OPDER ESTABLISHING A HEARING SCHEDULE AND REQUIRING BILL INSERTS On August 3, 1983, The Chesapeake and Potomac Telephone Company of \Jest Virginia, a corporation, tendered for filing revised tariff sheets re- flecting increased rates and charges of approximately $94,068,784 or 41.2%, annually, for providing telephone service to approximately 561,663 sub- I scribers in West Virginia, to become effective September 3, The Commission, by order entered on August 4, 1983, made The Chesapeakt and Potomac Telephone Company of West Virginia, a corporation, respondent to this proceeding, and, pending investigation, hearing and decision there- on, the aforesaid revised tariff sheets were suspended and the use of the rates and charges stated therein deferred until 12:Ol a.m., June 1, 1984, unless otherwise ordered by the Commission, to enable the Commission to examine and investigate the supporting data filed with said revised tariff sheets and to provide time for the Commission's Staff to make reports con- cerning the matters involved herein. Such order further provided that persons or corporations interested in participating in this proceeding should file a petition to intervene with the Executive Secretary of the Commission, State Capitol Building, Charleston, Vest Virginia 25305, on or before November 30,1983. Frost, Esquire, 1500 KacCorkle Avenue, S.E., Charleston, West Virginia, The Commission's August 4, 1983 order also further stated that persons or corporations who file petitions to intervene will be advised of all prehearing conferences, etc., which may be scheduled to resolve procedural matters and uncontested issues which may arise during the processing of thii case. The Company was required to give notice of the aforesaid deadline fo~ filing of petitions to intervene by posting a copy of the notice attached thereto in a conspicuous place where bills for telephone service are paid for a period of at least thirty (30) days prior to November 30, 1983, and by publishing a copy of the notice attached once a week for two successive weeks, the first publication to be made not more than thirty (30) days prio: to November 30, 1983, and the second publication to be made not less than fourteen (14) days prior to November 30, 1983, in newspapers, duly qualifiec by the Secretary of State, published and of general circulation in each of the Cities of Charleston, Huntington, Parkersburg, Beckley, Wheeling, Clarksburg, Fairmont, Martinsburg and Elkins, and in newspapers, duly quali fied by the Secretary of State, published and of general circulation in eaci of the counties of Barbour, Berkeley, Boone, Braxton, Brooke, Cabell, Calhoi, Clay, Doddridge, Fayette, Gilmer, Grant, Greenbrier, Hancock, Harrison, Jackson, Kanawha, Lewis, Lincoln, Logan, McDowell, Marion, Marshall, Mason, Mercer, Mineral, Mingo, Monongalia, Monroe, Morgan, DJicholas, Ohio, Pendleton, Pheasants, Preston, Putnam, Raleigh, Randolph, Ritchie, Roane, Summers Taylor, Tucker, Tyler, Upshur, Wayne, Vebster, Wetzel, TJirt, 'Wood and Tdyoming, making due return to the Commission on or before November 30, 1983 The Commission is of the opinion that the following hearing schedule PUBLIC SER MMlSSlON 2

IT IS FURTHER ORDERED that the Executive Secretary of the Commission is hereby directed to serve a copy of this Order upon Commission Staff and by hand delivery and upon all other parties of record by United States Certified Mail, return receipt requested. NOTICE OF HEARINGS AND OPPORTUNITY TO INTERVENE On August 3, 1983, The Chesapeake and Potomac Telephone Company of Wes Virginia, a corporation, filed revised tariff sheets with the Commission proposing increased rates and charges of approximately $94,068,784, or 41.2 annually, for providing telephone service to approximately 561,663 sub- scribers in West Virginia, to become effective September 3, By order entered August 4, 1983, the use of the requested rates and charges was suspended until 12:01 a.m., June 1, 1984, unless otherwise ordered by the Commission. APPENDIX B Page 1 of 2 PUBLIC RATE CASE HEARINGS HAVE BEEN SET The Public Service camnission of West Virginia has scheduled hearings at several locations tkoughout the State for the purpose of receiving public testirrmny (comnents, suggestions, complaints, etc.) regarding c6;p Telephone Cmpany's application (PSC Case No T-42T) for an additional $94.1 million in anriual revenues (a 41.2% increase) which was filed with the camnission on August 3, This filing is for rate increases in addition to the $2.00 per mth per residential line and $6.00 per mth per businesrline access charges which the Federal Cammications camnission has orderedmst be charged, along with present rates, beginning on January 1, It is possible that these access charges may be modified if changes in the FCC decision are made by the Congress or the Courts. If the requested rate changes are granted, the monthly local service charges for both residential and business subscribers will increase: residential charges will increase an average of 86.9%, while business charges will increase an average of 16.2%. Same of the business and residential rates which will increase are: flat-rate service, measured-rate service, rnessage rate service and coin telephone service (frm 1Od per call to 256 per call). W Telephone Company also has proposed reducing the nuniber of Rate Classes frm five to two and redesigning rates in such a m e r that, in general, the exchanges which have relatively large toll-free calling areas will have lower rates than the exchanges which have relatively small toll-free calling areas. c&p has requested that certain service charges be increased and they have proposed a dishonored check charge of $10.60 per check, per return. No increases have been proposed for Message-Rate or Measured-Rate service usage, Circle Calling Service or Directory Assistance. The only increase proposed for intrastate toll calling is an increase from 506 to 60d for using a credit card to make a station-tostation operator-serviced long-distance call. This sumnary of the rate change request does not fully nor completely describe the changes proposed by C&P Telephone Ccanpany.
