1 SITUATION OVERVIEW Severe drought condi ons con nue to compound the humanitarian situa on in parts of Somalia. Some areas in the north are experiencing intensifying drought condi on. Somaliland and Puntland authori es have called for urgent humanitarian assistance. Water shortages have led to stress induced migra on of pastoralist communi es in search of water and pasture in several areas. US$717 million is required between uary and e 218 to sustain famine preven on efforts. This is part of the $1.5 billion required for the 218 Humanitarian Plan. Timely provision of resources is cri cal to prevent a deteriora on in the second quarter of the year. An ongoing na onwide measles campaign aims to reach more than 4.7 million children between the age of six months and 1 years. 2 STRATEGIC OBJECTIVES Life-saving: Provide life-saving and life-sustaining integrated, mul -sectoral assistance to reduce acute humanitarian needs and excess mortality among the most vulnerable people. Nutri on: Reduce emergency levels of acute malnutri on through integrated, mul -sectorial response. Enhance integra on of Nutri on, WASH, Health and Food Security programmes to strengthen nutri on-sensi- ve programming. Protec on: Support provision of protec on services to affected communi es, including in hard-to-reach areas and in IDP sites, targe ng the most vulnerable, especially those at risk of exclusion. Resilience: Support the protec on and restora on of livelihoods, promote access to basic services to build resilience to recurrent shocks, and catalyze more sustainable solu ons for those affected, including marginalized communi es. Limited humanitarian access and forced evic ons/lack of land tenure in IDP se lements inhibit the cluster partner s ability to improve the living condi ons of vulnerable persons. The number could be much higher given the increasing IDP popula on in Baidoa. Access to clean water was iden fied as one of the major obstacles to ensuring that children remain in school. The IASN (food and cash assistance) programme was par cularly effec ve, with 1,924,192 beneficiaries reached, a figure which represents 69 cent of the targeted response. The IASN response has decreased in the last four months, par cularly in regions facing acute food insecurity. The response in these regions is currently between 18-3 per cent. To address measles resurgence, a week-long vaccina on campaign will be launched in ch. The campaign aims to reach 5 million children, and to improve the current popula on coverage to at least 95 per cent. The Health cluster is yet to receive funding for 218. $124.4 million is requested in the HRP. Most of the projects for 218 are on hold due to lack of funding. The upward trend in AWD/cholera cases is similar to the one which led to an outbreak in. A further 384,715 people were reached with preven ve nutri on programmes including Blanket Supplementary Feeding Programme (BSFP) and Maternal and Child Health Nutri on (MCHN) support. Limited humanitarian access con nues to severely hinder service provision in Bay (Dinsoor, Qansax Dheere and Baidoa) and Middle Juba regions. These have mainly been driven by non-state actors who con nue to recruit child soldiers causing communi es to flee their homes in order to protect their children. The presence of mines and Explosive Remnants of War (ERWs) is a concern, and incidents of Gender-Based Violence (GBV) con nue to be reported, especially in IDP sites. This figure was reached through sub-clusters namely; Child Protec on (6,23), GBV (16,387), Housing, Land and Property (5,85), Explosive Hazard (19,666) and General Protec on ac vi es (2,154) Conflict-driven insecurity makes it difficult to reach some of the vulnerable areas, mainly in south and central regions. Iden fica on, documenta on, tracing & reunifica on (IDTR) and GBV services for families, children and survivors of rape are limited by funding. Forced evic ons are common, with many IDPs relying on non-binding oral tenure agreements. The presence of mines and ERWs remains a hazard to civilians and compromise the response. SHELTER Provide non-food items and emergency shelter for newly-displaced people. At the same me, partners also managed to close SHF funded projects by providing emergency shelter support to 42,647 (plas c sheets, suppor ng poles and a ropes for tying down structures). This resulted in an increase in the number of people reached, despite low funding in the HRP. There are not enough resources to cover the shelter needs of IDPs, whose number has almost doubled in the last year. A lack of funding means that pre-posi oned stocks cannot be prepared, which delays the response to newly displaced popula ons.
