1 Annex of the Country Development Cooperation Policy (or the Country Policy) Rolling Plan for Hashemite Kingdom of Jordan As of April 2017 Basic Policy of Enhancement of Regional stability and Development of Industrial Infrastructure for Economic Growth Priority Area 1 Support for Self-reliant and Sustainable Economic Growth Development Issue 1-1 Strengthening Infrastructure for Economic Growth There are only few matured industries in Jordan and the country still has a strong tendency to depend on the remittances from migrant workers abroad and support from donor countries. Jordan's unemployment rate is as high as 15.3% (as of 2016) and employment of the youth of under 29-year-old which accounts for nearly 70 percent of the population is a major challenge. In order to tackle with the challenge, Jordanian government raises "lowering of the unemployment rate", "qualitative improvement of human resources development through securing integrity of education system and labor needs" and "employment creation through industrial development" as main policy issues in the field of labor administration. Expectation of the Government of Jordan towards tourism industry is large from the viewpoint of the generation of precious foreign currency revenue and large number of employment creation. In addition, internal factors such as the scarcity of mature industry combine with external factors such as influx of Syrian refugees, Jordanian government holds large fiscal deficit every year and public debt have risen in recent years. Promotion of Selfreliant and Sustainable Industrial Development, and Increase of Enployment Opportunities Summary Project Scheme The program aims to develop human resources to meet the needs of industries, enhance employment and matching mechanism between labor market and those human resources. In addition, the program supports for tourism industry where effect on employment absorption and foreign currency revenue are expected. The Project for Capacity Development of Quality Career Guidance and Employment System The Project for Strengthening the Capacity for Career Counseling for the Youth The Project for Capacity Development of Vocational Training Corporation in the Field of Occupational Safety and Health Training and Dialogue s in private sector development, labor, and employment Industrial Human Resources Development and Employment Expantion Heritage Tourism development Advisor Japan will support for developing high-quality human resources to meet the needs of industries, and implement employment support for those human resources along with expand efforts to enhance the matching function of labor market. In addition, Japan will focus on development of high potential industries such as tourism industry. Summary In order to promote the counter measures for climate change, and the efficient and sustainable use / management of resources, the program aims to implement the cooperation mainly in the field of water resources and energy. Human Resource Development and Social Infrastructure Improvement Fiscal and Public Services Reform Development Policy Loan LA Fiscal Management National land of Jordan is classified as dry land or semi-arid land relatively vulnerable to the impact of climate change. Annual precipitation is less than 200mm in more than 90% of the country and annual amount of water resources per capita is extremely low with 129m3. For this reason, the development and effective and equitable use of water resources has become one of the most important issues in Jordan. Also, since many of the water sources of the capital city Amman which is located 900m above sea level are located at the Jordan Valley (300m below sea level), large amount of energy is required to secure water resources for the capital. Relying more than 97% of its primary energy on imports from foreign countries, the repeated explosions of gas supply pipeline from the Sinai Peninsula in 2011 forced the country to switch to import of alternative energy relatively expensive to the cheap natural gas from Egypt, and thus put pressure on government finances. In addition, there is a need to respond to the increasing demand for water and energy due to the influx of refugees and displaced persons from neighboring countries, including Syria. For the water resources sector, Japan will support the development of water supply plan that corresponds to the increase in population due to the influx of refugees and displaced persons, facility development and enhancement of capacities of operation and maintenance management and distribution management for the efficient use of water resources. For the energy sector, Japan will support the development of optimum power supply configuration and transmission plan including; the long-term procurement of power sources, the development of new energy such as renewable energy, the planning support and system development for promotion of energy conservation, as well as; the support of human resources development through activities by volunteers.
