Human resource is different from other resources like land and physical capital in the following ways (i) From the perspective of economic development, human resource exhibit multiple importance i.e. human resource act as both producers as well as consumers. (ii) Human resource makes use of other resources like land and physical capital to produce an output. (iii) Human resource is considered superior to other resources as it is not confined to one region or place. It can spread to other places and diversity. 12. The dimensions of food security are: (i) Availability It means that enough food is available for all persons. (ii) Accessibility It means that there is no barrier on access to food including what people are entitled to. (iii) Affordability It means that all persons have the monetary capacity to buy food of acceptable quality. 18. The In dian Con sti tu tion is very long and detailed doc u ment. MGNREGA is an anti-pov erty programme which is for mu lated to en hance live li hood se cu rity of house holds in ru ral ar eas of the coun try by pro vid ing at least 100 days of guar an teed wage em ploy ment in a fi nan cial year to ev ery house hold whose adult mem bers vol un teer to do unskilled manual work. Details about MGNREGA-2005 are given below: (i) Any person who is above the age of 18 and resides in rural area is entitled to apply for work. (ii) Besides 100 days of wage employment, it also aims at sustainable development to address the cause of drought, deforestation and soil erosion. (iii) If work is not provided within 15 days, applicants are entitled to get an unemployment allowance i.e. one-third of the wage rate for the first 30 days, and one-half thereafter. (iv) One-third of the proposed jobs (33%) have been reserved for women. While a healthy person is an asset, an unhealthy person becomes a liability for any organisation. (ii) Health improves the quality of life. A healthy person can do work properly and efficiently. While a healthy person is a contributor, an unhealthy person is dependent. (iii) Good health helps an individual to earn more, as one can work regularly without any break or leave.
