1 Emergency appeal operation update Turkey: Population Movement Emergency Appeal n MDRTR003 GLIDE n OT TUR Operation update n 4 15 July 2013 Period covered by this Operation Update: 31 January 2013 to 6 July Appeal target (current): CHF 44,183,265 Appeal coverage: 22% of the appeal coverage has been registered, based on multilateral contributions. Through bilateral contributions (cash and in-kind) received from Red Cross / Red Crescent Movement partners, 44% of the total appeal budget is covered. Contributions are required to enable the Turkish Red Crescent (TRC) Society to help meet the needs of the most vulnerable people affected by the population movement in connection with the Syrian crisis. Photo:Turkish Red Crescent Society Appeal history: This emergency appeal was originally launched on behalf of the TRC on 9 November 2012 for CHF 32,311,220 for a period of six months to assist 170,000 people. Operation Updates were published on 21 December 2012, 31 January 2013 and 9 May On 28 May a revised Emergency Appeal was launched, focusing on support to the TRC`s plan of action to continue providing support for up to 225,000 Syrian people who have found refuge in 19 camps on the territory of Turkey. Summary: Since the onset of the crisis in Syria, over 1.7 million Syrians have taken shelter in Turkey, Lebanon, Iraq, Jordan, Egypt and other countries in the north of Africa. At 15 July 2013, the estimated number of Syrian people living in Turkey is 490,000, with some 402,163 requiring assistance (including people awaiting registration) 1. UNHCR estimates there are 200,017 Syrian citizens living in 19 camps in ten provinces under temporary protection of the Government of Turkey. 2 The Turkish Red Crescent (TRC), supported by partner institutions, continues to assist the Turkish Government`s protection operation for the Syrian people, while delivering humanitarian services in the areas of food (e-card programme) and non-food item distribution, shelter, and sanitation (showers and toilets). The appeal coverage is 22% based on multilateral cash contributions. To date, the following Red Cross and Red Crescent National Societies have contributed to the emergency appeal launched by the IFRC: American, Danish (through the Danish Government), Kuwait, Monaco, Norwegian (via the Norwegian Ministry of Foreign Affairs), Swedish (through the Swedish Government), Swiss, as well as the Canadian (through the Canadian 1 retrieved 15 July retrieved 15 July 2013.

The kind generosity of the following parties has also contributed to the appeal: the American Government, the Estonian Government, the European Commission Humanitarian Aid and Civil Protection (ECHO), the Irish Government and the Swiss Government. The Turkish Red Crescent has received bilateral contributions from the following Red Cross Societies: German, Bulgarian, British, Swedish, Netherlands, and Norwegian. The following organizations have bilateral agreements with the Turkish Red Crescent: IOM, UNICEF, UNFPA, WFP and UNHCR; also the Wings of Help and the Medecins Sans Frontieres. < click here to go directly to the updated donor response report, or here to see contact details > The situation The Syrian crisis continues to cause massive population movement inside and outside the country. UNHCR figures for the the region depict 1,754,948 people taking shelter in the neighbouring countries such as Turkey, Lebanon, Iraq, Jordan, Egypt and others in the north of Africa. 3 Of this figure, around 1,736,162 people have moved during On 15 July 2013, the estimated number of Syrian people living in Turkey and requiring assistance is some 402,163. UNHCR projects 200,017 Syrian citizens living in 19 camps in ten provinces under temporary protection of the Government of Turkey. 5 Three additional camps will become operational in the following months. There are 181,445 registered Syrian people living outside the camps and 20,701 others awaiting registration. In coordination with the province governorates, a survey took place in early June for 162,504 Syrian people living in camps under protection of Turkish government. The different camp managers use different data collection criteria, and currently there are plans for harmonizing those surveys. The first data group depicts 111,189 people living in Adiyaman, Islahiye, Nizip-1, Nizip-2, Karkamis, Altinozu, Apaydin, Boynuyogun, Yayladagi-1, Yayladagi-2, Ceylanpinar, Harran and Akcakale. The population of 57,618 males surpasses slightly the female population (53,571). 53.9% of the people living in these camps are children (0-18 years old) and girls represent 25.6% of the population. The number of children under 5 years amount to 20 per cent of the surveyed population in these camps. In the camps of Elbeyli and Cevdetiye there are 11,971 Syrian people. The children`s ratio is 50% and females represent 54% of the sample. 7% of the people are above 60 years old. Kilis and Malatya host 14,223 Syrian people. Female persons are 48.8% of the sample, people over 60 years old are 3 percent of the sample and children under four make up 16.9% of the surveyed group. 25,000 20,000 15,000 10,000 5,000 TABLE 1: Population by Protection Camp Total Population Male Population Female Population In Kahramanmaras, there are 14,968 people. Here, half of the surveyed population are children. Children between years old are 14.7%, and children under 5 are 17.8%. The biggest group here is the one from 19 to 45, being 46.4% of the sample. in general represent 53.8% of the people. 12% of the pople are senior citizens. 3 Table 1 depicts the capacity range of the camps with some of them hosting some 600 people to others with more than 20,000 people. In average, half of the population are children, and the number of male and female protected people equals in most camps. Coordination and partnerships Coordination with authorities: The overall coordination of the relief activities for the Syrian population in Turkey is led by the Presidency of Prime Ministry Disaster and Emergency Management (AFAD) and the Turkish Ministry of Foreign Affairs. The responsibility of camp management and other services in the camps lies with the local Governorates as well as local AFAD bodies in the provinces. The Turkish Ministry of Health provides medical services in the camp, and the Turkish Ministry of Education administers education for Syrian children. Since the beginning of the operation, the Turkish Red Crescent has supported AFAD in the planning and supply of relief services including: food and non-food relief item distribution and supply of shelter items and materials. Currently TRC and the AFAD are working towards an even better division of tasks and competencies. Inter-agency coordination: The Turkish Red Crescent and the National Administration work in close coordination, channelling the initiatives of various partners. TRC-WFP continue their joint E-card Food Programme in all the 13 camps, where electric supply and infrastructure (markets) are available. The e-card is an alternative to the distribution of cooked meals to people living in the camps. Given the provision of cooking tools at some of the camps, this alternative allows the targeted families to have more freedom when choosing the products they want to eat. It also allows TRC for better accountability of the delivery of food humanitarian assistance. The programme currently covers some 110,000 people. Turkish Red Crescent continues cooperation with UNHCR Syrian Humanitarian Relief Operation. UNHCR has donated to thetrc funds for producing 18,500 tents, and contributed to the procurement of 2,260 hot-plate cookers, 7,000 mini-refrigerators and 3,760 cupboards supplementary to the E-card programme. Most recently, UNHCR has agreed with AFAD on a direct in-kind-contribution of some kitchen equipment and cooking ware. Over 30,000 hot plates, shelves, mini fridges and kitchen utensils will be distributed in the following months. In addition to other support from IOM and UNPFA, the TRC and UNICEF had signed an agreement for developing educational, recreational cultural activities and other specialized interventions for children living in 14 camps. This includes training of teachers, facilitators, young aid workers, and volunteers, provision of childfriendly spaces and recreational kits, printing and distribution of textbooks for some 97,000 Syrian children. Movement Coordination: The Turkish Red Crescent coordinates its activities and training with the IFRC Europe Zone Office. Coordination is improved by the deployment of an IFRC reporting and communications delegate working as part of the TRC International Programmes and Operations Department. The revision of the appeal was carried out by the TRC International Relations Department and the IFRC Head of Operations and the Disaster Management Coordinator. During their visit to Turkey, the IFRC delegates held information and coordination meetings with UN agencies including IOM, UNPD, WFP, and UNHCR. Some strategies were discussed to improve the efficiency of joint efforts. An outcome of these meetings was for the appeal to focus on activities supplementary to the WFP-TRC E-card Food Programme. Also, through the IFRC Reporting and Communications Delegate of the operation, the Turkish National Society took part in the Movement communications workshop on the Syria crisis in May The National Society is part of the Syria Crisis Common Narrative, and there are ongoing conversations to improve the visibility of TRC activities through Movement cooperation.
4 Red Cross and Red Crescent action The Turkish Red Crescent provides assistance for over 200,000 people, who are registered and living within designated camps, and is not currently supporting Syrian persons living in urban and rural settings throughout Turkey. While the TRC is not currently implementing programs for this population, the Government of Turkey welcomes the presence of registered INGOs and NGOs working within Turkey for the benefit of urban and rural temporarily protected persons. The TRC programme is structured as follows: (1) Food support the e-card programme: The TRC s e-card programme is carried out in joint venture with WFP. The e-card provides families living in camps with more freedom when choosing household items or food, as they can use the pre-charged e-card to purchase goods in markets in the camps. It also allows TRC and funding partners to have better accountability for the delivery of assistance. The e-cards provide a sum of 80 TL (45 USD) to each person per month. This amount is enough to provide a basic daily diet of at least 2,100 kilocalories. The e-cards cannot be used to buy anything but food (excluding junk food) in the designated stores that are closely monitored by TRC and WFP. During the revision of the appeal, the IFRC and Turkish Red Crescent agreed to remove all food related activities from the IFRC appeal in order to avoid a duplication of efforts. This way all international support for providing food assistance in the camps will continue to be channelled through WFP. (2) Relief distribution in the camps: Since the beginning of the crisis, TRC has supported the Syrian protected population with 45,854 tents, 25,793 tarpaulins, 429 container WC/shower units, 103 containers, 208,918 diapers, 298,226 baby formula units, 165,829 bed linen sets and 213,046 matresses, 591,653 blankets, 2,208,008 clothing units, 20,634 heaters, 112,212 hygiene kits, 63,683 kitchen sets, and 24,551 hot plate cookers. (3) Transfer of relief assistance to Syrian people living outside the Turkish territory: following the Red Cross and Red Crescent Movement s principles, TRC provides assistance to vulnerable people through the transfer of relief items at the Turkish-Syrian border. These activities are carried out in coordination with Syrian communities and local associations, to whom relief aid is transferred at border points within the Turkish territory. By mid June 2013 the TRC has facilitated the transfer of the following items. A bilateral support of German Red Cross enabled TRC to carry out the distribution of 18,000 hygiene kits and 20,000 kitchen sets. The German Red Cross and TRC are in negotiations for extending this support to cover the needs of more beneficiaries with non-food items (NFI). The bilateral contribution from British Red Cross supported the purchase and distribution of 6,068 tarpaulins, 2,750 heaters and 11,500 hygiene kits and 34,021 mattresses for up to 6,804 Syrian families living in protection camps. The bilateral contribution from the Netherlands Red Cross reached approximately 100,000 people by distributing 20,000 hotplate cookers, 20,000 kitchen sets, 50,000 blankets and 20,000 hygiene kits for up to 20,000 Syrian families. In addition, 24,000 pillows and 10,000 matresses and 26,000 hygiene kits will be funded by the Netherlands Red Cross. The Norwegian Red Cross support allowed TRC to procure and distribute hot meals in Gaziantep-Karkamis. The Swedish Red Cross supported the target population with an in-kind contribution of 6,800 blankets for the Osmaniye Cevdetiye camp. The support channelled through IFRC appeal continues covering operational expenses aiming at the timely delivery of assistance to vulnerable people. It has also allowed the purchase of mattresses, items for winterization and other non-food items (NFI). Progress towards outcomes Relief distributions (non-food items) Outcome 1: The living conditions of some 225,000 temporarily protected Syrian people improve through distribution of non-food relief items. Progress: In line with the proposed revised operation, the Turkish National Society has, by 24 June 2013, distributed 591,653 blankets, 2,208,008 clothing units, 20,634 heaters, 112,212 hygiene kits, 63,683 kitchen sets and 24,551 hot plate cookers. There are 15,376 blankets, 58,147 clothing units,130 heaters, 8,928 hygiene kits, 8,538 kitchen sets and 8,210 hot plate cookers currently prepositioned mainly for distribution in new camps. Further, 45,854 tents have reached the Syrian protected population in addition to 23,793 tarpaulines, 459 containers for showers or WC, 103 containers for different uses, 208,918 diapers, 298,226 baby formula units, 165,839 bed linen and 213,046 matresses in the target areas. There is a prepositioning of 15,863 tents, 429 tarpaulins, 22 container showers and 26,009 matresses expecting distribution in camps. 6 In addition to this, the Turkish National Society is manufacturing 1,112 housing tents. 52 general purpose tents and 40 containers: Item Number Tents 16m2 1,112 Tents (63m2) 30 Tents (105m2) 20 Tents (210m2) 2 Container WC 20 Container Showers 20 Those items are under production in the TRC`s tent factory, and their specifications match the environmental conditions of the areas where protection camps are located. 6 See estimated distribution by donors in Annex 1
6 National Society Capacity Building Outcome: National Society HQ and responding TRC branches have access to material and technical resources for their response to the crisis. Progress: Currently, the first draft translations into Turkish of the IFRC security tools and the SPHERE handbook are under revision by the TRC. After further revision by the SPHERE team in Geneva, they will be ready for publication. Since the Reporting and Communications Delegate has been in place, the Turkish National Society has started using a common reporting template for donor reporting. The funds channelled through the IFRC emergency appeal cover operational expenses (including salaries, logistics and transportation) essential for the effectiveness of the operation. The TRC continuously keeps 115 field staff in the 10 camps as follows. There are are 17 members in the Coordination Office at Gaziantep, 14 people assigned to the zero point (border area) distribution operation, 7 people assigned to the e-card programme. In the provinces the number of people assigned to camp activities varies according to the level of operations: Hatay(15), Kilis (5), Sanliurfa (11), Gaziantep (15), Kahramanmaras (5), Osmaniye(5),Adiyaman (4), Adana(4), Mardin (11), Malatya (7). Given the working time schedule there is a moderate to high rotation of personnel (reassigned from other TRC departments and newly hired), the IFRC has offered some induction training to the TRC and its Syria Operation. This training can boost team coordination, allows the team a better understanding and depicting the general aims, helps personnel better coordinate and keep morale high. The first official training this year took place in February 2013 and subsequent training took part in March and at the end of June. They were attended by around 45 people from all the provinces. The IFRC Reporting and Communications Delegate supported the last training that took place in Gaziantep. The main topics covered during the training session were: Overview of Turkish Red Crescent and the RCRC Movement. TRC structure. Financial procedures Logistics procedures In early July 2013, the IFRC Europe Zone Finance Controller was deployed on a mission to Ankara to support the Turkish Red Crescent Society in the elaboration of financial reports and fine-tuning the harmonization of procurement and quotation procedures. The close cooperation between the IFRC Europe Zone Office`s Finance Unit and the Turkish National Society will definitely contribute to an even more rapid and transparent reporting. Communications advocacy and public information The TRC s Public Relations and Media Department is sharing news, photos and videos through their institutional websites at and The TRC`s Public Relations and Media Department also carries out and supports joint activities with UN partners. The IFRC Europe Zone Office Communications Department and the TRC s Public Relations and Media Department maintain a regular flow of information between themselves and with the stakeholders. Humanitarian activities carried out by the Turkish National Society are shared with the public through the TRC s institutional website, and the information is now available on the IFRC blog too.
