1 Scope of Service: Specifications for Media Monitoring Services, SWC #3063 The purpose of this solicitation is for the State of Tennessee to secure a contract for the sole purpose of seeking a Vendor to provide Media Monitoring services. This vendor would be responsible for providing broadcast monitoring, including radio and television, social media monitoring, press release services, newspaper clipping (online and print) services, and analytical services to state agencies that request these services, relative to the subject the agency requests. This contract will apply to all agencies within the State of Tennessee, as well as local governments. Bidder/Vendor Requirements: 1. Vendors will provide firm pricing for a period of 365 days for set line items for all state agencies to use. 2. Vendors must be able to provide these services as the direct provider. If the awarded vendor uses a third party service to provide a service, the awarded vendor will still be considered the primary supplier and will be responsible for ensuring the service provided meets the outlined criteria. Agencies will not be allowed to enter into/sign independent third party agreements. 3. The service provided should provide 24/7 access to a comprehensive national and international databases. 4. This database should be updated on a daily basis with personnel change and current contact information. 5. Vendor must maintain a toll-free number that is accessible by all Tennessee state agencies. This number should be in operation between the hours of 6:00 A.M. to 6:00 P.M. EST, at a minimum. 6. All information released to agencies should be provided on a secure agency specific, vendor-hosted website, or directly to agency designated Additionally, information should be able to be distributed through on Outlook. 8. Vendor should be able to provide unlimited access and unlimited user names to agencies for services. 9. Vendor should be able to provide at least three (3) concurrent users for any requesting agency.
2 Broadcast Monitoring Requirements 1. Broadcast News Monitoring twenty-four (24) hours per day. 2. Service must provide both radio and television broadcast monitoring. 3. Monitor closed caption text in all major market television broadcasts in Tennessee including Chattanooga, Knoxville, Memphis, and Nashville. 4. Vendor must be able to provide agencies with streaming video of actual news clips and closed caption transcripts of newscasts via the internet. 5. Vendor must also be able to provide information on Neilson audience ratings. 6. Upon agency request, vendor should be able to provide clips/shows to agencies within one (1) business day. Vendor should be able to provide clips/shows for up to one year after the date of air. 7. A clip is defined as a news story up to fifteen (15) minutes. 8. A show is defined as a news broadcast greater then fifteen (15) minutes. 9. Vendor will generate multiple reports daily, as soon as closed-captioned text becomes available. Vendor will indicate the channel, time, date, and context in which certain keywords appeared in closed-caption text. 10. Must be able to provide niche coverage of specialized areas such as tourism, disasters, and ext. Social Media Monitoring Requirements 1. Social Media Monitoring tracking to include to ten (10) topics per month, in one language, with a minimum of 10,000 Internet Media Sites. 10,000 is the cut off point for tracking and monitoring. 2. Cap limit of10,000 hit/mentions per agency per month. 3. Must be able to track a variety of sites that should include, but not be limited to, Facebook, Twitter, and Linked-In. Vendor should also be able to provide new social media sites in the future, as they grow and develop in use and popularity. 4. Vendor should be able to provide metric data that relates to each social media site. Metric data should include, but is not limited to, things such as how many followers, how many likes, Comments, Cotes, Links, Views, etc. 5. Vendor should be able to provide up to 25 words per search. Press Release Requirements 1. Vendor should be able to provide press release services to any requesting agency. 2. Press release services should allow agency to create their own distribution list for self distribution. 3. Vendor should also be able to provide three (3) media announcements monthly to no less than 3,500 news websites, newspapers, wire services, business and trade journals, broadcast media, including comprehensive reporting of results from distribution.
3 Newspaper Clippings (Online & Print) 1. Vendor should be capable of monitoring all newspapers that are listed at the end of the Specifications document, at a minimum. 2. National, regional, and local print and online media coverage for 20,000 + publications: this includes national, regional, and local newspapers, magazines, trade publications, journals, and all online and offline outlets as directed by agency need. 3. This should also include the monitoring and reporting of media coverage on 10,000 Internet Media Sites. 4. Services also include unlimited keywords to be provided by agencies. These key words may be altered and updated on an ongoing basis, by agency, as needed. 5. Up to 250 articles per month provided to each agency, upon request, via the online portal. 6. Unlimited access to password-protected web systems to view media clipping results of all publications indicated above. 7. All articles available via web system for downloading and clipbook creation on an ongoing basis. 8. All clips to be available by 11:30 AM CST the morning of publication. 9. Must be able to catalog and retrieve articles, i.e., electronic filing. 10. Vendor must have an online clipping service that is in current operation. Analytics Requirements 1. Vendor must be able to export charts or complete dashboards to JPG, GIF, PNG, or PDF file formats for agency presentation needs. 2. Must be able to pull media results by date range, organization, product, and media type. 3. Must be able to create a variety of charts of media results. Charts may include, but not be limited to, pie, bar, line column, or area charts.
