UNICEF with partners screened 232,249 children under five years for malnutrition, including the 149,664 children in all 33 camps during the Nutrition Action Week (from July). During the campaign, Vitamin A supplement was provided to 250,628 children aged 6-59 months and deworming was administered to 88,888 children aged months. UNICEF is currently constructing 150 new Learning Centres with a target to have 1,453 fully functional Learning Centres by the end of September. Total of 612 learning centres have been upgraded from temporary structures in various camps. UNICEF in partnership with the Ministry of Disaster Management and Relief completed the construction of 112 latrines and 1,195 bathing units. 695 latrines and 754 bathing units are currently under construction. The Bangladesh 2018 HAC appeal is 62 per cent funded with the generous support of its donors. However, an additional US$57.3 million is required to fully deliver UNICEF s response to the Rohingya needs. 2 Situation Overview and Humanitarian Needs The ongoing cyclone and monsoon season, which is expected to continue till November affects various parts of the country and has debilitating impact on the Rohingya refugees and host communities in Cox s Bazar. Heavy rains since early June have caused localized flooding, landslides, and water logging. Risk of cholera or acute watery diarrhoea outbreak remains high during the monsoon season. The Joint Response Plan (JRP) for March to December 2018 was launched on 16 March, appealing for US$950.8 million, including US$113 million for UNICEF. UNICEF s 2018 revised Humanitarian Action for Children includes the key Newly arrived Rohingya refugees 706,000 Newly arrived children 54% Newly arrived women and girls 60% Newly arrived pregnant and 10% lactating women Total affected population 1,300,000 Total affected children 703,000 Note: Based on Inter-Sector Coordination Group reports components of the JRP, an emphasis on expanding support to the Bangladeshi community in Cox s Bazar district and preparedness and response to other emergencies nationwide. Humanitarian Leadership, Coordination, and Strategy The humanitarian response for the Rohingya refugee crisis is facilitated by the Inter-Sectoral Coordination Group (ISCG) in Cox s Bazar. The ISCG Secretariat is guided by the Strategic Executive Group (SEG) that is designed to be an inclusive decision-making forum consisting of heads of humanitarian organizations. 1 On the government side, a National Task Force, established by the Ministry of Foreign Affairs, leads the coordination of the overall Rohingya crisis. Since the August 2017 influx, the Ministry of Disaster Management and Relief (MoDMR) has been assigned to coordinate the Rohingya response with support from the Bangladesh Army and Border Guard Bangladesh. At the Cox s Bazar level, the Refugee, Relief and Repatriation Commissioner (RRRC) and the Deputy Commissioner are critical for day-to-day coordination. In Cox s Bazar UNICEF leads the nutrition sector and child protection sub-sector, and co-leads the education sector with Save the Children and co-leads the WASH sector with Action Against Hunger. In Cox s Bazar, UNICEF is following four key strategies. (1) The first is related to saving lives and protecting children and their families in the refugee camps. (2) The second is promoting social cohesion and confidence building in the host communities in Ukhiya and Teknaf Sub-districts; and (3) the third is system strengthening and accelerating programme implementation to the rest of the district of Cox s Bazar. Lastly, (4) UNICEF will apply the lessons learnt from the work in the refugee camps and the district of Cox s Bazar to feed these into national strategies and its work in other parts of the country. Summary Analysis of Programme Response Nutrition: A total of 232,249 children under five years were screened for malnutrition, including the 149,664 children in all 33 camps during the second round of the Nutrition Action Week (NAW) from July. Out of the total, 2,151 were identified with Severe Acute Malnutrition (SAM), which includes 1,032 identified during the second round of the NAW. They were subsequently referred to UNICEF supported Outpatient Therapeutic Programme (OTP) sites for treatment. The NAW campaign was conducted by the Ministry of Health and Family Welfare (MoH&FW), with the support from UNICEF and all nutrition sector partners. The average daily admission rate of children with SAM in OTPs for last month was 102. However, during the NAW, the average daily admission was 179 which indicates an increase of 75 per cent in daily admission rate. Furthermore, Vitamin A supplement was provided to 250,628 children aged 6-59 months and deworming was administered to 88,888 children aged months during the campaign. During the reporting period, Iron Folic Acid (IFA) supplementation was provided to 2,886 Pregnant and Lactating Women (PLW) to prevent iron deficiency and risks linked to low birth weight, preterm birth, and risk of perinatal and maternal mortality. Around 1,827 adolescent girls also received IFA to prevent Iron Deficiency Anaemia. Host Community: A total of 5,122 children were screened for malnutrition with one SAM child admitted to inpatient care for treatment. Vitamin A was supplement was provided to 103,461 children of host community residing in Ukhiya and Teknaf by Ministry of Health and Family Welfare (MOH&FW) with the support of UNICEF. Health: The five UNICEF-supported Diarrhoea Treatment Centres (DTCs) had a total of 147 patients treated in the last two weeks, including 48 children under age five for acute watery diarrhoea. In total, 759 patients were treated since April Laboratory tests conducted on 49 stool samples in the past two weeks show no cholera bacteria. The health sector recorded 85 cases of diphtheria without death in the past two weeks bringing the total to 8,031 cases with 44 deaths since 8 November The trend of Measles-Rubella (MR) has been declining but slightly increased in the past two weeks to 24 with no deaths, bringing the total number to 1,446 cases in Acute Jaundice Syndrome (AJS) cases decreased with a total of 2,522 cases reported, including 64 cases within the reporting period. The 24 UNICEF-supported health facilities (including five DTCs) provided health services to 18,864 people. This total includes 7,029 children under five years in the past two weeks (including host communities). Host Community: Cox s Bazar District Hospital Special Care Newborn Unit (SCANU) cared for 151 sick newborns. Meanwhile, the Newborn Stabilization Units (NSU) in Teknaf and Ukhia cared for 17 sick newborns. 3 in three UNICEF-supported facilities in On diphtheria, one confirmed case was reported on 17 July with a total of 71 cases reported and verified with no deaths since November WASH: During the reporting period, 4,250 persons have access to safe water through the installation of 17 new tube wells fitted with handpumps in camps 6, 14, 15 and 16. A total of 314 waterpoints were rehabilitated in camps 6, 7, 15 and 16 within the reporting period. Moreover, 40 tube wells were rehabilitated at host communities of Palongkhali and Rajapalong. A total of 3,834 jerrycans were distributed within this reporting period benefitting 9,600 people. The dissemination of key hygiene messages, through the work of the trained Community Hygiene Promoters, have reached 157,517 people, with 11,604 adolescent girls and reproductive age women receiving specific messages on menstrual hygiene management. Additionally, 15,796 hygiene kits benefitting 79,000 people, together with 1,350 bars of soap, were distributed. UNICEF in partnership with the Ministry of Disaster Management and Relief completed the construction of 112 latrines and 1,195 bathing units. 695 latrines and 754 bathing units are currently undergoing construction. 1,328 latrines have been decommissioned; out of this number 916 latrines are handed over to responsible agencies for operation and maintenance. Host Community: 13 new tube wells were installed and 40 tubewells with handpumps were rehabilitated at Ukhia Upzila. Three latrines were rehabilitated, and 3 latrines were decommissioned. In total, 1,920 people were reached with hygiene promotion messages, and 659 women and girls of reproductive age on menstrual hygiene promotion. Child Protection: The capacity building of partners on Child Protection in Emergency (CPiE) and Gender Based Violence in Emergency (GBViE) is ongoing with an assessment conducted by Transitional International (TI) on the capacity building needs. Child Friendly Spaces in Camp 4 and Camp 8W saw an increased number of children benefitting from recreational activities and psychosocial support as parents / care givers have considered the CFS as safe spaces for their children while they were relocating during the heavy rain-fall. Additional 4,255 children were reached with psychosocial support during the reporting period. A total of 12,200 dignity kits were distributed among women and girls in the refugee camps during the reporting period. In addition Men and Boys groups have been established by partners to provide psychosocial support to individuals, raise awareness on GBV and work on risk-reduction activities. Women and adolescent girls are benefiting from life-skills activities through vocational training on sewing and crafts. Literacy & numeracy classes are available in some Women Friendly Spaces (WFS) s and leadership training is being conducted to empower women and girls to help them navigate their way through the camps and become active participants in their local committees and be instrument of change. The planned number of WFS s will reach 13 in the next weeks which will increase UNICEF s reach and programming response to GBV. Protection against Sexual Explotation and Abuse (PSEA) is being addressed with all partners, outreach workers and volunteers to inform the community about their rights and how they raise a complaint. Host Community: UNICEF through its partners continues to support twenty Child-Friendly Spaces (CFS), including 15 Mobile CFS; and 90 adolescents clubs for children and adolescents in host communities. Nine meetings were arranged with around 300 community based child protection committee (CBCPCs) and parents and caregivers to discuss their role in creating a protective environment for children and adolescents. Education: In the camps, UNICEF is providing non-formal education to nearly 92,000 children (aged 4-14 years) through 2,762 trained teachers in 867 learning centres (LC) and distributing education supplies. With the goal to establish a total of 1,453 fully functional LCs by the end of September, 601 additional learning centres are planned to be constructed, with 150 LCs currently underway. A total of 612 learning centres have also been upgraded from temporary structures in various camps. Partners have reported that 1,100 teachers received monthly refresher training on child-friendly teaching and learning practices, pedagogies and WASH. Communication for Development, Community Engagement and Accountability: From 11 to 24 July, 2,645 service seekers (1,552 females and 1,093 males) visited the 12 Information and Feedback Centres (IFCs) with 2,521 complaints, feedback and queries recorded. Out of this total, 466 were complaints, 80 feedback and 1,975 queries from the community. In addition, 240 Model Mothers and Youth Volunteers visited 11,066 households with key lifesaving messages. An estimated 50,000 households were exposed to key lifesaving behaviour messages from 1,040 Model Mothers and Youth Volunteers on Health, WASH, Nutrition, Child Protection and on the usage of the child safety bracelet. Host Community: 85 participants were trained to bring social harmony and build cohesion, promote self and collective efficacy and action between the Rohingya and the host community people in Cox s Bazar. Six adolescent listener groups engaged in messages on key lifesaving behaviour messages. Monsoon Preparedness and Response: The district of Cox s Bazar experienced heavy downpours reaching around 800 mm of rain from July. The heaviest registered was on 25 July, with 463 mm of rain recorded in Cox Bazar town. No death or injuries were reported in the camps during the reporting period, but 58 incidents of damages were reported across the camps on 26 and 27 July, affecting 6,903 people. 544 individuals have been relocated/displaced on 25 July and 621 individuals have been relocated/displaced on 26 July. As of July 29, 3

4 246,6000 individuals are at risk of landslide or flooding with 41,751 individuals at highest risk of landslide and prioritized for relocation. Thus far, a total of 22,726 individuals were relocated (52% of prioritised caseload is completed) 2. Health: The heavy and torrential rain affected the access to the health facilities. Seven Health centers were temporarily closed for few days in Balukhali, Tajnimarkhola Camp 10, 17, and 5. Nutrition: One Breast Feeding Support Center is closed in camp 9 due to landslides and is planned to be relocated. Meanwhile service provision has been shifted to a nearby OTP. Admission of new children with SAM was low in June probably due to interrupted access in camps due to the monsoon rains and risk of landslides which lead to the relocation of many households to safer places. NAW allowed for the targeted screening of allchildren under five, and contributed to increased admission of children with SAM in OTPs in July. WASH: A total of 472 latrines in camps within UNICEF s area of responsibility have been damaged by the monsoon rains. Of these, a 307 latrines, including 31 during this reporting period, have been repaired and 15 decommissioned. A total of 308 bathing cubicles have been damaged, of which 174 are repaired and 21 decommissioned. The capacity of UNICEF Camp Focal Agencies to coordinate monsoon response is being strengthened by ongoing technical support from the UNICEF WASH team. This includes assessments to identify gaps in infrastructure, capacity of partners to respond, and effectiveness of WASH emergency coordination in the camps. Child Protection: Around 1,100 Community based child protection committee (CBCPC) members including frontline staff were trained on Disaster Risk Reduction and their roles and responsibilities in emergency. Partners are working with Community Based Child protection committees (CBCPC) including parents/caregivers in disseminating information on children s bracelets. These bracelets aim to facilitate swift tracing of children who could get separated because of the monsoon. Community have taken shelters in 4 main CFSs during the heavy rain fall. Education: A total of 144 LCs have been damaged by the monsoon (98 due to landslides and 46 affected by floods) since the beginning of the monsoon. Of these, 40 are completely damaged with 28 already decommissioned. Children are being relocated to join classes in nearby LCs, and to replace the decommissioned ones, new spaces are being sought. Temporary LCs are also being planned as a transitional measure to continue learning activities until safe sites are allocated for new LC construction. C4D: Public Service Announcement on landslide risks has been broadcasted several times (7) by the community radio Naf in Teknaf. 12 IFCs conducted advocacy meetings with imams, majhis and teachers for monsoon preparedness. Religious leaders were engaged on disseminating key messages on monsoon preparedness with 92 Imams and 138 majhis mobilized to further sensitize the community. Funding UNICEF s 2018 Humanitarian Action for Children (HAC) appeal requires US$149.8 million to meet the life-saving and longer-term development needs of Rohingya refugees and affected host communities in 2018; as well as emergency preparedness and response in other parts of the country. The 2018 appeal takes into consideration the US$25.3 million requirement for the months of January and February in the previous inter-agency HRP (September 2017 to February 2018) and US$113 million, which is aligned with the 2018 JRP. UNICEF wishes to express its sincere gratitude to Canada, Denmark, the European Union, Germany, Japan, Portugal, the Republic of Korea, Sweden, Switzerland, the United States, the United Kingdom, King Abdullah Foundation, UN OCHA and various UNICEF National Committees who have contributed generously to the humanitarian response. Continued and timely donor support will be critical in 2018 to scaling up the response to provide essential WASH, Health, Nutrition, Child Protection and Education services to Rohingya refugees and host communities.
