5 The Supplementary Report on the Resettlement Action Plan (RAP) to address the Resettlement issues along CGR quarters Rd in Maligawatta as part of the Sewer line construction work in M 26 Sub Project location A. EXECUTIVE SUMMARY The Resettlement Plan (RP) for the Contract: Rehabilitation of Selected 10 km Sewer Lines and Conditional Assessment of 125 km of Sewer Lines within Colombo Municipal Council Area, was approved by ADB in September Pipe laying in the M26 location at Sri Saddarma Mawatha, Maligawatte is a subcomponent of this contract. Involuntary Resettlement activities related to this subcomponent, as per the prevailed site context (in 2013) were explained in the already approved RP. The site context has now changed, and this Supplementary Resettlement Plan (SRP) is prepared to accommodate these changes. In the 2013 RP, the Project identified only one household (HH) as the directly affected people (AP) for relocation in relation to this M26 subcomponent. This household is in Mallikarama Road Dematagoda, at the end of the M26 line. A separate SRP was prepared in managing the resettlement of this single HH and ADB conditionally approved this in April There were 67 other households along the M26 pipeline, situated at Railway Quarters Road, Sri Saddarma Mawatha, Maligawatte, who were also needed relocation. As an earlier planned Government relocation program, all these 67 HHs (57 HHs with legal rights to stay in Railway Quarters and the balance 10 HHs as encroachers on government lands) were to be resettled under the Urban Regeneration Project (URP) of the Urban Development Authority (UDA) by the end of Due to changing of original plan of UDA implementation of the relocating work also delayed; therefore pipe laying works at railway quarters road also delayed on that issues; due to start of relocating work of railway quarters in 2016, Pipe laying work of M26 line also schedule to commence on Therefore, as stated in the September 2013 RP, the Railway Quarters Road was expected to be a fully vacant land without requiring any resettlement to allow for the project activities. However, the URP implementation was delayed and the resettlement scope of the URP regarding Railway Quarters was changed. Accordingly, the URP decided to provide new houses only for the legal occupants. As of September 2017, with the consultation of Ceylon Government Railways (CGR) and URP, 37 of the 57 legal HHs have been already relocated on a priority basis to allow the M26 pipe works to proceed. The balance 20 HHs will be relocated by end of To carry out the balance works of the M26 pipeline, the balance 10 illegal HHs also now need to be relocated. Since the M26 pipe works have become critical, the Executing Agency of the Project has decided to include these 10 HHs (48 individuals in these 10 families) as direct APs of the project and to relocate them under the project scope, with a compensation plan. A shop close to the construction location, which will lose business, is also included in this compensation plan. Accordingly, a total of LKR42, 787,500 has been estimated to relocate these 10 HHs to new housing units, and to compensate the shop. The following report explains the procedure in relocating these 10 HHs and managing the involuntary resettlement (IR) activities. These APs have given their acceptance to the proposed compensation package. Project Executing Agency has already approved funds to purchase 10 houses from a separate UDA housing scheme for the resettlement. Implementation of this SRP is expected start in end October and complete by November However, resettlement implementation will be monitored for further 6months till March Social Safeguard Officer (SSO) of the Project Management Unit (PMU) together with the Resettlement Specialist of the Design, Supervision and Management Consultant (DSC) will undertake monitoring the proposed IR activities. An independent expert will also be hired by PMU to undertake 4

6 external monitoring. PMU will report the status of resettlement to ADB, in the form of semiannual progress reports..b Introduction This SRP is submitted to provide details of the change in resettlement situation of the Railway Quarters Road along the M26 pipeline of the Contract: Rehabilitation of Selected 10 km Sewer Lines and Conditional Assessment of 125 km of Sewer Lines within Colombo Municipal Council Area, in comparison to the RP of September 2013 and to propose a new resettlement plan There are 67 HHs along the Railway Quarters Road and one small business unit at the road entrance, which all of them have now been identified as APs of the project. Out of the 67 HHs, 57 are legal occupants of the railway quarters (families of railway workers). The other 10 HHs are illegally constructed houses on land owned by the Railway Department. These 67 HHs in Railway Quarters Road in Maligawatte were to be relocated to permanent housing units to be built by the Urban Development Authority (UDA) under the Urban Regeneration Project (URP). As per the URP plans, all the HHs were to be resettled before end of Figure-1 details the location of the M26 pipe line in the Greater Colombo Area andfigure-2 with the adjacent human settlements along the Railway Quarters Road. As explained above the Greater Colombo Wastewater Management Project (GCWMP) expected to receive a vacant land by the end of 2014 to carry out the M26 subcomponent project activities. Therefore, resettlement work along the Railway Quarters Road was not included in the September 2013 RP. However, the implementation of the URP resettlement work was delayed also its scope changed. As per the revised URP plan, the new houses were to be provided only to the legal occupants of the railway quarters. Therefore, under the new URP resettlement plan only 57 HHs along the Railway Quarters Road were covered. The implementation of this resettlement was also delayed till July The above-mentioned change of the URP resulted in 10 illegally settled HHs to be resettled by the GCWMP to facilitate the construction work. A shop at the Sri Saddarma Mawatha Railway Quarters road junction has also been identified to be affected during the construction period. Therefore, these 10 HHs and the shop have become project APs. Therefore, to prevent further project delay the Project Executing agency decided to resettle the affected parties through GCWMP by providing them with housing units in another UDA housing scheme (separate from UDA s relocation program of the 57 HHs). In addition, it was decided to compensate the shop owner for his losses. The UDA has agreed to provide 10 houses for these APs in Laksanda Sevana housing complex in Salamulla at cost. Cost of each unit is LKR4 million. This SRP proposes new housing units for 10 APs living in houses in encroached lands, payment of vulnerability allowance for 1 HH which fall under the vulnerable group classification, and compensation for income loss for one business place. The SRP, adheres to the principles of the NIRP and the ADB SPS 2009 by aiming to ensure that adequate safeguards are implemented to avoid and minimize adverse impacts on all APs regardless of whether they are legal residents or not and to include all APs including one that is vulnerable due to being headed by a female. Details of entitlement of all APs are in the Entitlements Matrix (Table-1) provided in this Report. The SRP thus aims to minimize the adverse impacts of subproject M26 on the lives and livelihoods of unauthorized APs affected by the sewer works at Railway Quarters Road as per the guidelines provided by the NIRP and the ADB SPS. 9 C Details of the Original Resettlement Plan for the affected Families in Railway Quarters Road The socio economy survey was done for preparation of initial Resettlement plan of this component on UDA has planned to resettle all the families living along the Railway Quarters road under UDA Urban Regeneration Project therefore, during socio economy survey for preparation of initial RP this land clarified as bare land without any occupants; However changing of UDA original plan it become project responsibility; therefore project has to relocate encroaches who are directly affect by project works and UDA agreed to relocate CGR occupant who are directly affect by project works at newly built high rise apartment at Maligawatta and it was done by UDA with the assistance of CGR in June According to the survey details all railway quarters about 4-5 meters away from the proposed pipe line but, some people extent their houses till road and 10 encroach houses very closed to the proposed pipe line. D Details of the Affected Parties for which this Supplementary Resettlement Plan Prepared This SRP- 2 addresses the resettlement issue of 10 houses built in encroached lands and a shop constructed in an encroached land at the entrance to the Railway Quarters Road. These houses are located among the 57 railway quarters along the Railway Quarters Road. Altogether there are 11 affected parties as described below. Occupation of the breadwinner of 6 HHs is classified as wage labor. 2 are three-wheeler drivers.1 HH is in domestic wage labor. The remaining 1 HH is classified as having a permanent employment with a government agency. All APs thus fall into the low-income category, with 09 having no access to permanent regular income. None of the households receives government social security benefits such as Samurdhi. The affected shop owner has rented his place of business and it is carrying out motor spare parts business selling three-wheel spare parts. D.2. Vulnerable APs 8

10 There is 01 vulnerable household a female headed household consisting of a widow and her son. The HH headed by the female earns a combine monthly income of LKR 28,000 through engagement in domestic wage labor. E Project and Resettlement Scope Information GCWMP has been designed to improve the urban environment, public health, and quality of life for urban and suburban residents in Colombo through improved wastewater management in Greater Colombo. The Project has three components: (I) upgrading sewerage infrastructure, (II) strengthening institutional and operational capacity, and (III) project management and implementation support. The first component involves physical construction works. The works are limited to upgrading existing sewerage infrastructure within existing physical facilities. This component involves two subcomponents: (1) rehabilitation of main sewerage system (pumping stations and pumping mains); and (2) rehabilitation of gravity sewers. Laying of the M26 pipeline falls under the sub-component of Rehabilitation of gravity sewers. As upgrading existing sewerage infrastructure has to be done within existing physical conditions, thus avoiding resettlement impacts is not entirely possible. However, negative impacts on the community are to be minimized by the selection of appropriate technologies and the good construction management. During the design of the sewer work, it was established that pipe installation would cause considerable damage to houses located on both sides of the narrow, densely populated street. Furthermore, space required for machinery to carry out the works in narrow streets could restrict movement of the people and a significant risk. Work along Railway Quarters Road involves pipe laying by micro-tunneling. Although there will be no trench excavation the work involves, construction of four deep shafts at four locations along this road. These shafts will block the road and restrict public access. Use of heavy machinery could be a risk to public safety. Given the nature of disruption and inconvenience to residents of Railway Quarters Road, it was determined that 57 railway quarters (legal HHs) and the 10 encroaches houses needs to be relocated. The shop at the entry to the road also needs temporary closure. Other 20 railway quarters (legal HHs) does not require relocation immediately. The UDA-URP resettled the 37 legal occupants of the railway quarters in June2017. The remaining 20 legal occupants of the railway quarters will be resettled next. Therefore, there are11 APs whose resettlement works have become the project responsibility. Considering the above, the GCWMP has undertaken the responsibility of carrying out the resettlement activities of 11 AP who are occupying land without legal entitlement. For the 10 occupants of the HH in encroached lands the housing units are to be purchased by the project and gifted to them on a free hold basis with additional financial assistance for relocating their houses. One AP having business place in an unauthorized land will be compensated for income loss. F. Sub Component Details The work in sub-project M26 on Railway Quarters Road relates to upgrading sewerage infrastructure in the Maligawatte area. The land and the houses located on Railway Quarters Road belong to the Ceylon Government Railways (CGR). At the design stage, it was envisaged to minimize the negative impacts on the community by using advance technology. However, it became evident later that due to the narrow area and density of the settlements on the road there would be considerable damage to structures on the land plots such as fences, boundary walls, kitchens and toilets. Further, space to house the machinery required to carry out the technical work would considerably inconvenience the use of the road by residents. It was thus, decided in 2013 to relocate all houses on RAILWAY Quarters Road to new housing units by the UDA. The 10 unauthorized households were also to benefit by the provision of 10 freehold housing units in the UDA URP making them project beneficiaries as per the principles of the NIRP. 9

11 the existing sewer line in Sri Saddarma mawathe runs to Maligwatta pumping station via railway quarters road and railway yard will be rehabilitate under this component. In this contract will be used trenchless technology to laying pipe to minimize disturbances to residences and road users however during construction works following disturbances will be occur regarding using heavy machineries to jacking pipe and the transporting construction machinery and the debris in and out of the site. Transportation and access difficulties Difficulties faced by vehicle users access difficulties dust noise health issues vibration safety issues Hence contractor will be advised to take following Mitigation measures to avoided disturbances to the people who are live in the vicinity suggested addressing the difficulties of community Mitigation measures suggested addressing the difficulties of community Impact Description Mitigation measures access difficulties during construction work the road need to be closed there for the people who are currently live at the vicinity may face access difficulties Dust Noise/Vibration Health and safety issues During shaft excavation work there will be generate dust In this contract used micro tunneling technology to laying pipe without digging road therefore it is not generate noise but during shaft construction works it may be generate noise and Vibration During deep shaft construction it will make safety issues surrounding people specially children in the vicinity and also health issues such as dengue etc. The methree Viharamawatha can be used as an alternative road to reach people to their residencies and also contractor advised and agreed to construct an alternative new temporary road parallel to existing road after shifting of three houses next to the proposed shaft number 11 to minimize access problem with the agreement of the remaining house owners who are not directly affected by the construction works. SURVEY METHODOLOGY The socio economy survey was done by resettlement expert and the Sociologist attached to the PMU to collect socio economic information of the people who are living at CGR quarters and the encroachers in December The focus group discussion and the house hold survey methodology has been used for collecting data. (List of interviewed people attached as annex7) The survey results of the 10 AP HHs and the particular shop indicates that ethically the HHs are; 6Muslim, 3 Sinhala and 1 Tamil. The owner of the affected business place is Tamil. 1 HH is a female headed one consisting of a widowed woman and her son. 01 is headed by an elderly man and 01 by a young family below 25 years. There are a total of 48 occupants in the 10 HHs. The shop owner whose shop has 5 people in the family; and there are 7 HHs has School going children. During socio economy survey done for initial Resettlement plan of this components in 2013 clarified this land as bare land without any occupant; only one family living at Mallikarama road of this site identified as affected person and needed to relocate before start the construction work. However changing of UDA original plan it become project responsibility; therefore project has to relocate encroaches who are directly affect by project works and UDA agreed to relocate CGR occupant who are directly affect by project works at newly built high rise apartment at Maligawatta which was done by UDA with the assistance of CGR in June According to the survey details all railway quarters about 5 meters away from the proposed pipe line but some people extended their houses up to road shoulder and 10 encroach houses very closed to the proposed pipe line. Due to closeness to the road this 10 encroached families need be relocate before start the construction works; regarding all railway quarters which was identified as a affected properties during construction works now have been relocated and houses are being demolishing by CGR. (Photos of the demolishing of quarters attach as annex 6) Therefore, project has no any responsibility to reconstruction of boundary walls or any other parts of this 57 Quarters. But there are remaining few couple-quarters and if some negative impact on this quarters as a result of the construction works project has responsibility to mitigate the impact. 11

13 H. SCOPE OF LAND ACQUISITION AND RESETTLEMENT 1. Key Effects in Terms of Land Acquired, Assets Lost and People Displaced The project physical construction works at M26 site do not require any land acquisition. But there can be potential temporary impacts related to access disruptions during construction works; there are no any loss of assets belongs to the government or privet as a result of the construction works except 10 encroaches houses. 2. Primary Responsibility for Land Acquisition and Resettlement The project has no any land acquisition of this construction site except relocation of 10 encroaches families. However, Contractor has advised to do the construction without any harm to people or assets in the construction site but, if there any loss of assets during construction works it is clarified as construction induce impact hence contractor is bound to compensate for lost of assets. PMU with the assistant of consultant will regularly monitor the construction works. if there any assets lost owner can complain to contractor or can write it on complain register kept at construction site and contractor should engage to resolve the complaint within three days with the assistance/ guidance with construction supervision staff; if contractor fails to resolve complaint complainant can forward it to PMU Sociologist or PD and PMU should resolve it within one week ;if PD fails to resolve the complaint it should be forward to Social Safeguard Committee(SC); SC should resolve the complaint within one month period. The Project Management unit will manage the involuntary resettlement (IR) issues with the assistance of DSC consultant and the UDA URP officials. According to the project document resettlement works finance by Government of Sri Lanka. When approval granted by Ministry all the compensation will be paid before relocate the people at present location to their new location. I. ENTITLEMENTS The 10 affected HHs residing in Railway Quarters Road have been identified, their entitlements documented, written consent for handing over of houses and their acceptance of the new housing units in Salamulla have been received by PMU. Table-1 below provides details of the Entitlement Matrix which includes the housing units to be provided on a freehold basis, compensation for costs involved in the relocation process, livelihood restoration compensation payment to 9 of the APs, and vulnerability allowance for 1 HH that is classified under vulnerable groups. 15 5.1. Entitlements to Compensation and Livelihood Restoration As per a principle of the NIRP all APs including APs who do not have formal title to land (the 10Unauthorized APs occupying land and houses in Railway Quarters Road) are to be provided housing units and relocated in house on a freehold basis, thereby making them home owners. All 10 HHs will be provided with mobilization payment to support the shifting and relocation process. 9 HHs whom are headed by wage laborers are to be provided to livelihood assistance so that they can start new livelihoods. The livelihood assistance could be thus utilized to start new livelihoods if they so wished. The shop owner will be compensated for his income lost for an estimated 6 months. He will be able to recommence his business activities at the same place once the construction work completes. J. CONSULTATION, GRIEVANCE REDRESS, AND PARTICIPATION The 57 HHs which has legal occupants is to be provided housing through a separate UDA-URP program and to be moved out prior to commence of work along the Railway Quarters Road. Therefore, the GCWMP s focus of consultation was the 11 APs (10 HHs to be relocated and one shop). All 11 APs have been kept informed of the resettlement plan details including about the relocation site. Letters of acceptance confirming their willingness to relocate to the new place at UDA housing units in Salamulla (Laksada Sevana Housing Complex) have been received by PMU and attached as an Annex-5 to this Report. The owner of the shop also expressed his agreement with the compensation package and his letter of acceptance is also annexed in this same set. The 10 APs have visited the resettlement site, which was planned by the PMU. They also met the UDA manager who oversees the housing complex at Salamulla. They were taken a tour around the housing scheme and shown the respective houses to be allocated to them. The APs have shown satisfaction about the new houses that will be given to them. In addition, the project officials met the community in the railway quarters area at several site level meetings. People were informed of the construction activities and inquired about their concerns. Contractor also attended these meetings. At these meetings, various measures were agreed to minimize potential problems to the community who would remain in the area. Community members who attended these site levels meeting explain that they do not oppose to the planned work if the access to their houses is not disturbed and adequate safety measures are taken. Details of the 11 APs are provided in Annex-2. The GCWMP obtained houses for resettlement of 10 APs from the URP of the UDA. They said houses are available both at Henamulla (Colombo 14) and Salamulla. The 10 APs were taken to the Henamulla housing scheme first. They have expressed their unwillingness to settle their due to their concerns about host community. Then they were taken to the Salamulla housing scheme. They allowed moving around the housing scheme. They expressed their willingness to resettle at Salamulla. PMU will monitor the status of the resettled families for six months. During that period the project will assist to iron out any issues between the resettled families and the host community. In the meantime, PMU SSO has spoken to the UDA appointed manager at the Salamulla housing complex. As his standard tasks, he will assist the resettled families to integrate with the host community at the early stages Mechanisms for Grievance Redress The PMU SSO together with DSC Resettlement Specialist has conducted awareness programs amongst APs on available GRM. The focal point for receiving complaints and addressing inquiries is the Social and Environment Safeguards Division in the PMU with specific responsibility for the SSO to take actions on addressing issues. Grievances thus not addressed can be referred by the Project Director to the Safeguards Committee of the project. This committee comprises the CMC District Engineer as Chair, a representative from the MPCLG, PMU SSO and a female AP from the affected party. As the final resort, unresolved grievance can be referred by the Safeguard Committee to the Project Steering Committee, headed by the Secretary-MPCLG. 14

K. RELOCATION OF HOUSING AND SETTLEMENTS 37 HHs of the 57 legal occupants of the railway quarters along the Railway Quarters Road are already settled in Maligawatta Lakhiru Sevana housing scheme. Resettlement of the other legal occupants in railway quarters road will be carried out in a phased manner as deemed necessary, so that there will be no disruptions or disturbances caused to the community due to the pipe laying work. This resettlement work will do by the UDA-URP. As per the agreement between the PMU-GCWMP and the UDA, all 10 APs will be relocated to housing units in UDA URP in Salamulla, which is located approximately 6 km from Railway Quarters Road, their present location. All APs will be provided compensation as laid out in the Entitlement Matrix Table-1 to cover costs associated with their relocation. Figure-3 illustrates location of this location. Additionally, they will be paid a mobilization fee to cover costs associated with shifting and will be assisted by the SSO to help integrate into their new environment. Resettlement Benefits and Specific Measures to assist Relocating APs The following relocation benefits are available the 10 Aps earmarked for resettlement - 10 housing units on a freehold basis in the Salamulla (Laksanda Sevana housing complex) under the UDA URP in Salamulla. - Lump sum cash payment of LKR5,000 per household towards meeting relocation related costs - LKR 10,000 lump sum cash payment to be paid to one vulnerable household - Cash payment of LKR 60,000 paid to 9 households for livelihood improvement The above measures are proposed to ensure that relocating household would not be impoverished or worse off because of relocation. These measures are intendant to assist the APS in their transition from Railway Quarters Road to the new relocation sites. In addition, LKR150, is estimated as payment for the affected business place owner to compensate for the loss of rent income. Budget of Supplementary Resettlement Plan The resettlement plan includes cost of replacement housing of 10 housing units, cash payments to cover costs associated with shifting from old to new locations, vulnerability allowance to 1 HH headed by a female and income loss compensation to the owner of the business place in encroached land. Other cash payments include shifting allowance and livelihood improvement allowance. According to the project document resettlement works finance by Government of Sri Lanka. When approval granted by Ministry all the compensation will be paid before relocate the people at present location to their new location. The cost estimates are based on the rates derived through consultation and appraisal and set out in Table- 2 below. These cost estimates were based on following. (a) Houses provided by the UDA the quoted price per unit by the UDA. Since these houses are sold by a government project under the UDA comparative study on unit cost of housing was not required. EXPECTED RISKS AND MEASURES TAKEN The 57 HHs legal occupying the railway quarters road have been provided new house for relocation through the URP. In addition, 10 encroached families living along this road were provided with free houses through the GCWMP. There are other encroached families at the railway quarters site, but living away from the influence area of the project. All the legal occupants of railway quarters will receive new houses as soon as the work of the remaining housing buildings at the Maligawatta Lakhiru Sewana housing complex of the URP is completed. This leaves the remaining encroached families without new houses and with an uncertain future. Project officials instructed the contractor to carry out the work with utmost sensitivity considering this situation. In addition, the area parliamentarian visited the site and met the people in the presence of CMC engineers, project officials, consultant staff, and the contractor. At this meeting, people were explained of the planned construction work and the purpose of the work. Parliamentarian sought the community support to carry out the work considering the importance of the ongoing work to provide better sanitation facilities to the area. Community members in the gathering have given an undertaking at the meeting not to disrupt the construction work. Contractor agreed to address the community concerns about the access difficulties and agreed to provide enough space between shafts and remaining properties. Director Drainage (CMC) agreed to send a gully truck once every week to address the problems that the community is facing with disposal of sewerage. This measure was agreed to improve the relationship between the community and the CMC/Project, although the issue is not directly related to project work. There are no chance to construction work goes to more than 6 month. Regarding shaft number 12 contractors planned to finish it within 3-4 month therefore compensation for shop owner (25, month) close to this shaft number 12 is more than enough for covered of his loss of income. Under requirement of the individual consultants the resettlement expert also will be recruited and he/she will monitored the resettlement activities with the assistant of PMU Sociologist. 19

21 P. MONITORING AND EVALUATION The resettlement program of the sub project will be monitored internally by the PMU SSO and the DSC Resettlement Specialist, and externally by an independent monitor to be hired by the Project. The monitoring will provide feedback to management on: implementation of resettlement related activities; help identify problems as early as possible and to allow timely action to resolve them. The objectives of the monitoring process are to: 1) ensure that the standards of living of APs are restored or improved, 2)check whether the timelines are being met, 3) assess whether compensation, rehabilitation measures are sufficient, 4) identify problems or potential problems, and 5) to suggest how to mitigate hardships and operational problems. The Internal monitoring program will (a) record and assess project inputs to the APs, (b) provide a mechanism to re-establish/ improve the living standards of APs, (c) help the APs to adjust to living in their new environment. Internal monitoring will be conducted by the PMU SSO who will make recommendations for change where necessary and report to the PD. The DSC Resettlement Specialist will provide the PMU with training in resettlement issues, social survey methods, data analysis, and reporting. These activities will be carried out by the PMU SSO supported by the Resettlement Specialist. Monitoring data will be collected by PMU, DSC, contractors, and from individual APs, and will be compared with entitlements and disbursement schedules as detailed in the RP. Potential monitoring indicators will also be identified and used. The external monitoring program will conduct an independent review of resettlement implementation activities of the subproject to determine whether intended goals are being achieved; and if not, to identify potential corrective actions. The objectives of the independent monitoring activity are three-fold: (1) to verify that resettlement activities have been implemented in accordance with the approved SRP and agreed time framework; (2) to ensure that APs have could at the minimum, restore their livelihoods and living standards. (3) To conduct a social audit (on a quarterly basis) of resettlement activities. The External Monitor will report to the EA and ADB through quarterly reports that will identify any outstanding issues that need to be addressed, and any departures from country and/or ADB safeguard policies. Where necessary, remedial action is also required to be recommended by the External Monitor. The PMU will allocate required resources for the social impact assessment (SIA) to be done by the External Monitor. The SIA will also identify any strategic lessons that need to be learned, so that these can be incorporated into future resettlement activities of the IA, EA, the Government, or ADB. Q. RECOMMENDATIONS The following recommendations are proposed: Provide 10 housing units to 10 APs living in illegal lands along the railway quarters road on free hold basis at Lakhada Sevana housing scheme at Salamulla Pay shifting allowance to those 10 households to move to Salamulla To pay a vulnerability allowance of LKR10,000 to 01 household that is identified as vulnerable. This is in compliance with NIRP and ADB SPS ( year ) which state that vulnerable groups should be identified and assisted to restart their lives in their new locations. Particular attention must be paid to the needs of the poorest APs, and vulnerable groups that may be at high risk of impoverishment. This may include those without legal title to the land or other assets, household headed by females, the elderly or disabled and other vulnerable groups, particularly indigenous peoples. Appropriate assistance must be provided to help them improve their socioeconomic status. (NIRP, 2001) Provide livelihood improvement assistance to all 9 out of the 10 relocated households for six months as their incomes are not of permanent basis Income loss compensation to the owner of the business place in encroached land 20

22 To support all families those are being relocated in the high-rise housing units to adjust to living in their new surroundings. This activity is proposed to be conducted by the PMU SSO in consultation with the DSC Resettlement Specialist. Institutions of the affected people, and where relevant, of their hosts, are to be protected and supported. Affected people are to be assisted to integrate economically and socially into host communities so that adverse impacts on the host communities are minimized and social harmony is promoted.
