out its activities throughout the territory of Cambodia. 14 Our successful and proud achievements can only be reached with thanks to the full confidence and support of the government, national institutions, public institutions, local authorities at all levels, armed forces, International Federation of Red Cross and Red Crescent Societies (IFRC) International Committee of the Red Cross (ICRC), development partners and private sectors. Another inspirational factor to these successful achievements is because CRC is under the wise leadership of Samdech Kittipritthbindit Bun Rany HUNSEN, the President, who devotes her tireless physical, spiritual, mental energy and her devotion of time always alleviates peoples misery by mobilizing forces, both from NHQ and branches doing more, doing better, and reaching further Humanitarian work is a great and serious task but excellence requires the active involvement and participation from all walks of life in order to reach its achievements. Hence, the support and contributions from national and international donors play a very important role in keeping the Humanitarian Force and Culture of Sharing as an important principle, as always. All achievements and successes provide warmth to the beneficiaries and also build trust from all walks of life on CRC s existence as a National Society, leading in humanitarian affairs. This is a strong encouragement for us to double our efforts in strengthening emotions Together for Humanity focusing on a new theme My Red Cross Story proving the on-going joint-force in providing humanitarian services to vulnerable and victims promptly and efficiently.
