1 RCM-UNDG Asia-Pacific Thematic Working Group on Youth (TWG-Youth) 9 th meeting 30 June, 10:00-12:00 hours Bangkok I. Attendance The meeting was attended by representatives of the following TWG-Youth members: ADB; ESCAP; ILO; UNAIDS; UNESCO; UN-HABITAT. Regrets for not being able to attend were received from IOM, UNFPA UNICEF, UNDP. The list of participants is attached in Annex I. II. Record of Recommendations and Outcomes 1. UN-Habitat to submit the finalized drat of chapter 2.5 on urbanization, the environment and migration to the co-chairs by midday 3 July Any comments on the other draft chapters distributed before 9 th session to be submitted to the co-chairs as soon as possible (preferably by 8 July 2015) to put less pressure on the editor at a later date. 3. The editor to work on compiling the whole report, based on chapter 2.5 being received and other revisions, then to submit this to the co-chairs for distribution to the group by midday 10 July 2015, if not earlier. 4. Peer reviews of the report to be undertaken by the Youth Advisory Group (YAG), with consolidated comments; also by Helen Cahill (suggested) and David Clarke (suggested). 5. TWG-Youth members to share with each of their other offices across the region to elicit comments and then each submit these in a consolidated form back to the co-chairs. 6. Final comments by all group members and the peer reviewers to be submitted to the co- Chairs by 17 July The finalized version of the report to be submitted to the co-chairs by the editor by 20 July 2015 to then be passed on to the graphic designer. 8. The editor and the YAG to suggest possible titles for the report. 9. Three forwards to be written: 1) approximately 1 page jointly by the ESCAP Executive Secretary (on behalf of the RCM) and the representative of the UNDG; 2) approximately ½ a page by the Envoy on Youth (suggested), 3) approximately ½ a page by the representative of the YAG. 10. ESCAP, on behalf of the co-chairs, to contact the ESCAP Executive Secretary, and ILO, on behalf of the co-chairs, to contact the representative of the UNDG by 2 July Record of 9 th Meeting of TWG-Youth

The co-chairs to contact the envoy on youth on 30 June 2015 and ask him to provide a ½ page forward to the report by 7 July UNESCO to contact the YAG and ask them to provide a ½ page forward to the report by 15 July ESCAP to contact a graphic designer for the report, and ESCAP and ILO to cover the costs of this equally. 14. For the hard copies of the publication (approximately 150 pages), 1,000 copies to be produced; ESCAP and ILO to each cover the cost of 250 copies, other agencies to cover the cost of the remaining 500 copies. 15. UN-Habitat to develop the report s dissemination strategy, with support from other members. 16. The digital launch of the report to be held in conjunction with the ADB Youth Forum to be held in Manila on International Youth Day (12 August 2015). 17. A short video to be produced to accompany the launch. 18. ADB to send information on their Forum to the Group. 19. The launch of the hard copy of the report to be held in conjunction with the youth forum preceding the Sixth Asia-Pacific Urban Forum, the former to be held October Regarding future co-chairing arrangements for the Group, members to consult their directors to find out about expressions of interest to take over from ESCAP and to co-chair with ILO and report back at the next session of the TWG-Youth. III. Agenda The agenda of the Meeting was as follows: 1. Welcome by co-chairs and review of action points of last meeting 2. Discussion on progress on the Asia-Pacific situational report on youth 3. Other matters IV. Account of Proceedings Agenda Item 1: Welcome by Chair and review of action points of last meeting 1. The 9 th session of RCM-UNDG Asia-Pacific Thematic Working Group on Youth was cochaired by ESCAP, represented by Ms. Nanda Krairiksh, and ILO, represented by Mr. Matthew Cognac, who opened the meeting and welcomed all participants. 2 Record of 9 th Meeting of TWG-Youth
3 2. Ms. Krairiksh summarized the 8 th session s discussion points and results. She noticed that the TWG-Youth had been working hard and in a collaborative manner, and thanked all for their commitment. The report had not been ready for a launch in New York on 29 May 2015, but she added that the launch on 12 August 2015 (International Youth Day), could still be possible and this would be discussed under Agenda Item 2. Agenda Item 2: Discussion on progress on the Asia-Pacific situational report on youth 3. Ms. Krairiksh commented that it had been almost two years since the project had been initiated and was finally close to completion. She noted that chapter 2.5 on Urbanization, Migration and Environment was incomplete and asked for closure on this chapter. Ms. Krairiksh emphasized the need for a deadline to complete the chapter, and this was set for Friday, 3 July 2015 at 12 noon. UN-HABITAT agreed to coordinate with IOM on this issue. The following week, starting 6 July 2015, was expected to be one in which the final work on the chapter would be done, including recommendations. 4. Mr. Cognac remarked that he had been very satisfied with the work that Mr. Tibor Krautz, editor and consultant to the ILO, had done. Mr. Cognac had tried hard to have the report complete for a launch in New York; however, there had been many pressing demands at the time. The graphic design of the report needed to be discussed and for this purpose Mr. Cognac suggested contacting a previous consultant. 5. Ms. Ying Gao (UN-Habitat) remarked that chapter 2.5 was near to completion and a draft was circulated yesterday (29 June 2015). The chapter only had minor issues to be corrected, including citations and a better narrative. It was noted that the complications with this chapter were the result of three agencies working on one chapter. Ms. Gao furthermore emphasized the need for strong photographic content to improve the report's appearance. 6. Mr. Krautz confirmed the need for recommendations on chapter 2.5 to facilitate in the editing process. All parts, besides chapter 1 and 2.5, had been finished from his side. 7. Ms. Justine Sass (UNESCO) suggested merging chapter 2.5 into chapter 1, and the editor could decide on feasibility of this. Ms. Sass noted the missing of feedback from the Youth Advisory Group (YAG) and stressed the importance of including their opinions, as this group had been engaged for many months. This statement was underscored by Ms Sue Vize (UNESCO) and Mr. Marco Roncarati (ESCAP). 8. Mr. Doug Ragan (UN-HABITAT) emphasized the challenges of having three topics within one chapter, and suggested the urbanization part be mainstreamed. It was decided that the chapter could stay as it was but be reinforced. Mr. Ragan suggested the Youth Envoy be part of the report (such as contributing to the foreword) for raising its profile and broader dissemination. 9. Mr. Aries Valeriano (UNAIDS) requested to include an updated number on HIV cases by the end of July 2015 after the publication of a new UNAIDS report; this was agreed upon. 3 Record of 9 th Meeting of TWG-Youth

Ms. Mariko Sato (UN-HABITAT) pointed out that the report needed to be presented to the regional directors, which should be done by the co-chairs, and suggested that the head of the RCM and the UNDG put their names to the foreword. 11. The issue of who would sign the foreword was raised and comments were offered by all those present. Consensus was achieved with the suggestion of having the ESCAP Executive Secretary or a senior official from UNDG sign the foreword. Additionally, a message from the YAG and a message from the Youth Envoy each of half a page should be included in the foreword. The foreword by the co-chairs should be drafted on 1 July 2015 and forwarded to the relevant agencies on 2 July Follow-up decisions A series of decisions were made related to agenda item 2; these are found in part II of these minutes. Agenda item 3: Other matters 12. Ms. Gao presented on the Youth Urban Assembly to be held on 17 and 18 October 2015 in Jakarta, prior to the Asia-Pacific Urban Forum of October The purpose of the Assembly would be to strengthen youth s participation in urban development agendas. The staging of the Assembly right before the forum was intended to influence the governments by gaining attention to allow youth to speak at the form. 13. Ms. Krairiksh concluded the meeting, thanking all those present, and suggested ESCAP stepped down as one of the co-chairs in order to offer another agency the opportunity to co-chair the group, while affirming that co-chairs should be represented by their directors. Follow-up decisions 1. Regarding future co-chairing arrangements for the Group, members to consult their directors to find out about expressions of interest to take over from ESCAP and to co-chair with ILO and report back at the next session of the TWG-Youth. 4 Record of 9 th Meeting of TWG-Youth
