3 New Khanki Barrage Project (NKBP) for the Quarter January -March LAND ACQUISITION AND RESETTLEMENT PLAN (LARP) The project is category B for i volu tary resettle e t a d category C for i dige ous people. Draft Land Acquisition and Resettlement Plan (LARP) for New Khanki Barrage was prepared and submitted to ADB for approval. ADB cleared the draft LARP on July 07, LARP was revised/ updated and cleared by ADB in Feb Land Acquisition is in progress according to requirement of Land Acquisition Act A total of 8.6 acres of land was required for construction of Head Regulator and Head Reach of the new LCC. Section 4 and section 5 of Land Acquisition Act for 8.6 acres of land were notified and published in the Punjab Gazette on August 07, 2012 and January 21, 2013 respectively. Land price was assessed, and the EA released the total amount Rs million to the Revenue Department, Government of the Punjab. However, due to change in engineering design, it was found that only 4.58 acres out of 8.6 acres of land was required along with a new piece of land 1 acre, 6 kanal, 3 marlas, and 4.5 Sarsai. Due to this change, process of land acquisition was re-initiated. The section 4 & 5 of land Acquisition Act 1894 for additional land was notified and published in the Punjab Gazette on July 11, 2014 and July 29, 2015 respectively. Again due to change in engineering design of LCC Lead Channel, the procedure for acquiring 5 kanal, 10 Marla of private land from one landowner (Mr. Farooq Akbar Cheema) is still in process. Compensation rates have been re-calculated to reflect current values and procedures. The landowner has received full payment for crop losses, trees and structures. The five affected families which are residing at the Dera of landowner, now they are shifted in their new accommodation built by the landowner on his remaining land. Their livelihoods remain unaffected. These households have received their relocation allowance (Pak Rupees 5,000/household) and cash assistance for vulnerable households (Pak Rupees72, 000/- household). Alternative accommodation for the 15 no. of the affected families of Irrigation staff is also being constructed and out of 15 No. AFs, 13 are shifted in new buildings. Funds for the remaining compensation activities are available. All compensation payment of acres land and relocation of the 02 affected households will be completed by June LARP implementation activities for Tranche-2 relates to LCC Lead Channel (Component) of New Khanki Barrage Project. Internal Resettlement Monitoring of all relevant activities is the responsibility of PMO (Environment and Social Unit (ESU). Internal Monitoring Reports in the shape of QPR are being regularly submitted to the Bank. PMO has selected an

4 independent resettlement monitor (IM) to cover all tranches of the MFF. He has signed the contract agreement with PMO and PMO has sent to the ADB for approval which is still awaited. The vulnerability allowance & shifting allowance is also paid. The detail is given in Annex-A & A-I. 2. ADJUSTMENT MADE IN THE COMPENSATION RATE DURING UPDATING OF LARP The LARP of New Khanki Barrage was approved in Again, it was updated and approved in The adjustment was made in compensation rates of the land after certification by the Revenue Department, Government of Punjab. The rates are still applicable up till now. The adjustment made in the compensation is given in Annex-B.

7 3. EMPLOYMENT FOR THE AFFECTED HOUSEHOLDS IN PROJECT RELATED JOBS Two types of affected families are residing at LCC Lead Channel. First are Irrigation Department Employees and they are already serving in Irrigation Department. Second are the land owner and his agriculture laborers, those are cultivating crops. They shifted in newly built houses. The Contractor is ready to accommodate the affected families for jobs as and when they demand. ESU, PMO Punjab Barrages requested to the Consultants to ask the Contractor to provide jobs under the project. As per recommendation of the Engineer, the Contractor trace each of the person included in the list, (The list of the potential persons of affected families requiring jobs under the project). The Contractor offered them an appropriate employment. Out of 16 affected persons, only 3 residents of Irrigation Colony were willing for jobs with the Contractor and the Contractor hired their services. The Contractor also offered jobs to the family members of employees of Irrigation Department of Khanki Division. Out of 26 applications, 20 family members of Irrigation staff were offered jobs and the Contractor hired their services under the Project. Regarding employment to the unskilled labor of the local area, the status of skilled and un-skilled labor employment for the month of January, February and March, 2016 is given in Annex-C, D & E, which is 62%, 61% and 62 % respectively. 4. RELOCATION OF AFFECTED HOUSEHOLDS AND THEIR CURRENT LIVING CONDITION Total Twenty One (21) affected families (AFs) are to be dislocated from LCC Lead Channel Component of New Khanki Barrage Project. In first phase, land owner and his five (05) Agri-laborers are relocated and an amount of Pak Rupees 4.10 million has been paid to the six (06) no. of affected families as the compensation amount for their structure and other assets. During the quarter, the shifting allowance amounting to PKR.075 million has been paid to 15 No of irrigation staff. Crop compensation for acre (remaining land) and private trees (100%) paid to Mr. Farooq Akbar Cheema vide cheque No dated Out of Fifteen (15) No. of affected families of Irrigation Department Employees 13 No. of families have been shifted to the newly constructed residences. The remaining 02 No. of families shall be shifted in the month of May, The owner of the land has built a new Dera along with the residences for the laborers. 05 No. of Agri. Laborers have been shifted in their new residences. Before and after comparison of residences shall be presented in next quarterly report.

8 Case No.1 Mr. Farooq Akbar Cheema is the only land owner fall in category of affected household. His land, trees and residential structures were affected due to NKBP. A compensation payment of amounting Pak Rs million was paid for crops, tube well, hand pumps, trees (fruit and timber trees) and structures. Old status of land and structure can be viewed as under: The comparison of old and new structures will be presented in next quarterly report. Case No.2 Mr. Anwar is the farm laborer of Mr. Farooq Akbar Cheema. He has been shifted to the new constructed house by the land owner. He has collected an amount of Rs. 77,000/- as compensation /poverty allowance and relocation allowance Mr. Anwar is standing in front of his house

9 Case No.3 Mr. Amanat Ali is the farm laborer of Mr. Farooq Akbar Cheema. He has been shifted in the newly constructed house by the land owner. He has obtained an amount of Rs. 77,000/- as compensation /poverty allowance and relocation allowance. Case No.4 Mr. Manzoor Hussain is the farm laborer of the Mr. Farooq Akbar Cheema. He built the residential structure at the land of land owner. He has been shifted in newly constructed house and he has obtained amount of Rs. 986,100/- as compensation for his structure, 1 No. hand pump, poverty allowance and relocation allowance.

12 Irrigation Employees Out of fifteen Irrigation Employees, 13 No. have been shifted to their new residences constructed under New Khanki Barrage Project. The remaining 2 No. of Irrigation employees shall be shifted to their new residences in the month of May Case No.7 Mr. Abdul Hameed (Guage Reader) is employee of the Irrigation Department and he was residing at RoW of LCC Lead Chanel of NKBP. He has been relocated to newly allotted building in Canal Colony Khanki and he has obtained Rs. 5,000/- as relocation / shifting allowance. Case No. 7. Mr. Abdul Hameed (Guage Reader) with his family at current residence. Case No.8 Mr. Mansha (Beldar) is employee of the Irrigation Department and he was residing at RoW of LCC Lead Chanel of NKBP. He has been relocated to newly allotted building in Canal Colony Khanki and he has obtained Rs. 5,000/- as relocation / shifting allowance.

13 Case No.9 Mr. Ghulam Abbas (Chowkidar) is employee of the Irrigation Department and he was residing at RoW of LCC Lead Chanel of NKBP. He has been relocated to newly allotted building in Canal Colony Khanki and he has obtained Rs. 5,000/- as relocation / shifting allowance. Case No.10 Mr. Faisal Mehmood (NaibQasid) is employee of the Irrigation Department and he was residing at RoW of LCC Lead Chanel of NKBP. He has been relocated to newly allotted building in Canal Colony Khanki and he has obtained Rs. 5,000/- as relocation / shifting allowance.

He has been relocated to newly allotted building in Canal Colony Khanki and he has obtained Rs. 5,000/- as relocation / shifting allowance. Case No.12 Mr. Riaz (Boatman) is employee of the Irrigation Department and he was residing at RoW of LCC Lead Chanel of NKBP. He has been relocated to newly allotted building in Canal Colony Khanki and he has obtained Rs. 5,000/- as relocation / shifting allowance.

Case No.16 Mr. Mushtaq (Beldar) is living in Government residence that needs to be relocated at the earliest. He will be relocated to new allotted building and he has obtained relocation allowance of Rs. 5,000/-.Mr. Mushtaq (Beldar) is standing in front of his old residence. Case No.17 Mr. Ashraf Masih (Sweeper) has been relocated to the new residence and he has obtained relocation allowance of Rs. 5,000/-. He is standing in front of his old residence. 20 5. GRIEVENCE REDRESSAL MECHANISM Tranche-2 also has an operational Grievance Redressal Mechanism that covers all types of grievances of NKBP, including resettlement. Complaint register is also being maintained by the Consultants to record community concerns and their solutions. Out of 29 complaints, 25 complaints have been resolved while 4 complaints are yet to be resolved. The detail of complaints is given in Annex-F. 6. COMMUNITY WORKS A high school is constructed under the New Khanki Barrage Project. The construction work was started on February 10, 2014 and work was completed on September 15, Total cost of the project is Rs million. The school is handed over to the Education Department, Gujranwala. Basic Health Unit (BHU) is constructed under the New Khanki Barrage Project. The construction work was started on February 23, 2014 and work was completed on December 10, Total cost of the project is Rs million. The Basic Health Unit is handed over to the Health Department, Gujranwala.
