Turkey initially requested humanitarian assistance for Syrian refugees in Turkey through the EADRCC on 13 April Based on document OPS(EADRCC)(2012)0046, EADRCC started to coordinate support to Turkish authorities. A final report regarding Syrian refugees in Turkey was published on 17 December 2013, and was based on the information provided by Turkish side to the EADRCC. However, in 2014, the number of Syrian refugees in 22 temporary protection centres had reached up to people, while the number of Syrians outside these centres was estimated to be around people. In light of this, Turkey decided to resubmit an international call for humanitarian assistance on 30 June The following information was provided. 2. As a result of discussions among NATO International Staff, the Delegation of the Republic of Turkey to NATO and Turkish Authorities, is was decided to temporary close this request for international assistance. Depending on the development of the migrant situation a new request for international assistance could be made. 3. The Government of the Republic of Turkey expresses gratitude to all countries that provided humanitarian assistance. -1-

Description of the situation: 5.1. According to the report of Turkey`s Disaster & Emergency Management Presidency (AFAD), as of 23 of October 2017, Syrians are sheltered in 21 Temporary Protections Centers (TPCs). The highest concentration of Syrian refugees is in Sanlıurfa ( people), followed by Kilis ( people), Adana ( people) and Gaziantep ( people). According to UNHCR information as 1 September 2016, to formalize and strengthen UNHCR s long-standing cooperation, Foreign Minister Mevlüt Çavuşoğlu and High Commissioner Grandi signed a Host Country Agreement According to UNHCR information as 6 January 2017, 3PR Turkey Country Chapter launched in Ankara with the Government of Turkey, the UN agencies and its partners as well as the participation of the media According to UN Office for the Coordination of Humanitarian Affairs (OCHA) information as 31 March 2017, the sixth Steering Committee meeting of the EU Facility for Refugees in Turkey took place in Brussels to report on the progress made to date. They discussed the latest projects to support refugees, in particular the recently launched 34 million Conditional Cash Transfer for Education project with UNICEF and a 5 million contract with the NGO Spark which will increase participation and equal access to higher education of vulnerable Syrian youth. Furthermore, seven new humanitarian projects worth 41.6 million have also been launched focusing on protection and access to health. So far out of the overall 3 billion allocated to the Facility, more than half has already been contracted in less than a year. Contracts have been signed for 46 projects in total worth over 1.5 billion, out of which 777 million has been disbursed so far to support refugees Health. According to an AFAD report from 23 October 2017, there are 161 physicians and 214 health care staff in TPCs: HEALTHCARE In TPCs Countrywide healthcare services Physicians Healthcare staff Policlinics Referrals to hospitals Hospitalized Births Surgeries Education is one of the most complicated problems that faces the Syrian refugees outside camps According to ECHO Factsheet as at January 2017, education in emergencies has also been identified as one of the priority areas for humanitarian aid. This is done through support to non-formal education and school transportation. In addition, the Commission is developing a plan to provide Education assistance through the ESSN, aimed at increasing enrolment and improving attendance for the most vulnerable children According to an AFAD report from 23 October 2017, there are students and teachers in TPCs: EDUCATION In TPCs Public schools Students Teachers Courses Temporary Education Centers Total Turkish Syrian Total Vocational General
4 Building on the ESSN, the European Union and UNICEF are now rolling out the Conditional Cash Transfer for Education (CCTE) project in Turkey. The EU commitment of 34 million will fund bimonthly cash transfers to vulnerable refugee families whose children attend school regularly. The project also includes a child protection component to ensure the most vulnerable refugee children continue to attend school and to ensure they receive complementary child protection services when needed. These projects are complemented by a series of other aid projects that have been launched in 2016 and Food. According to UNHCR information as 19 October 2016, WFP is currently assisting 282,000 vulnerable Syrian refugees with its e-food card programme, jointly implemented with TRC in the South-East of Turkey. WFP, together with the TRC and the MoFSP, is preparing to roll-out the Emergency Social Safety Net, a multi-purpose cash assistance scheme According to Regional Refugee & Resilience Plan , the strong partnership between the Food Security Sector, the Turkish Red Crescent (TRC) and the Disaster and Emergency Management Presidency (AFAD) has been instrumental in this process. Through the electronic voucher programme, since 2012, WFP/AFAD/ TRC/MoFSP reached 150,000 Syrians in 11 camps with 100 Turkish lira (TL) per month (50TL from WFP/TRC and 50TL from AFAD) and 130,000 Syrians in five provinces with 62 TL per month, effectively covering 100 percent of their food needs According to ECHO Factsheet as at July 2017, the flagship humanitarian programme funded by the EU in 2017 is the Emergency Social Safety Net (ESSN), a debit card based social assistance scheme that will allow up to 1.3 million of the most vulnerable refugees to meet their most pressing basic needs.
