2 PROJECT DESCRIPTION The goal of the project is to establish a network of partners from Southern to Northern as well as Eastern to Western Europe through an international seminar (Kick-OFF/Planning Meeting) titled In between routes & stopovers - Issuing escape, migration and participation in the frame of the Structured Dialogue. The meeting is aimed at discussing, planning and developing common proposals within KA3 (Structured Dialogue) in 2016/2017 and following. The main questions to deal with during the meeting are: How to translate the goals of the EU Youth Strategy and the Structured Dialogue into practical formats for & with young people? How to include youth and youth groups into it? How to ensure real participation? Which activities are implemented on local, regional, national and European level in order to support youth and other stakeholders, how & by whom? Further: What can be done to ensure that all young people in Europe are able to develop their capacities in order to participate in a diverse and inclusive Europe? What can be done to avoid social exclusion of young people? And especially: what about those who are especially endangered to face exclusion as migrant youth? The meeting is including the following topics & themes: Goals of the EU Youth Strategy Development and functioning of the Structured Dialogue The implementation of the Structured Dialogue in Germany (best practice) The implementation of the Structured Dialogue in the partner countries (best practice) The Erasmus+ Programme /YiA and KA3 Challenges in implementing successful projects under the Structured Dialogue Detailed project planning including organizational and financial questions The proposals, developed during the meeting (as local actions, international meetings, debates with administration, politics and civil society, visible outcomes etc.) will be applied later on rather by the consortium mutually through one partner within one project proposal or by several partners of the consortium in cooperation with further stakeholders within more than one proposals. The participants of the meeting are representatives of the partners; rather occupied in the pedagogical teams and/or in the management of the organizations from Czech Republic, France, Germany, Greece, Italy, Poland, Spain and UK. PROJECT BACKGROUND Europe is changing. Europe is moving. Nearly in all European Societies are or becoming immigration societies. That s a difficult process the majority governments and populations are reacting dismissive on the increasing number of refugees from the different crisis regions in the world: Political success of right wing or right populist parties in all over Europe goes apparently together with a silent consensus in large parts of the societies. We just shocked from time to time when being faced with burning shelters for refugees. Along this negative process pictures from terrorist attacks in the heart of Europe used by the even mentioned parties and groups
3 increasing the mistrust and negative reactions towards those people coming to our us right now and in future. Indeed, it is a fact that our societies are changing and the number of people with so-called migrant background will become larger. The project immigration societies won t end we need constantly new ideas, debates and critical discourse. Aim of this discourse must be that there is a debate on the themes escape, migration and participation on the side of the majority society as well as a discourse with these groups which reacting with renunciation, defense and radicalization towards this majority population, based on failed integration mechanisms, individual, institutional and structural discrimination (education, labor market etc.). Within these lines, it is our task as non-formal (civic) education to become part of the discourse and to shape it. Within publication about the KA3 Structured Dialogue one can read: (it) give(s) young people the opportunity to interact with decision-makers on issues of concern to young people and to influence policy. What s behind? Are these young people also youth with so called migrant background?, are the so called unaccompanied refugee minors also fitting in here? The members of so-called Migrant Self organizations? Who are these youngsters? Or is it a closed discourse within an anyway small part of the white, well-educated majority society? In this regard the objective of the present proposal is to establish a network of partners from Southern to Northern as well as Eastern to Western Europe through a first seminar (Kick- OFF/Planning Meeting) in order to discuss, to plan and to develop common proposals within KA3 (Structured Dialogue) in 2016/2017 and following. The main questions to deal with during the applied meeting are: How to translate the goals of the EU Youth Strategy and the Structured Dialogue into practical formats for & with young people? How to include youth and youth groups into it? How to ensure real participation? Which activities are implemented on regional, national and European level in order to support youth and other stakeholders, how & by whom? It will be our goal to let young people speak and act as the real stakeholders (in the frame of possible events within KA3) based on the following general questions: How might a future self-developed society look like? How could a tomorrow s diverse society without problems of sharing (common goods, income, and access to education ) look like? And more specific: What can be done to ensure that all young people in Europe are able to develop their capacities in order to participate in a diverse and inclusive Europe? What can be done to avoid social exclusion of young people? And especially: what about those who are especially endangered to face exclusion as migrant youth? The proposals, developed during the meeting will be applied later on rather by the consortium mutually through one partner or by several partners of the consortium in cooperation with further stakeholders within more than one proposals.
4 Looking at the recent developments within Europe and the emphasis of the program Erasmus+ in 2016 reacting on that ( reaching out to marginalized young people, promoting diversity, intercultural and inter-religious dialogue, common values of freedom, tolerance and respect of human rights as well as on projects enhancing media literacy, critical thinking and sense of initiative of young people ) this project proposal is presented. In Germany Bund und Länder decided to emphasize certain themes when implementing the EU Youth Strategy. The proposal is mirroring these themes and aspects and contributes to the implementation of the permanent as well national priorities and objectives of the program. Including stakeholders as the Service- und Transferstelle zur Umsetzung der EU-Jugendstrategie in Deutsch land as well as experienced regional structures (Landesvereinigung kulturelle Kinder- und Jugendbildung Sachsen-Anhalt e.v. / GOEUROPE!. & better together, Landesjugendring Thüringen e.v.) into the project planning & its implementation will help not only to disseminate and to exploit its results but also to support ongoing efforts of other stakeholders with the insights gained during the planned activities and events. PLANNED ACTIVITIES Seminar (Kick-OFF/Planning Meeting): About in between routes & stopovers : Issuing escape, migration and participation in the frame of the Structured Dialogue, autumn 2016 in EJBW, Weimar: The meeting is including the following topics & themes: Goals of the EU Youth Strategy Development and functioning of the Structured Dialogue The implementation of the Structured Dialogue in Germany (best practice) The implementation of the Structured Dialogue in the partner countries (best practice) The Erasmus+ Programme /YiA and KA3 Challenges in implementing successful projects under the Structured Dialogue Detailed project planning including organizational and financial questions Possible events during the future KA3 cooperation may include Discussions about the themes of the Structured Dialogue with specific dedication to the themes announced for 2016/2017 and the EU Youth Strategy Events in the frame of the European Youth Week Meetings between policy makers, politicians, civil society and youth about specific local & regional issues based on the themes announced for 2016/2017 Consultations of young people on their specific needs in the field of participation Simulations on the functioning of democratic processes and institutions The proposals, developed during the meeting (as local actions, international meetings, debates with administration, politics and civil society, visible outcomes etc.) will be applied later on rather by the consortium mutually through one partner within one project proposal or by several partners of the consortium in cooperation with further stakeholders within more than one proposals. According to the new rules within the program Erasmus+ Youth in Action we will reimburse the travel costs on the basis of the cheapest possibilities, e.g. second class railway tickets, APEX-flights etc., accompanied by the receipt of complete and original tickets, invoices, bills, receipts, boarding cards etc. upon a certain contribution to the travel costs of participants, from their place of origin to the venue of the activity and return. This contribution is based on the travel distance per participant. Travel distances must be calculated using the distance calculator supported by the European Commission.

Regular air tickets must be accompanied by the original invoice (signed and stamped)/receipt/pay order/proof of payment the boarding pass(the small ticket stub you receive before boarding the plane) the prices stated in the invoices, receipts etc. must coincide with the price on the ticket. 2. E-Tickets must be printed out and include your name, the exact fare you paid, details of your flight on the same page be provided along with the credit card receipt for the payment or a copy of your bank statement (clearly showing the payment has been made) given in with the boarding pass(the small ticket stub you receive before boarding the plane) NOTE: Some airlines print passenger receipt at the top of the cardboard ticket. It is not accepted as a receipt of proof of payment. Therefore, if you book your tickets online, please, make sure to print out the you receive from the airline company upon the payment, stating how much and how you paid. 3. Train/Bus tickets It is important that that arrival and departure time as well as the price are visible (+invoices if available).
7 Other important details: Missing or lost tickets are not reimbursed. Booking paper alone is not enough Any costs for taxi are not reimbursed Return tickets must be bought in advance before the journey Following the guidelines of the program and internal regulations the travel must be released by the participants on the direct way within maximum 2 days. In case of long pauses or indirect routes (holiday travel), there is no reimbursement of travel costs! Reimbursement is done in Euro. After the meeting, please send us back all your complete travel documents in ORIGINAL by post mail as well as your bank account details (name of account holder, name of the bank, IBAN code, BIC/SWIFT code) to: Europäische Jugendbildungs- und Jugendbegegnungsstätte WEIMAR (EJBW) Markus Rebitschek Jenaer Str. 2/4 D Weimar Germany TRAVELLING TO THE EJBW The best option to come to Weimar by plane is to use the airports Berlin or Frankfurt. From Frankfurt and Berlin regular trains are going. Please check out the webpage of the German Railways (DB): Much cheaper and comfortable are meanwhile new bus connections to Weimar from all major German cities. They offer special prices ranging from 9 EUR up to 30 EUR for the trip to Weimar. Here you can find all information (portals comparing all lines and prices): After arrival at the main train station: take bus no. 1 (direction: Ehringsdorf) from outside the railway station to the Goetheplatz change to bus no. 2 (direction: Bodelschwinghstraße) or bus no. 9 (direction: Süßenborn) and disembark at the bus stop Hellerweg / EJBW. Further you can just take bus no. 1 (direction: Ehringsdorf) from outside the railway station to the bus stop Friedensstraße / Atrium and follow the main road (Jenaer Straße) uphill for approx. 500 m and enter the area of EJBW at your right. Single fare 2,00 Euro Single fare (4-ticket-set) - 6,30 Euro Arrival by car: From the A4 motorway take the exit to Apolda. Follow the B87 in the direction of Apolda until you reach the main traffic lights at Umpferstedt. Turn left towards Weimar on the B7 and follow the road into Weimar until you reach us on the Jenaer Straße.
8 ACCOMMODATION We ll stay in the facilities of the Foundation European Youth Education and Meeting Centre in Weimar (EJBW). The facilities include: 134 beds in single, two and three bed rooms with shower and toilet 15 modern, fully-equipped seminar rooms (ranging from a conservatory for 4 people to a cultural room for 80 people) a computer room two internet terminals an elegant fireside room sports facilities and playground W-LAN on the whole area
