STAFF RECOMMENDATIONS: 1. Adopt plans and specifications for Federal Aid Project No. STPL-5938(147), titled "RSTP Roadway Resurfacing Program FY (Phase 2)" and set the bid opening date and time for November 7, 2007, 2:00 P.M. 2. Direct the Clerk of the Board to publish a notice inviting bids for the project as required by law and set November 7, 2007, prior to 2:00 P.M., as the deadline for submission of bids. 3. Direct the AuditorlController to make the necessary budget adjustments per the financial transaction sheet. (Continued on Page 2) FISCAL IMPACT: The total anticipated cost for this project is $1,I 57,224. The project is funded 88.53% with Federal Regional Surface Transportation Program (RSTP) funds and 11.47% funded with local match funds available in fund balance and programmed in the Fiscal Year Public Works Road Project Budget. At this time, $5,000 is required for reproduction costs, advertisement costs and other miscellaneous costs associated with the bid process. 2 1Plans & Specifications Approval to Adopt Plans and Specifications for Federal Aid Project No. STPL-5938(147), Titled "RSTP Roadway Resurfacing Program FY (Phase 2)" and Set the Bid Opening Date and Time for November 7,2007, 2:00 P.M. 4. Direct the Public Works Department staff to mail a notice inviting bids to trade journals as required by law. DISCUSSION: The RSTP Road Resurfacing Program FY (Phase 2) will consist of the asphalt-concrete overlay on road surfaces creating a smooth, durable, water-resistant pavement surface. The following roads are included in the program: 1. Shiloh Road (Paradise Road to 1.78 Miles South) 2. Sierra Road (Wamble Road to City of Oakdale) 3. Valley Home Road (San Joaquin County to 2 Miles South) 4. Beckwith Road (Dakota Avenue to State Highway 99) 5. Carver Road (Kiernan Avenue to 1.39 Miles North) 6. McHenry Avenue (800' North of Stewart Road to San Joaquin County) 7. Milton Road (0.25 Mile North of Sonora Road to 800' South of Dunton Road) 8. Hammett Road (Bacon Road to Kiernan Avenue) 9. Toomes Road (Beckwith Road to Bacon Road) This project is exempt from the California Environmental Quality Act, Class 1, California Code of Regulations, Title 14, #I 5301 (Existing Facilities). The project is anticipated to begin construction on March 3, 2008 and end April 28, POLICY ISSUES: The Board should consider if the recommended actions are consistent with its priorities of providing a safe community, a healthy community and a well-planned infrastructure system.
