12 CT Nonprofits: Bills of Potential Interest to: Community Justice Providers Updated 2/13/11 Please note that additional bills of interest may exist and that many bills die during the legislative process. Click on bill number below, for language and additional information. To research and track your own bills, public hearings and legislative events, visit the CT General Assembly Website: To view live and recorded public hearings, etc., on line at CT-N: Contact Julia Wilcox for further information: or ext. 25 BILL TRACKING REFERENCE NOTES: Please Note: bills that have not been acted upon either by being drafted as Committee bills or by being reserved for subject matter public hearing are considered to be dead. Some of the concepts in these proposed bills have been incorporated into other bills and where this has occurred it has been noted on this legislative update. As the legislative session moves forward, bills will be referred from legislative committees to the House or Senate. The House or Senate then may refer the bills to other committees or chose to vote on them. For a bill to become a law, both the House and the Senate must vote favorably on it by June 3, 2009 at midnight and the Governor must sign the bill into law. Key to Most Commonly Used Legislative Terminology: Vote to Draft: Bill will be drafted as a Committee Bill. Reserved for Subject Matter : Bill will have a but the date of the is still to be determined. Change of Reference: The original committee is moving the bill to another committee without a Joint Favorable action. JF (Joint Favorable): The committee reported the bill favorably to the House or Senate. JF Change of Reference: The committee reported the bill favorably to another committee. JFS (Joint Favorable Substitute): The committee reported the bill favorably to the House or Senate but with substitute language. JFS Change of Reference: The committee reported the bill favorably to another committee but with substitute language. Foot of the Calendar: A bill in the Senate has been moved off the active Senate Calendar. The reasons that a bill is moved to the Foot of the Calendar are several including that a budget has not been finalized and the bill has a fiscal impact; the bill has not been written in its final form; or the bill is not going to be acted upon during the session. File No.: A unique number given to a bill once it has reached the House or Senate Floor. A file copy of a bill with the file number has a plainlanguage description of what the bill s provisions do, written by the Office of Legislative Research and a fiscal note that explains what a bill would cost or save to implement, written by the Office of Fiscal Analysis. House or Senate Cal. No.: Also a unique number that is given to a bill once it reaches the House or Senate Floor. This number is used to hold the bill s place on either the House or Senate Calendar. If the bill is a House bill (H.B or higher) or a Senate bill (S.B.1 to 4999) it first gets a Calendar Number from the chamber the bill originated in. Once a House bill is passed in the House, it goes on to the Senate where it receives a Senate Calendar Number. Likewise, once a Senate bill (with a Senate Calendar Number) passes the Senate, it goes to the House and receives a House Calendar Number.
