2 OUTLINE AND OBJECTIVES OF THE SEMINAR The OLAF Anti-Fraud Communicators' Network (OAFCN) 1 plays a pivotal role in communicating to the public the threat of fraud affecting the EU s financial interests, its effect and the efforts made by national and European investigative authorities to combat this kind of fraud. The OAFCN s main purpose is to prevent fraud through the 'free-flow' of information ('prevention is better than cure'). For the 10 th OAFCN seminar from October 2010 in Budapest, the theme chosen by the OAFCN members is: 'Proactive media strategies to promote EU-wide anti-fraud messages'. The seminar will focus on a comparative analysis of the phenomenon of 'free media coverage'. To what extent is this practised in different countries and how is it done? How can press officers and journalists communicate with each other effectively about the fight against fraud in the EU, given these different backgrounds? Experts will share an overview of the aims and methods of proactive publicity, with particular reference to the trans-border fight against fraud and corruption affecting the EU's financial interests. The experiences of national and international anti-fraud agencies will be presented to OLAF and its national partners.
