2 2018 Election Snapshot In 2018 Tennessee will elect a new Governor, 18 Senate seats and all 99 House seats. Of the 18 Senate seats: Three of them are open seats, Three incumbents have primary challengers, Ten incumbents will face opposition from the opposing party Three incumbents have no challengers at all Of the 99 House Seats: Twenty-five are open seats Twenty-three incumbents are facing primary opponents Fifty-five incumbents will face opposition from the opposing party Thirteen incumbents are running unopposed

3 Current Political Climate Currently Tennessee is one of twenty-six Republican trifectas in the country. A trifecta is where a party enjoys a majority in the Senate and House while also holding the office of Governor. There are 33 Senators of which 28 are Republicans and 5 are Democrats. There are 99 House Seats of which 74 are Republicans and 25 are Democrats. The current Governor, Bill Haslam, is a Republican and is in his final year of his term limited seat. The primaries will not change the partisan make up.

4 Important Dates to Note Early Voting runs from July 13 th, 2018 to July 25 th, 2018 The Primary Elections for all State offices and Federal offices will be held on August 2 nd PAC Contributions are prohibited 10 days before an election meaning July 23 rd, 2018 is the last day PAC s can donate before the primaries. The General Election will be held on November 6 th, 2018.

5 Republican Hopefuls for Governor Bill Lee Lee is a businessman from Franklin, TN and is a 7 th Generation Tennessean. He is CEO of Lee Company, which employees electricians, pipe fitters and plumbers. He also owns a farm that he and his family live and work on. Lee has never held elected political office but has served in numerous community service roles. Website: Randy Boyd Boyd was Born and raised outside of Knoxville, TN. He founded Radio Corp. which started out by selling invisible electric fences for dogs and has grown to sell numerous pet products. Boyd has never held elected political office but he did serve as Economic and Community Development Director under Governor Haslam for several years. Website:

6 Republican Hopefuls for Governor Continued. Congressman Diane Black Black moved to Tennessee from Baltimore, Maryland. Before entering politics she was a registered nurse and owned a small business with her husband. Black served in the State House from , the State Senate from 2005 to 2010 and in Congress from 2010 to Present. Website: Speaker of the House Beth Harwell Harwell moved to Tennessee to attend school at Limpscomb University. Before entering politics she was a professor at Belmont University where she taught Political Science. Harwell was first elected in 1988 and in 2011 was the first women elected to serve as House Speaker. Website:

7 Democratic Hopefuls for Governor Craig Fitzhugh Fitzhugh was born and raised in Tennessee and is the only candidate from West,TN. While he s not working at the legislature, Fitzhugh works as a banker. Fitzhugh entered the House in 1994 and has been minority leader since Website: Karl Dean Dean is from South Dakota and moved to Tennessee to attend Vanderbilt University in Dean has worked as Nashville's Director of Law and has served as Public Defender. 8 Final Thoughts on the Governors Race With all the second quarter finance reports turned in this Governors race has turned into the most expensive state wide race in Tennessee history. There is no clear frontrunner in the Republican primary. Polls are showing a close race at the top between Diane Black and Randy Boyd but Bill Lee has been closing in the past few weeks. Beth Harwell has been out working hard to and there is always the potential she could make a big jump. In the Democratic primary, Karl Dean enjoys better fundraising totals but has similar name recognition as his opponent Craig Fitzhugh.

11 Senators Facing Primary Opponents: District 2 (Blount and Sevier Counties) (Incumbent) Scott Williams (R) Owner of Williams Consulting COH: $1,008 Senator Art Swann (R) Years in Seat: One COH: $110,846 Wesley Maples (R) Liquor Store Owner COH:$1,026 Although Senator Art Swann has only held this seat for a year, he was a House member for 9 years and is expected to hold on to this seat in the Primaries.

12 Incumbent Senators facing Primary Opponents: District 27 (Madison, Crockett, Dyer, Lake and Lauderdale Counties) (Incumbent) Senator Ed Jackson (R) Years in Seat: Four COH:$203,261 Brandon Dodds (R) Dyer County Commissioner COH:$1,062 This race started out with the potential to be a very competitive primary but as time has gone on all signs are pointing to Senator Ed Jackson holding his seat.

13 Senators with Primary Opponents Continued: District 33 (Part of Shelby County) Senator Reggie Tate (D) Years in Office: 10 COH:$32,827 (Incumbent) Katrina Robinson (D) CEO of the Healthcare Institute COH: $48,128 This is one of the more interesting primaries this election cycle. Katrina Robinson is making a big push to take this seat and has support of the Democratic Senate Caucus. Certain outlets have accused Incumbent Senator Tate of not being partisan enough and in a not so common move have endorsed a challenger to an incumbent. This is a competitive race but signs are pointing to Senator Tate holding onto his seat.

14 Open Senate Seats: District 13 (Rutherford County) Ernest Burgess (R) Rutherford County Mayor COH: $35,464 Dawn White (R) State Representative COH: $101,524 This race is arguably the most competitive open Senate primary this election cycle. Dawn White is a former State Representative for 6 years and is facing off against Ernest Burgess who is the former Rutherford County Mayor. Both candidates have spent a significant amount of money and are out working hard for this seat.

All signs are pointing to Representative Gilmore winning this race.

20 Final Thoughts for the Senate: The Senate Leadership and Committee chairs will stay mostly in tact after the primaries because none of the positions are not being challenged within the party. Leader Mark Norris and Senator Mark Green are not up for reelection until 2020 but there is a chance that Norris is appointed to Judge and will step down from is Senate seat. Mark Green is running for Congress and would step down if he wins. This could potentially spark two run off elections. There are 19 Republicans running in 15 of the 18 Senate seats that are up for reelection. There are 25 Democrats running in 15 of the 18 Senate seats that are up for reelection. There are 3 Independents running in 2 of the 18 Senate seats that are up for reelection.

27 Incumbent with Primary Challenger: District 11 (Cocke and Green Counties) Jeremy Faison (R) COH: $49,675 (Incumbent) Greg Fodness (R) COH: $13,872 This is considered one of the more competitive Primary challenges to an incumbent. Both candidates are out working hard and Greg Fodness has loaned himself a significant amount of money to make this race interesting. Signs point to the Chairman of Government Operations Jeremy Faison to win this seat.

28 Incumbent with Primary Challenger: District 35 (Claiborne, Granger, & Union Counties) (Incumbent) Jerry Sexton (R) COH: $4,668 James Acuff (R) COH: $3,592 This is another race where the primary challenger could potentially beat out the incumbent. Both men are working hard but Representative Sexton is a great campaigner and should maintain this seat.

29 Incumbent with Primary Challenger: District 46 (Wilson, Cannon, & DeKalb Counties) Clark Boyd (R) COH: $102,882 (Incumbent) Menda McCall Holmes (R) COH: $45,977 All signs point to Representative Boyd holding onto his seat but since he is in his first election for the seat, Menda Homes could be a threat. An incumbents most vulnerable year is their first election after their first cycle. In this case, Representative Boyd was appointed to this seat half way through the two year term so he does not enjoy strong name recognition that comes with most incumbents.

30 Incumbent with Primary Challenger: District 49 (Part of Rutherford County) (Incumbent) Mike Sparks (R) $24,365 Tim Morrell (R) $1,157 Representative Sparks has a fundraising advantage here but lacks strong name recognition because of the district he resides in. His district has a large influx of people moving out while a large number move in meaning many people who voted in 2016 are gone.

31 Incumbent with a Primary Challenger: District 57 (Part of Wilson County) Susan Lynn (R) COH: $53,204 (Incumbent) Aaron Shane (R) COH: $153,203 This has been one of the uglier primaries this election cycle. Both candidates have been spending money on attack pieces and knocking doors. Signs point to Representative Lynn holding her seat but Aaron Shane is not going to make it easy. He loaned his campaign $150,000 which indicates he is taking the race seriously.

32 Incumbent with Primary Challenger: District 86 (Part of Shelby County) Jesse Jeff (D) COH:$674 (Incumbent) Barbara Cooper (D) COH:$11,647 Amber Huett-Garcia (D) COH: $24,738 In this three way primary it looks like the race is coming down between Representative Cooper and challenger Amber Huett- Garcia. Huett-Garcia is a new comer to politics and has been raising funds from outside of Tennessee and has built up a respectable amount of campaign funds. Representative Cooper has held this seat for twenty years and will be tough to knock out.

33 Incumbent with a Primary Challenger: District 92 (Marshall, Lincoln, Marion, & Franklin Counties) (Incumbent) Rick Tillis(R) COH: $55,788 Billy Spivey (R) COH: $5,800 This might one of the most competitive primaries for an incumbent this cycle. Representative Tillis is facing off against Billy Spivey who used to hold the seat before he lost it two years ago. This is a challenge for Representative Rick Tillis because he just finished his first term and loses part of his name recognition advantage because voters know Billy Spivey.

34 Open Seat: District 10 (Hamblen County) Rick Eldridge(R) COH: $8,363 Tommy Pedigo (R) $1,691 All signs point to this being a close race. Former incumbent Tilman Goins Supports Rick Eldridge but Tommy Pedigo has been working his campaign hard. The winner of this race will likely face Barbara Simmons in the General as she is running unopposed in the Democratic Primary

35 Open Seat: District 21 (Louden & Monroe Counties) Lowell Russell (R) COH: $3,715 Dotle Arp (R) COH: $22,337 Tony Aikens (R) COH: $1,876 This is another race that could go anyway and should be an exciting race to watch. Recent polling has show all three candidates with in the margin of error for victory.

36 Open Seat: District 23 (McMinn & Monroe Counties) Mark Cochran (R) COH: $10,206 Donald Winder (R) COH: $9,926 This is a highly competitive primary with both candidates spending about the same and using similar strategies to win. The winner of this race will face off against Brad Hartley in the General Election

37 Open Seat: District 28 (Part of Hamilton County) Tusuf Hakeem (D) COH: $2,444 Melody Shekari (D) $18,227 Dennis Clark (D) Brandon Woodruff (D) Jackie Thomas (D) COH: N/A COH: N/A COH: N/A In this five way primary for House seat 28 it looks like two candidates have pulled ahead. Former City Councilman Tusuf Hakeem and political new comer Melody Shekari. Brandon Woodruff has had a strong social media presence but has not done much in the way of fundraising. There is no clear frontrunner in this race.

38 Open Seat: District 30 (Part of Hamilton County) Esther Helton (R) COH: $29,141 Jonathan Mason (R) COH: $13,665 Prior to Representative McCormick announcing he is stepping down from his seat, this looked like it was going to be a battle between leader Casada backed Esther Helton and Representative McCormick backed Jonathan Mason. With Representative McCormick out the tide has turned toward Helton. All signs are pointing to a close Esther Helton victory here.

39 Open Seat: District 39 (Moore, Marion, & Franklin Coutnies) Richard Helton (R) COH: $3,795 Sloan Stewart (R) COH: ($5,877) Iris Rudder (R) COH: $3,372 This race looks like it will come down to Iris Rudder or Richard Helton. Rudder is backed by Leader Glen Casada and Senator Janice Bowling. This race looks like it will go to Rudder but Helton is making a big push.

40 Open Seat: District 56 (Part of Davidson County) Brent Moody (R) COH: $234,657 Joseph Williams (R) COH: $29,447 This primary battle is for the Republican hoping to replace the seat currently held by Speaker Beth Harwell. Both candidates have been running a strong campaign and are good fundraisers. The winner of this race faces a tough General Election against presumptive Democratic nominee Bob Freeman.

41 Open Seats: District 59 (Part of Davidson County) Jason Potts (D) COH: $16,722 Kyle Southern (D) COH:$21,190 This is one of the more competitive Democratic primaries this election cycle. Jason Potts is a former Metro City Councilman and Kyle Southern is a political new comer. Southern has been able to raise a significant portion of his funds from out of state dollars. This will be a close race coming down the stretch.

42 Open Seats: District 61 (Part of Williamson County) Robert Hullett (R) COH:$3,686 Gino Bulso (R) COH: $9,699 Jeff Ford (R) COH: $52,920 Terrence Smith (R) COH: $370 Brandon Ogles (R) COH: $90,112 Rebecca Ann Burke (R) COH: $10,327 This primary has already been the most expensive House primary in state history. The winner of this race will likely win in the general as this has been a strong Republican seat for over twenty years. There is no clear cut frontrunner in this race and several of the candidate have spent serious cash in order to win.

43 Open Seat: District 64 (Part Maury County) Scott Cepicky (R) COH: $5,594 Michael Fulbright (R) COH: $10,340 This has been a very competitive race with Scott Cepicky enjoying support from former seat holder Representative Shelia Butt and other members of the legislature, while Michael Fulbright enjoys support from the local business community.

44 Open Seats: District 72 (Henderson, Chester, Decatur, & Perry Counties) Kirk Haston (R) COH: $285 Gordon Wildridge (R) COH: ($30,325) Dan Hughes (R) COH: $5,833 This three way race has been fairly competitive to date. Dan Hughes is the former Henderson County mayor and enjoys support from Republican Party Leadership. He is the frontrunner in this race.

45 Open Seats: District 73 (Madison County) Jay Bush (R) COH: $37,917 Joe Coury (R) COH: $241 Chris Todd (R) COH: $24,801 This is a race where certain members of the Republican party have picked sides. Leader Casada is leading attack ad s against Bush while Representative Mark White and Representative Tim Wirgau support Chris Todd. All signs point to this being a close race between Jay Bush and Chris Todd.

46 Open Seat: District 82 (Lauderdale, Crockett, &Haywood Counties) Andy Cole (R) $3,847 Robert A. Harris (D) COH:$8,381 Chris Hurt (R) Andrea Bond-Johnson (D) $35,779 COH: $34,045 This is one of the few races that has a competitive Republican and Democratic Primaries. This is a former Democrat seat but Republicans believe they have a chance to flip it in November. There are no clear winners on either side and the general election should be competitive.

47 Open Seats: District 89 (Part of Knox County) Justin Lafferty (R) CPH: $22,524 Stacey Campfield (R) COH: ($497) Guy Smoak (R) COH: $10,359 Jesse Nelson (R) COH: $8,553 Tim Hutchison (R) COH: $2,075 This race has no clear front runner has several of the candidates have been good fundraisers and have been working hard. It is unclear who is going to win this race and should be a tight finish.

48 Open Seats: District 91 (Part of Shelby County) London Lamar (D) COH: $3,285 Doris Deberry Bradshaw (D) COH: N/A Jukiette Eskridge (D) $3,265 It looks like this race will come down between Jukiette Eskridge and London Lamar. Although Doris Bradshaw challenged former incumbent Representative Raumesh Akbari in 2016 and nearly won. She has not had a strong presence this go round.

53 Parting thoughts on the House House leadership has taken a big hit with several longtime members stepping down and numerous leadership positions being left open. One area hit particularly hard is the Finance Committee, as long time chairman Charles Sargent retired this year and several potential members that were primed to replace him are parting with the legislature as well. Another area hit hard are the education committees as both House Education Committees are losing their Chairman. The House is losing twenty-five percent of its body before a single vote is cast. There are 130 Republicans running in 83 of the 99 open House Seats. There are 121 Democrats running in 91 of the 99 open House seats. There are 3 independents running in 2 of the 99 open House seats.
