3 1 st International Symposium on Land and Maritime Border Security and Safety Challenges and Solutions October 15-19, 2017 HIGHLIGHTS Hilton Hotel Jeddah, Kingdom of Saudi Arabia Introduction Protecting our borders from the illegal movement of weapons, drugs, contraband, and people, while also promoting lawful entry and exit, is extremely essential for homeland security. Effective border security promotes economic prosperity, national sovereignty, and a peaceful World, especially today, in a World so plagued with terrorist threats and criminal acts. No nation can be truly safe without border security, because open borders easily lure harmful people and harmful actions, which could severely threaten the residents of the country and even result in the loss of lives. To this end, the Saudi Border Guard, Ministry of Interior, Kingdom of Saudi Arabia has come forward and organized this 1 st International Symposium on Land and Maritime Border Security and Safety Challenges and Solutions under the theme A Homeland that we don t protect we don t deserve to live in it. Objectives The main objective of this Symposium was to provide a forum for the relevant authorities and global experts to promote knowledge and exchange ideas and information that will enhance land and maritime border security and safety at national, regional, and international levels, focusing on developing counterpiracy strategies. Major Topics The Symposium covered a wide range of topics related to the challenges and solutions for land and maritime border security and safety issues at national and international levels including, but not limited, to the following. Fundamentals of border security and safety concepts, challenges and solution approaches at national and global perspectives. Security and safety of sea and land ports and protection of critical assets. Security and safety of land and maritime borders towards an integrated solution. National, regional and international cooperation and its effectiveness to enhance border security and safety past, present and future. National and international legislation and law enforcement impacts on border crime management experience, assessment and the lessons learned. The role of integrated technologies and advanced systems in achieving the border security and safety missions and improving performances. Management of maritime disasters and coordination of search and rescue (SR). Focused education and training programs to prepare qualified personnel with enhanced integrity, efficiency, and experience through gaining scientific and operational skills to face the challenges of border and national security and safety. Impacts of border safety and security on socio- economic development. Any other topic relevant to the wide spectrum of land and maritime border security issues including terrorism, piracy, smuggling, and other crimes. 1
4 1st International Symposium on Land and Maritime Border Security and Safety - Challenges and Solutions: Highlights Symposium Brief The 1st International Symposium on Land and Maritime Border Security and Safety - Challenges and Solutions was held at the Hilton Hotel, Jeddah, Kingdom of Saudi Araia during 15 to 19 October 2017 under the patronage of HRH Prince Abdulaziz bin Saud bin Naif bin Abdulaziz Al-Saud, Minister of Interior, Kingdom of Saudi Arabia. The Saudi Border Guard organized this event. The Symposium was attended by 44 speakers from 14 countries, including representatives from governmental institutions, experts, scientists, academicians, and other key players pertinent to security and safety of land and maritime borders. The presented scientific papers covered a wide spectrum of very important topics related to security and safety of borders, and highlighted the experiences of some countries in land and maritime security and safety. The symposium also included an exhibition featuring 79 booths displayed by 34 specialized agencies and companies from 9 countries. An exercise was conducted by the members of the Saudi Border Guard that featured 5 drills related to land and maritime security. More than 500 delegates and participants including a number of commandants and officials of border and coast guards from 17 countries were in attendance. A brief on the technical sessions covering a wide spectrum of topics pertinent to the theme of the symposium follows. 2

9 1 st International Symposium on Land and Maritime Border Security and Safety - Challenges and Solutions: Highlights Panel Discussion and Recommendations A ten-member panel consisting of following selected speakers, specialists, and members of the scientific committee was formed for the panel discussions on the 5 th day of the symposium. Dr. Ali Al-Mulhim Dr. Asha-Rose MIGIRO Mrs. Norhasliza Mat Salleh Dr. Requia Selmane Aouachria Mrs. Hannah Shirley Prof. Bohenya Qawi Mrs. Mayada Mostafa Mohamed Almahroqi All suggestions and recommendations of the panel and the speakers were discussed and reviewed in an open forum for about an hour. Based on the discussions by the panel and the attendees, the final statements and recommendations of the symposium were prepared. At the conclusion of the symposium, the participants agreed upon the following recommendations. 1- Establishment of an International Land and Maritime Border Security and Safety Forum (LMBSSF) to enhance border security and safety through collaboration among countries and better integration of efforts towards a more peaceful world. 2- The Kingdom of Saudi Arabia should play the leading role as the Coordinator/Chairman of the LMBSSF up to the next Symposium, which is expected to be held within the next two years. 3- Preliminary Charter Outline for the LMBSSF a) Communicate the recommendations of the symposium to participating countries and to the wider international communities. b) Establish and maintain regular contact with the relevant authorities of countries. c) Arrange periodic Forum Meetings among countries and involving experts and stakeholders to develop a detailed Charter for the Forum, which should include, but not limited, to the necessary cooperation and coordination, co-sharing of knowledge and experience, training, and development and implementation of appropriate research programs focusing on various security and safety issues related to land and maritime borders. d) Initiate arrangements for the next episode of the Symposium. 4- Urge for better coordination of capacity building programs, including training of trainers. 5- Encourage countries to share information to effectively combat transnational and organized crimes. 6- Urge countries to implement regional and international instruments that address illegal acts affecting land and maritime border security. 7
10 1 st International Symposium on Land and Maritime Border Security and Safety - Challenges and Solutions: Highlights 7- Urge countries to focus on the economic development of border areas and encourage participation of local communities to contribute to land and maritime border security. 8- Encourage all the countries to cooperate in scientific research to enhance border safety and security, including the security and safety of border guard personnel. 9- Conduct the Second International Symposium on Land and Maritime Border Security and Safety within the next two years. In conclusion, the participants expressed their sincere appreciation and gratitude to the Custodian of The Two Holy Mosques, HRH The Crown Prince, and HRH The Minister of Interior for their unswerving support to achieve regional and international security and stability, and extended their thankfulness to the Saudi Border Guard for the generous hospitality and valuable contribution to the success of the Symposium.
