1 Monroe County Election Board Meeting Minutes - Final Thursday, June 1, 2017 Monroe County Courthouse, Nat U Hill Room, 1:00 p.m. 100 W. Kirkwood Avenue, Bloomington, IN I. Call to Order The Monroe County Election Board meeting was called to order at 1:00 p.m. by William Ellis, Republican representative and Chair. Also present: Carolyn VandeWiele, Democratic representative and Tree Martin, proxy for Nicole Browne, Secretary and Monroe County Clerk. II. Approval of Minutes Carolyn VandeWiele made a motion to approve the minutes of the May 4, 2017 Election Board meeting with no changes. Tree Martin seconded the motion. Motion passed unanimously. Ill. Old Business - none IV. New Business A. Using County Resources for Political Purposes A Monroe County has recently been received promoting a conference for a political party. William stated that he thought this was likely a mistake and was not intentionally going against the rules. However, he and the Election Board reminded that this is not allowed and that government resources cannot be used to promote a political party, a political candidate or any type of political agenda (e.g. school boards, referendums, etc.). In addition, County officials and employees cannot solicit for a campaign on county property, in county or with other related resources. Monroe County buildings are potentially open for campaign-related use if one goes through the proper channels to use these public facilities. B Voter Registration. Offices Elected in 2018 & Indiana Election Calendar William made a motion to add this topic to the agenda. Carolyn seconded the motion & it passed unanimously. Kate Cruikshank, Monroe County League of Women Voters, reminds the public that Voter Registration is open now to register to vote in the 2018 elections. Also, she reminds voters that the list of registered voters in Indiana was purged in 2017 in an attempt to update it to only those currently living in their county of registration. All voters are reminded to confirm their registration information either on-line (website: or by visiting the Voter Registration Office.... continued lipage

Husted) regarding the purging of inactive voter registrations and will keep the public up-to-date on developments. The Election Board encourages individuals to consider being a candidate for any of the offices being elected in Every elected official can have a significant impact on their constituents. The Monroe County Voter Registration has a packet of information available for anyone considering the possibility of being a candidate. The list of offices to be elected in 2018 is attached to these minutes and includes: Federal I State Offices: US Senator US House Representative District 9 Secretary of State - The winning party in Monroe County will define the listing of candidates on ballots and the party serving as Poll Inspectors on Election Day State Treasurer State Auditor State House Representative Districts 46, 60, 61, 62 & 65 Judges Division 3, 4 & 8 County Officers: County Assessor- It is no longer required to be a Leve13 Assessor to run for Assessor. If elected, the Assessor has up to 1year to obtain Level 3 certification. County Clerk County Prosecuting Attorney County Recorder County Sheriff County Commissioner District 1 County Council Districts 1-4 State Convention Delegates (Democratic & Republican party) MCCSC School Board District 1, 3 & 7; RBBCSC School Board Districts Richland & Bean Blossom Town of Ellettsville Wards 4 & 5 All Township Trustee & Boards- Some primary responsibilities include fire protection and assistance/relief forthose with a financial need Democratic Precinct Chair... continued 21Page

First day a major party primary candidate for US Senate may file a petition of nomination with a county voter registration office for verification of petition signatures. First day an independent or minor party candidate may file a petition of nomination for the general election for verification of petition signatures. First day to file a declaration of intent to be awrite-in candidate for the general election. Wednesday, January 17, 2018 DEADLINE, by noon, for all candidate committees, legislative caucus committees, and political action committees to file annual campaign finance reports for Tuesday, February 6, 2018 DEADLINE, by noon, for a major political party candidate for US Senate to file a petition of nomination with acounty voter registration office for verification of petition signatures. Friday, February 9, 2018 DEADLINE, by noon, Indianapolis time, for major party candidate for US Senate to file adeclaration of candidacy and petition for placement on the primary election ballot with the secretary of state following certification of petition signatures by county voter registration offices. Monday, April 9, 2018 VOTER REGISTRATION ENDS DEADLINE at voter registration office's close of business for a voter to register or transfer registration or at midnight for a voter to complete and submit a voter registration application online. Tuesday, Apri110, 2018 First day a voter may vote an absentee ballot in the office of the circuit court clerk or satellite office. Friday, April13, 2018 End of pre-primary campaign finance reporting period. Thursday, April19, 2018 First day a confined voter, a voter caring for a confined person al a private residence, or a voter with disab!llties may vote an absentee ballot before an absentee voter board at the voter's residence or place of confinement. Friday, April 20, 2018 DEADLINE, by noon, for filing pre-primary campaign finance reports for primary candidates. Saturday, April 28, 2018 Office of the circuit court clerk must be open for at least 7 hours for in person absentee voting. However, a county election board may adopt a resolution to reduce the days or hours for in-person absentee voting. However, in a county with a population of less than 20,000, the county election board may reduce hours to a minimum of 4 on this date. Monday, April30, 2018 DEADLINE, by 11 :59 pm, for the circuit court clerk to receive an absentee ballot application from an applicant requesting delivery of an absentee ballot by mail. Applications may be submitted to the circuit court clerk in person or by mail, fax or . Saturday, May 5, 2018 Office of the circuit court clerk must be open for at least 7 hours to permit in-person absentee voting. However, a county election board may adopt a resolution to reduce the days or hours for absentee voting. Tuesday, May 8, 2018 PRIMARY ELECTION DAY Polls are open 6:00a.m. to 6:00p.m., prevailing local time. Tuesday, May 22, 2018 VOTER REGISTRATION OPENS First day the circuit court clerk may receive absentee ballot applications from most voters for the general election. Saturday, June 30, 2018 DEADLINE, by noon, for the Democratic or Republican Party to select a candidate to fill a vacancy on the general election ballot due to a vacancy resulting from no candidate being nominated at a primary. Deadline, by noon, for the Libertarian Party to conduct a convention to nominate candidates or to take action to fill a ballot vacancy following a convention. Monday, July 2, 2018 DEADLINE, by noon, for an independent or minor party candidate to file a petition of nomination with a county voter registration office for verification of petition signatures. Tuesday, July 3, 2018 DEADLINE, by noon, for the Democratic or Republican Party to file a certificate of selection stating that a vacancy on the general election ballot resulting from a vacancy on the primary election ballot has been filled. Tuesday, July 3, 2018 (continued) DEADLINE, by noon, to file a declaration of intent to be a write-in candidate at the general election. Deadline, by noon, for the Libertarian Party to certify candidates nominated at convention or to certify a candidate selected to fill a vacancy following convention. Monday, July 16, 2018 DEADLINE, by noon, for any candidate to voluntarily withdraw from the general election ballot. DEADLINE, by noon, for the Democratic, Libertarian and Republican Parties to file a certificate of nomination of candidates nominated at the state party conventions DEADLINE, by noon, for independent or minor party candidate to file consent of candidate and petition of nomination after verification of petition signatures (See related entry for July 2, 2018). Wednesday, July 25, 2018 First day to file a petition and consent for a school board member elected at the general election. Friday, August 24, 2018 DEADLINE, by noon, to file a petition and consent for a school board office elected at the general election. Saturday, September 22, 2018 DEADLINE for county election board to mail absentee ballots to voters who have already filed an application with circuit court clerk. Tuesday, October 9, 2018 VOTER REGISTRATION ENDS DEADLINE at voter registration office's close of business for a voter to register or transfer registration or at midnight for a voter to complete and submit a voter registration application online.
