2 Child Protection SIG Annual Meeting Agenda, CONGRESS / ICP 2013 The International Congress of Pediatrics 2013: The 27 th Congress of the IPA is to be hosted by the Division/College in Melbourne from August As a result, the Division has determined that it will not be meeting as part of the RACP Congress in Relevant community and health sessions will be incorporated in the IPA Congress program. To register your interest in the congress visit 8. IDEAS FOR SIG ACTIVITIES FOR 2012/13. Suggestions from members. 9. OTHER BUSINESS 10. NEXT MEETING To be discussed. Consideration is to be given to whether the meeting is held as part of the ICP 2013 or the Chapter Satellite Meeting. 4 Draft Mins - Child Protection SIG Annual Meeting, CONFIRMATION OF THE MINUTES OF THE MEETING HELD IN MARCH 2010 The unconfirmed Minutes were not approved, due to the fact that there were no attendees from the 2010 meeting at today s meeting. Send unconfirmed Minutes to two members who attended the 2010 meeting for ratification Divisional Office ASAP 4. REPORT FROM THE CHAIR The following issues were raised/discussed: Update on National Child Protection Framework (Australia) It was noted that the Framework is proceeding in line with Commonwealth funding. Education/Curriculum developments and training in community child health Members noted that the RACP Advanced Training Curriculum in Community Child Health has been ratified by the College Education Committee and is available at It was further noted that the curriculum contains specific child protection training requirements that cover the spectrum of child protection at a primary, secondary and tertiary level. Dr Donald advised that the SAC is considering the appointment of a child protection SIG member to the committee. Review of RACP Policy; Protecting Children is Everybody s Business It was noted that the RACP s policy titled Protecting Children is Everybody s Business is undergoing review. The aim is to produce two documents that will be linked. A shorter document will relate to forensic/child protection paediatrics; medical assessment at a tertiary level; expert witness practice; clinical standards; peer review and tertiary level training. A larger document will focus on primary and secondary aspects of child protection. This will include policy on early intervention, prevention and other aspects of child protection that do not involve the statutory welfare system but rather community-based agencies, including NGOs. Discussion was held relating to input from New Zealand. Members were advised that Dr Russell Wills has been appointed as the new Children s Commissioner in New Zealand. The importance of input being received from New Zealand in relation to the policy review was reiterated. The aim is to have the drafts available for review within 2-3 months. Future development of position statements Members gave in principle support for the development of position statements by the SIG. Issues relating to the number and length of position statements, and available policy officer/administrative support for the development of these proposed position statements were also discussed. 2
5 Draft Mins - Child Protection SIG Annual Meeting, Dr Jacqueline Small outlined, briefly, the policy development and approval processes within the College. It was appreciated that, in the first instance, a detailed scoping document is required outlining the need for any position statement and the associated costs relating to its development. This requires approval by the College Policy & Advocacy Committee, prior to any work commencing. Resolution: That this issue, including suggested topics, be further discussed by the Governance Committee. Discuss further Governance In due course Committee 5. NEW CHILD PROTECTION SIG GOVERNANCE COMMITTEE Members noted that the following were to continue on the Committee: Dr Terence Donald (SA) Dr Geraldine Goh (WA) Dr Annie Whybourne (NT) Members noted that the following were elected after the recent election process: Dr Jan Connors (QLD) Dr Zoe McLaren (NZ) In addition, it was noted that the remaining members of the Governance Committee will not be continuing on the Committee as they have served the maximum period of 6 years. It was appreciated that the Governance Committee aims to be representative of Australian states/territories and New Zealand. Update Governance Committee Divisional Office ASAP membership list and website Ascertain ACT representative T Donald ASAP RACP CONFERENCE TO BE HELD IN BRISBANE Members noted that the RACP Congress will be held from Sunday, 6 Wednesday, 9 May 2012 in Brisbane. The proposed theme is Injury and Disease Prevention. A number of Chapter sessions are planned throughout the program. Members were asked to send suggestions for the 2012 RACP Congress sessions to paed@racp.edu.au Forward suggestions to Divisional All Members ASAP Office 8. CHAPTER OF COMMUNITY CHILD HEALTH MEETING Members noted that the 2012 Chapter Satellite Day will be held in Brisbane on Sunday, 6 May 2012 and Chapter members will be supplied with further details as planning progresses. Discussion was held relating to the advertising of the 2011 Satellite Day and concerns were raised in relation to members not being made aware of the dates. It was appreciated that reminders were sent from the Divisional office at regular intervals. Concerns were raised that the SIG listserv membership list may not be up-to-date. It was also suggested that the Satellite Day information be made available via the College website. Subsequent Note: Advertising occurred via regular s directly to Chapter members from the Divisional office. These s were not just limited to the SIG s listserv. Information was also included in Chapter Chat, Paediatric Potpourri and on the Chapter page on the College website. 9. IDEAS FOR SIG ACTIVITIES FOR 2011/12. Advice from members was sought relating to the future work of the SIG and the following was suggested: Greater interaction between the Governance Committee members and their constituents in the state/territory/nz A Governance Committee planning day to discuss issues pertinent to the SIG and individual states/territories/nz and to plan its future work plan. 10. OTHER BUSINESS 10.1 Parliamentary Secretary for Disabilities and Carers. Members noted that the College is in the process of communicating with The Hon. Jan McLucas in relation to inflicted traumatic brain injury in children and child 4
7 Draft Mins - Child Protection SIG Annual Meeting, protection training issues. A meeting is being proposed with Ms McLucas to further discuss these issues Toddler Beauty Contest in Melbourne. Members noted that the Division has been approached by Professor Phill Brock, Chair of the Faculty of Child and Youth Psychiatry, RANZCP seeking to partner with the Division on a media release relating to the upcoming toddler beauty contest to be held in Melbourne. Discussion was held relating to this issue from a child protection perspective re: sexualisation and exploitation of children. The importance of this being a joint statement, rather than an individual group s statement was reiterated. Progress issue G Chaney ASAP 10.3 Colin Borg s resignation. Members noted that Colin Borg - Senior Executive Officer, Paediatrics & Child Health Division has recently resigned. This matter is to be further discussed at the Chapter of Community Child Health Annual Meeting to be held on Wednesday, 25 May Child Protection Listserv. It was noted that there are currently 240 members on the listserv. Membership is limited to medical practitioners. NEXT MEETING Members noted that this issue has been discussed by the Governance Committee, Chapter Committee and within the SIG over many years. It was appreciated that a detailed process is required to be followed in order to have a subspecialty accredited/approved within the Australian/New Zealand setting.
