2 NASW-ILLINOIS CHAPTER 404 South Wells Street, Floor 4 Chicago, IL The National Association of Social Workers (NASW) is the largest membership organization of professional social workers worldwide, with 150,000 members 7,000 of which work in Illinois. The NASW-Illinois Chapter (NASW- IL) keeps its members on top of news and information regarding their professional development whether it s changes in government regulations, breakthrough treatments, and innovative resources. With discounted professional protection through NASW Assurance Services and public outreach, to advancing social work practice and improving the wellbeing of people and communities, the NASW-Illinois Chapter is working every day to help their members and the populations they serve. NASW-IL PAC The NASW-IL PAC is the nonpartisan political arm of the National Association of Social Workers, Illinois Chapter. As a political action committee, the NASW-IL PAC endorses and financially contributes to candidates from any party who support NASW s policy agenda. The national NASW Political Action for Candidate Election (PACE) Board endorses and contributes to federal candidates running for U.S. House and Senate seats; the NASW-IL PAC is responsible for endorsement decisions in local and state races in Illinois. PAC Responsibilities: Mobilizes thousands of social workers to vote by informing NASW-Illinois Chapter members of NASW-IL PAC endorsed candidates in upcoming elections Hires and coordinates field organizers to get out the vote in targeted races Compiles valuable facts relating to local and statewide candidates who are social workers or support the concerns of the social work profession The National Association of Social Workers, Illinois Chapter is pleased to present its 2017 Session Legislative Scorecard, a source for social workers to learn how their legislators voted on key issues that impacted the social work profession and their clients. The NASW-Illinois Chapter releases its scorecard at the end of each year to ensure members know legislators records on key economic and social work related public policy issues, and to also recognize lawmakers who understand the importance of a strong and funded social service industry. In building the 2017 Session Legislative Scorecard, the NASW-Illinois Chapter felt fewer than five votes on issues would not give the reader a true reflection of a legislator s session and were therefore omitted. While the budget and the appropriation debate will be a strong part of the NASW-IL PAC s endorsement process, a majority of those bills were omitted from the 2017 Session Legislative Scorecard due to the fact that the votes did not reflect the legislator s budget appropriations support or lack thereof during committee/ amendment debates. Also, legislators who were not present for the vote did not have that absence counted against them, while legislators who chose to vote present or were in the building but chose not to vote were marked with a negative as they had the opportunity to support the legislative agenda of the social work profession and chose not to. As you will see, the 2017 Session Legislative Scorecard shows several perfect scores (even more with 80% or higher) and reflects the success that the NASW-Illinois Chapter and its members received in persuading lawmakers to vote in the interests of the social work profession and our clients. However, budget constraints and current legislation being presented will require continued diligence and participation from the social work profession as we head into the 2018 session. The NASW-Illinois Chapter may update this scorecard prior to the 2018 election if significant votes arise. Makes contributions to political campaigns of candidates who support the NASW policy agenda. NASW-ILLINOIS CHAPTER KEY 2017 LEGISLATIVE SESSION VOTES 2
3 40 This bill protects a woman s right to choose in Illinois and affirms that Illinois will not go back to the pre-roe days of illegal abortion. This bill also removes discriminatory provisions from Illinois law that deny insurance coverage of abortion to many women who depend on Medicaid and state Employee Health Insurance. NASW-Illinois Chapter favored a yes vote on 40. Result: The bill passed both chambers and was signed into law on September 28, updates Illinois law so that gender reassignment surgery is no longer a requirement for transgender individuals to correct the gender marker on their birth certificate. Instead, clinically appropriate treatment is a requirement. Mental health professionals are considered clinically appropriate treatment providers. NASW-Illinois Chapter favored a yes vote on Result: The bill passed both chambers and was signed into law on August 25, restores access to the Child Care Assistance Program (CCAP) for families enrolled full-time in non-tanf education and training programs by adding them to the program s priority populations. This bill prevents disruptions in parents education and provides more economic security for their families. NASW- Illinois Chapter favored a yes vote on Result: The bill passed both chambers and was signed into law on August 25, creates the Illinois Trust Act. This bill prevents law enforcement officials in the state of Illinois from detaining individuals based solely on their immigration status in the absence of a criminal warrant. 31 limits the role of local law enforcement officials in federal immigration matters. NASW-Illinois Chapter favored a yes vote on 31. law on August 28, This bill prohibits the expulsion of students from pre-school or other early childhood programs that are publicly funded. Programs must document any steps taken to ensure children remain in the most beneficial setting if challenging behaviors are present also provides early childhood professionals and administrators access to more professional development trainings. NASW-Illinois Chapter favored a yes vote on This bipartisan bill lays out a plan to fund the state of Illinois for fiscal year (FY) This bill includes an income tax increase and additional credits for low-income individuals. 9 ends the two-year budget impasse. NASW-Illinois Chapter favored a yes vote on 9. Result: The bill passed both chambers and was vetoed by Governor Bruce Rauner. Both chambers overrode veto on July 6, This bill was sponsored by ComEd s parent company, Exelon. While this bill does contain a clean jobs initiative which the chapter supports, it also provides a bailout to keep unnecessary nuclear plants open, resulting in guaranteed rate hikes that will have an impact on low income individuals and social work clients. As a result, NASW-Illinois Chapter favored a no vote on law on December 7, This bill proposes a change to the school funding formula. The NASW-Illinois Chapter supported this equitable school funding formula until a scholarship program for private institutions was added to the bill. This program allows wealthy individuals to receive a tax credit for donating to the scholarship fund that will have adverse effects on public schools. As a result, the NASW- Illinois Chapter favored a no vote on law on August 31, This bill prohibits the use of a panic defense in court that allows alleged murderers to use a victim s sexual orientation as a mitigating factor of their crime. NASW-Illinois Chapter favored a yes vote on law on August 25, This bill requires public schools and charter schools to provide reasonable accommodations for any student to address any needs relating to breastfeeding. These accommodations include reasonable time and facilities. NASW-Illinois Chapter favored a yes vote on law on August 4, law on August 14, NASW-ILLINOIS CHAPTER KEY 2017 LEGISLATIVE SESSION VOTES 3
4 The following bills are not included in the legislative scorecard but are of importance to the social work profession This bill clarifies access to licensure for ex-offenders requires the Illinois Department of Financial and Professional Regulation (IDFPR) to consider certain mitigating factors and evidence of rehabilitation for certain applicants of licenses, certificates, and registrations. The NASW-Illinois Chapter worked with the sponsor organization and also introduced a similar bill for social work licensure. The final bill included the social work profession, so NASW-Illinois Chapter favored a yes vote on Result: This bill passed both chambers and was signed into law on August 24, While efforts are being made to de-license social workers in other states, the NASW-Illinois Chapter worked to authorize another ten years of professional licensure for social workers in Illinois. The NASW-Illinois Chapter negotiated with the Illinois Department of Financial and Professional Regulation (IDFPR) and the bill sponsors to make important changes to the proposed law to protect social work licensure. NASW-Illinois Chapter favored a yes vote on 768. Result: This bill passed both chambers and was signed into law on August 25, This bill incorporates into the Illinois School Code the NASW recommended student-to-school social worker standard ratio of 250:1 (250 students to every school social worker). 826 also sets forth qualifications to use the title of school social worker.
