Bylaws Cost Rationale This new procedure turned out to be a barrier to attend WSBC because it is slowing down registrations. We have not been enforcing it. We decided to register all the delegates for WSBC 2013 and 2014 even if the bylaws were pending. Some service bodies need a lot of advance notice to make the necessary changes to their bylaws. The regional trustees are continuing to work with the service bodies on their bylaws to bring them in compliance. Bylaws, Subpart B, Article IX Board of Trustees, Section 4 - Qualifications by inserting as follows: Current Wording Article IX Board of Trustees Section 4 - Qualifications d) In addition, region trustees: 1) Are to physically reside in the region represented no less than the six months immediately prior to election. 2) Elected regional trustees will maintain physical residency in the regions represented for two-thirds of each year of their terms, excluding OA-related business travel. 3) If a change of status of physical residence of a regional trustee occurs following the election to office, said trustee will notify the Board of Trustees of the change in status immediately. The trustee will vacate the position at the next World Service Business Conference, where elections will be held to fill the incomplete term. 4) Additional qualifications for regional trustee may be set by each region. Intent To provide the most sound and appropriate method of selection of the Executive Committee, the OA entity responsible for the administration of the OA World Service Office. Bylaws, Subpart A, Article V Directors/Management, Section 14 Executive Committee reads There shall be an Executive Committee of the board, whose members shall consist of the general service trustees. To be of maximum service to OA as a whole, our general service trustees should possess the baseline previous experience of having participated in the discussions and decision making processes which have impacted the membership of OA, financial and otherwise. This section of the bylaws proposed for amendment currently allows for individuals without any experience of having served on any OA service board of any kind, to become general service trustees and by extension, instantly responsible for the fiscal and day-to-day administration of Overeaters Anonymous, Inc. Although paid special workers, many who have been in the employ of the OA World Service Office for many years, possess a particular type of expertise, ultimately, it is our elected trusted servants, the Executive Committee, which is charged with making decisions for the OA World Service Office. OA needs its general service trustees to responsibly administer the OA World Service Office. The executive board should possess the service background, experience and resilience in order to direct the OA World Service Office. Consistent with these Concepts of Service: 8) The Board of Trustees has delegated to its Executive Committee the responsibility to administer the OA World Service Office. 9) Able, trusted servants, together with sound and appropriate methods of choosing them, are indispensable for effective functioning at all service levels.

It has proven to be a record-keeping nightmare for the WSO, regional/virtual services trustees, and service bodies, trying to remember when each revision was made to OA, Inc. Bylaws and when service body bylaws must be updated. Service bodies may only meet to revise bylaws once per year, and they are always trying to get caught up with revising bylaws. Many service bodies have difficulty finding people willing to do this service, and this is likely not the most important use of the time and effort of those trusted servants. Our primary purpose is carrying the message to those who still suffer, and it is sometimes difficult to see how revising bylaws helps the still suffering compulsive eater. The regional/virtual services trustees will continue to work with service bodies to ensure that their bylaws do not conflict with OA, Inc. Bylaws. Open the meaning of the Steps and Traditions by honoring all persons interpretations of the meaning of God, including female, nature, etc. Implementation Update OA, Inc. Bylaws. Gradually change all literature as it is published in the future to reflect the word God or God s instead of He or Him in the Steps and Traditions. Cost Limited to the cost of editing the original material for each book or brochure before the next publication date. Revise as we go forward. Unsure of the cost of this edit. Rationale My Higher Power has guided me for years to submit this suggestion, and I do what she says eventually through her Grace, the power of this amazing program and abstinence. As Frank Lloyd Wright wrote, I believe God, and it is spelled Nature. I humbly submit these amendments in the spirit of Step Three, Made a decision to turn our will and our lives over to the care of God as we understood Him. We are urged to develop a relationship with a God of our understanding by this hallowed program. The use of the word He and Him throughout the Twelve Steps and Twelve Traditions unnecessarily limits the scope of this understanding to a male persona. It nearly drove me away from program. I was desperate enough to stay, thank God. Our mission is in part to be inclusive of all peoples joining our program, accepting of all the many concepts and forms of God that exist nationally and internationally. Many do not believe God is a male. Do we not have an obligation to make our guiding literature read in such a way as to be open to all concepts of Higher Power? Can we afford to have someone die of this deadly disease because our central Steps and Traditions portray a narrow definition of God that excludes the God of their understanding? Can this change be made simply by an editing process in all future publications? I believe it can. May I suggest that this change actually creates clarity of the original intent and meaning of the Steps, and removes a significant level of prejudicial language regarding the meaning of God.
