Women and children constitute more than 90 per cent of the refugee population, including 2,275 unaccompanied and 5,524 separated children.the daily arrival rate has dropped from 700 at the beginning of the year to 92 individuals at the end of September. SITUATION IN NUMBERS 189,539 South Sudanese refugees arrived in Ethiopia since 15 December-(UNHCR, 3 October 2014) 18,125 children have been enrolled in schools (grade 1-4) for the new academic year The Back to School campaign was successfully concluded in Kule and Tierkidi refugee. A total of 18,125 children have been registered and enrolled in grade 1 to 4, increasing the total number of children attending school to 24,991. To expedite family tracing and reunification, a task force has been established in Gambella, with UNHCR, UNICEF, Save the Children, Plan International and Red Cross Ethiopia being part of the taskforce. 2 1. Situation Overview & Humanitarian Needs Since January 2014 and up to 3 October 2014, 189,539 1 South Sudanese refugees have crossed the border into Gambella Region, Ethiopia. More than 80 per cent of the refugees have been relocated into while the remaining are waiting at Matar transit centre and Pagak entry points for relocation after Level 1 registration. Women and children constitute more than 90 per cent of the refugee population, including 2,275 unaccompanied and 5,524 separated children. The average daily rate of the new South Sudanese arrivals to Gambella has dropped to 92 individuals as of end September - compared to an average of 700 during the first half of the year. The drop in the number of the new arrivals is attributed to several factors, including a decrease in hostilities during the rainy season, on-going humanitarian assistance, and inaccessible/damaged roads hampering the mobility of the refugees. During the third week of September, five suspected measles cases were reported in Kule refugee camp - all currently undergoing laboratory test for confirmation. From the 28 February until 19 September 2014, a total of 640 suspected measles cases have been reported from the entry points and refugee. The majority of the affected are under the age of five. The trends of measles infection have decreased since week 32; however, some sporadic suspected cases continue to be reported. A multi-agency (OCHA, UNICEF, WFP, IOM, ZOA, IRC, DRC, ERCS), multi-sectoral rapid needs assessment was conducted 22 and 23 September in Gambella Region under the leadership of the Regional Disaster Prevention and Food Security Agency. The team was sent to assess the humanitarian impact of the recent floods (torrential rains and backflow of Baro and Gilo rivers) in the region. The assessment team was informed by the local authorities that over 48,000 people have been affected and over 42,000 people displaced in Lare, Itang, Gambella Zuria, Gog, Jor, Makuwe, Wanthawa, Jikawo woredas and Gambella town. The assessment team recommended the distribution of non-food items kit, including shelter materials, kitchen utensils and blankets for 5,054 households, strengthening basic social services, water treatment chemical distribution and monitoring of the situation. 2. Humanitarian Leadership and Coordination With the coordination of the response for the refugee population led by ARRA and UNHCR, UNICEF and its partners continue to support the emergency response to South Sudanese refugees for the provision of health care, nutrition, water, sanitation, education and child protection services. At the same time UNICEF is spearheading the coordination of emergency response in the host community specifically in WASH, education, nutrition and child protection. 3. Humanitarian Strategy: Prepositioning and Partnerships UNICEF has developed an integrated emergency response strategy for both refugees and host communities in Gambella Region. The three pronged strategy includes support to UNHCR in the coordination, technical assistance and provision of basic social services in the refugee, support to the host community at the entry points and in the proximity of the refugee, and support to the host communities in the other areas that are not directly affected by the refugee crisis as a part of a conflict prevention strategy. In the South Sudanese emergency response in Gambella, UNICEF provides support to UNHCR as defined in the Memorandum of Understanding between the two agencies in UNICEF has seconded WASH, education, child protection, and nutrition specialists and a Health/Expended Programme on Immunisation (EPI) officer to UNHCR to support the situation monitoring, coordination of sectoral emergency response, to spearhead the programmes and to provide technical guidance to the Government and partners in implementing programmes according to agreed standards. UNICEF has prepositioned emergency supplies in Gambella and Benishangul-Gumuz regions to timely respond to the acute emergency needs of refugees and vulnerable host communities in WASH, nutrition, health, education and child protection sectors in partnership with regional governments, ARRA, UNHCR, and NGOs. 1 This figure does not include the old caseload of 46,362 South Sudanese refugees registered pre 15 December

Summary Analysis of Programme Response 4.1 Health A total of 90,225 (108 per cent coverage) children under the age of five - both refugees and host community - in Gambella have been vaccinated for polio during the 5th and 6th round national polio campaigns. UNICEF provided technical support to the Regional Health Bureau (RHB) teams through the deployment of health and nutrition consultants and provided transportation to the teams. As part of the integrated host community and refugee emergency response to flood affected population, UNICEF supported RHB to establish primary health care teams at Nyinennyang health centre in Makuwe woreda, at Yoakwuol health centre and Matar health centre in Wantowa woreda and Kuachthinag health centre in Jikawo woredas (districts). Each team consists of two clinicians, one environmental health worker and on health extension workers. The health facilities have also been provided four Emergency Drug Kits (EDKs). Each kit can enable the access to primary health care service to an estimated 2,500 people for three months. Starting from 19 September, the teams have been providing free primary health care services to both refugees and host communities affected by floods. During the last week of September, 509 people from the host community and 989 refugees received free of charge health care service. Malaria is the top cause of morbidity for both children and adults. UNICEF health consultants have been supporting these host community health facilities which are located in these woredas. In September, UNICEF donated 1,133 mosquito nets to MSF France to be distributed to pregnant and lactating mothers at the Mothers and Child Health (MCH) Clinic in Leitchor refugee camp. The quantity is estimated to be sufficient for the coming six months. On the average, 173 pregnant mothers have check-ups in the anti-natal care programme at this clinic ever month. With UNICEF support, the provision of primary health care service for both host and refugee communities continues at Akula temporary health post; 464 primary health care consultations were provided during the last two weeks of September. Malaria remain the top cause of morbidity (23%) followed by dysentery (19%) and diarrhoea (18.4%) among children under the age of five. Since January 2014, 115,275 children between the ages of 6 months to 15 years have been vaccinated against measles while 95,397 children under 15 years have received oral polio vaccine in Burubei, Pagak and Akobo entry points with catch up at Kule, Tierkidi and Leitchour refugee. 4.2 WASH WASH partners have developed an indicator improvement plan for a better follow-up on water and sanitation services for refugees in the. Following the implementation of this plan, access to WASH services have shown an improvement, particularly in Kule and Tierkidi : Latrine ratio has been reduced to below 50 persons per latrine stance in Kule refugee camp due to the construction of latrines by NRC, Oxfam and MSF Holland. Number of hygiene promoters has also increased with 26 additional promoters recruited and trained by NRC; almost reaching the standard of 1 promoter to 500 people. Extension of water points in Kule and Tierkidi has also improved the number of persons per tap to attain the emergency standards of 250 persons per tap. Due to poor road condition in Tierkidi and Kule refugee, access to water remains below the sphere standard of 15 litres per day and per person with 9 litres and 8 litres respectively. Partners are engaged in the construction of water points to increase access to clean water while at the same time design work for the piped water supply system is ongoing. With support from UNICEF, the Ethiopian Red Cross Society continues with sanitation activities, including cleaning of latrines, disinfection of open defecation sites, transferring of massages on proper use of household chemicals and environmental sanitation massages, and teaching health seeking behaviours. 4.3 Nutrition The community management of acute malnutrition programme in the has, as of end of September, admitted a total of 19,986 malnourished children under the age of five for treatment: Stabilization centre (SC) - 1,667; Outpatient Therapeutic Programme - 6,762; and Targeted Supplementary Feeding Programme (TSFP) - 11,557 3
4 Out of which a total of 1,637 malnourished children with complications have been successfully treated at SC; 4,842 children have been successfully treated and discharged from OTP; and 5,694 have been treated and discharged from TSFP. The cure rate for the last week of September was 86.4 per cent for all the and is above the sphere standard of >75 per cent. The defaulter rates in all three were also within the sphere standards (under 15 per cent). Infant and Young Child feeding activities are ongoing in Pandong, Nip area and the three - Leitchour, Kule and Tierkidi. One training for 11 staff was conducted for two days in Leitchour on key activities at the baby friendly spaces, including communication skills. Leitchour has currently 25 mother-to -mother support groups. Continuing with the provision of Vitamin A to children 6 month to 5 years, RHB with UNICEFs support has reached 50,663 children at the entry points and refugee. 4.4 Child Protection To expedite family tracing and reunification, a task force has been established in Gambella, with UNHCR, UNICEF, Save the Children, Plan International and Red Cross Ethiopia being part of the taskforce. During the last week of September, five siblings were reunified with their parents in Kule camp. Child friendly spaces play activities continued in Kule and Tierkidi refugees while rains hampered activities to take place in Leitchour camp. On the average, more than 12,000 children participant in these activities every week. In Akobo (an entry point for South Sudanese refugees), UNICEF conducted a 4-days training for 34 social workers, teachers and couch trainers on child protection in emergencies, psychological support and social work practice. 4.5 Education With UNICEF leadership and support, the Back to School campaign for academic year was concluded successfully in Kule and Tierkidi refugee. Through an intensive community mobilization programme and doorto door registration, 18,125 children in grade 1 to 4 have been registered by Save the Children and Plan International and have started classes at the end of September. Currently, 24,991 school aged children are attending classes; registration is ongoing to ensure that all the eligible children will be registered. UNICEF will provide education materials, including school bags with education supplies, blackboards, teachers kits and recreation kits. In preparations for the new academic year, with UNICEF support, 33 (4 females) teachers from Kule refugee camp and 50 teachers from Tierkidi refugee camp received a 3-day training on basic pedagogy, text books code of conduct, and other relevant areas. The training took place from 23 to 25 September. This is the second round of training conducted at Itang host community school. From the two rounds of trainings, a total of 239 refugee teachers have been trained to benefit over 23,000 school children. In addition, 186 (126 boys and 60 girls) volunteer students from Kule and 116 (101 boys and 15 girls) from Tierkidi were trained on basic elements like roles and responsibilities and the code of conduct. The volunteer students are expect to play an important role in the overcrowded classroom to assist the teachers with learning and teaching process. Kule volunteer students were also trained on child protection issues. With the Back to School campaign, the enrolment rate of school aged children is showing significant progress in all the three. As of end of September, the overall enrolment rate for the age group 3-18 is 31 per cent from 18 per cent in August. Primary school enrolment has nearly doubled from 28 per cent to 45 per cent while pre-primary enrolment has increased from 10 per cent to 21 per cent. The joint UNHCR-UNICEF mission in July has set a target to enrol 40 per cent of the school aged children by the end of To improve the quality of education in Kule and Tierkidi refugee, UNICEF started working with Save the Children International and Plan International to build semi-permanent learning spaces. A detailed project cooperation agreement is under progress. 4
