1 ETHIOPIA South Sudanese s Update point vaccination Burubei/UNICEF Ethiopia/2014/Aslanyan SitRep #14 Reporting Period 1 15 July 2014 Highlights: As of 18 July, 173,752 South Sudanese asylum seekers have arrived in Gambella Region of Ethiopia. Nearly 90 per cent of the new arrivals have been relocated to refugee. The SMART nutrition survey is completed in all the three. The preliminary findings show high level of malnutrition with GAM rates of 25.8%, 30.3% and 28.0% and SAM rates of 5.7%, 10.0% and 7.8% in Leitchor, Kule and Tierkidi refugee respectively. Confirmed Hepatitis E cases have been reported in Leitchor and Kule refugee. As part of the enhanced outreach strategy for child survival, 50,000 children aged 6 to 59 months and pregnant and lactating women in all woredas of Gambella were screened for malnutrition. The children also received vitamin A supplementation and deworming tablets. The start of the rainy season is posing access problem as most areas, including the refugee and Burubei entry point, are getting flooded. This is raising concerns for malaria and waterborne disease outbreaks. 2 1. Situation Overview & Humanitarian Needs Between 15 December and 18 July 2014, 173,752 South Sudanese asylum seekers have arrived in Gambella Region. Out of these new arrivals, 154,002 refugees have been relocated into while 7,397 refugees are waiting at Burubei and Pagak entry for relocation after Level 1 registration. The majority of the new refugees have arrived through Pagak (86,875 or 50%), Burubei (40,717 or 23%) and Akobo (37,744 or 22%) entry. As the influx of the refugee continues, UNHCR and the Administration for s and Returnee Affairs (ARRA) announced that Tierkidi, Kule and Leitchor refugee have reached their full capacity. ARRA and UNHCR have scaled up their efforts to find suitable land in Gambella to set-up a new refugee camp. In July, a new waiting station was inaugurated by ARRA. The wait-station is located in Itang woreda near Kule-2 camp and is going to be called Pamdong. UNHCR and humanitarian partners have been asked to support the wait-station with the establishment of basic services to accommodate the South Sudanese refugees. MSF-France reported that since 21 July 2014, 47 war-wounded patients sought medical assistance at MSF health facility in Matar way station following the Nasir clash between Government and SPLA-IO/White Army forces. MSF in consultation with UNHCR, ARRA and Regional Health Bureau have transferred 4 victims to Gambella Hospital, while another 39 injured are treated in MSF supported hospital in Leitchor refugee camp. Burubei entry point is currently closed due to increased levels of water in the river. The refugees that are coming through this entry point are relocated to Matar waiting station two hours boat drive from Burubei. ARRA has maintained a small registration site at Burubei for straining and fixing of wristbands. With the start of the raining season, concerns for malaria and waterborne disease outbreaks are increasing in the overcrowded and border crossing, where hygiene and sanitation situation is already precarious. The rains are also expected to pose further logistics constraints for the emergency response in the refugee and entry. ARRA has changed the names of the following refugee : Kule 1 is just going to be called Kule while Kule 2 will be called Tierkidi. Hepatitis E has been confirmed in Leitchor and Kule refugee. Control and prevention works have started, including the development of a multi-sectoral action plan. 2. Humanitarian Leadership and Coordination With the coordination of the response for the refugee population led by ARRA and UNHCR, UNICEF and its partners continue to support the emergency response to South Sudanese refugees for the provision of health care, nutrition, water, sanitation, education and child protection services. At the same time UNICEF is spearheading the coordination of emergency response in the host community specifically in WASH, education, nutrition and child protection. 3. Humanitarian Strategy: Prepositioning and Partnerships UNICEF has developed an integrated emergency response strategy for both refugees and host communities in Gambella Region. The three pronged strategy includes support to UNHCR in the coordination, technical assistance and provision of basic social services in the refugee, support to the host community at the entry and in the proximity of the refugee, and support to the host communities in the other areas that are not directly affected by the refugees crisis as a part of a conflict prevention strategy. In the South Sudanese emergency response in Gambella, UNICEF provides support to UNHCR as defined in the Memorandum of Understanding between the two agencies in UNICEF has seconded WASH, education, child protection, and nutrition specialists and a Health/Expended Programme on Immunisation (EPI) officer to UNHCR to support the situation monitoring, coordination of sectoral emergency response, to spearhead the programmes and to provide technical guidance to the Government and partners in implementing programmes according to agreed standards. UNICEF has prepositioned emergency supplies in Gambella and Benishangul-Gumuz regions to timely respond to the acute emergency needs of refugees and vulnerable host communities in WASH, nutrition, health, education and child protection sectors in partnership with regional governments, ARRA, UNHCR, and NGOs. 2

Summary Analysis of Programme Response Health Since January 2014, 103,272 children between the ages of 6 months to 15 years have been vaccinated against measles while 95,926 children under 15 years have received oral polio vaccine in Burubei, Pagak and Akobo entry and Kule, Tierkidi and Leitchor refugee. There have been 12 cases of Hepatitis E among the refugees have been confirmed by laboratory investigations. Led by the Gambella Regional Health Bureau (RHB), an action plan has been developed to curb the spread of the disease through water and sanitation and awareness creation activities. UNICEF has provided 40 pool testers and tests and is spearheading hygiene promotion campaigns. While malaria cases are increasing in all, bed nets continue to be distributed with UNICEF support; as of 18 July a total of 86,000 long lasting insecticide treated bed nets have been distributed. As prevention measures to control malaria outbreak, the first round of outdoor chemical spray was conducted at 232 selected larval sites in all the refugee. More rounds of spraying will be conducted in the coming weeks. UNICEF is working with the RHB and the Ethiopian Red Cross Society on the outdoor spraying and environmental sanitation programmes in to prevent waterborne disease outbreaks and malaria epidemic. The Gambella RHB with support from MSF France, ARRA/UNHCR, WHO and UNICEF is preparing to conduct an oral cholera vaccination campaign for both refugees and host communities. According to the micro-plan, 187,913 people will be targeted. The first round will be conducted from 24 to 30 July in the refugee and from 27 July to 2 August in the host communities while the second round is planned from 15 to 24 of August. UNICEF is spearheading the Information, Education and Communication (IEC) programme to support the vaccination campaign including the training for health workers in the refugee to pass the message on the importance of the vaccination and education and communication materials for the awareness creation activity. UNICEF is also providing logistic support for the campaign. WASH The two emergency water treatment systems UNICEF established in Akobo (operated by ZOA) continues to supply clean water to the refugees at this entry point while the one established at Burubei has been dismantled because of floods. On the other hand, construction of water schemes for the refugees and host communities continues. Five shallow wells in Leitchor camp have started delivering water for 1,250 people as per Sphere standard. Integrated community outreach workers team comprised of health, nutrition and WASH are going house-to-house to deliver hygiene messages to refugees. UNICEF, World Vision and IRC are preparing for the establishment of permanent water structure in Kule and Tierkidi refugee. Nutrition The SMART nutrition survey is completed in all the three. Gambella health and nutrition teams together with the rest of the sectors are working together to improve the living conditions of the refugees in the and decentralise services to be more accessible to the refugees, as a way forward to address these high malnutrition and mortality rates. Routine nutrition activities, including supplementary feeding programme, outpatient therapeutic feeding programme, stabilization centres and baby friendly spaces, are ongoing at all nutrition centres in Kule, Tierkidi and Leitchor. Since January and until 8 July, the Gambella RHB supported by UNICEF provided vitamin A to 44,789 children aged 6 months to 5 years at Pagak, Akobo and Burubei entry and Leitchor and Kule refugee. 4 Thirty six teachers (including 14 female) in Tierkidi camp and 30 teachers and 30 psychosocial volunteers in Akobo entry point are selected and will be trained by UNICEF by the end of July. Communication for Development Under the leadership of Communication for Development specialist in Gambella, UNICEF is spearheading the IEC programmes in all the refugee and entry. More than 2,800 IEC materials were distributed to Kule and Tierkidi and Pagak entry. The posters have since been posted on all major public places, including at the registration, in schools, at health facilities and food distribution centres in Kule and Pagak entry point. In addition, 1,700 IEC materials (with Nuer and Arabic translations) have been distributed in Leitchor refugee camp. The messages include malaria prevention through the use of bed nets, spraying the tents and larva cider pools of water and environmental cleaning; nutrition and breastfeeding, vaccinations, hand washing with soap at critical times including after using the toilet, before breastfeeding and before eating. 5. Funding: As of 30 June 2014, UNICEF has received US$9,364,697 out of the total requested of US$36,086,000 (out of which US$ 4,960,000 2 if for the refugees response in Gambella) to respond to children affected by various humanitarian situations in Ethiopia as well as to respond to South Sudanese refugees residing in Gambella region.
