Now with our quick ability to post documents online, a shorter period of time will suffice. There was also a misconception that a

A delegate can register at Conference, if he/she so chooses. The staff does need some time however, to ensure that meeting space and meal reservations are adequate. If this happens, the service body would not be able to seat a delegate that was eligible when they first registered for WSBC. By establishing that the January report is the one used, there will be no possibility of loss of funds for a service body due to the purchase of a plane ticket, etc. in anticipation of the event. Bylaws, Subpart B, Article XIV Bylaw Amendments, Section 1 Procedure, Part e by striking and inserting as follows: Current Wording Article XIV Bylaw Amendments 1) Procedure d) Except as otherwise specified by these bylaws, proposed amendments to Subpart B may be adopted by a two-thirds vote of the delegates present and voting provided a quorum is present. e) Amendments to Article I (Twelve Steps) and Article II (Twelve Traditions) of Subpart B of these bylaws may only be adopted if, in addition to d) above, they are ratified by three-fourths of the registered Overeaters Anonymous groups responding within six months of notification, provided at least fifty-five percent of the registered groups have responded. Proposed Wording Article XIV Bylaw Amendments 1) Procedure d) Except as otherwise specified by these bylaws, proposed amendments to Subpart B may be adopted by a two-thirds vote of the delegates present and voting provided a quorum is present. e) Amendments to Article I (Twelve Steps) and Article II (Twelve Traditions) of Subpart B of these bylaws may only be adopted if, in addition to d) above, they are ratified by three-fourths of the registered Overeaters Anonymous groups responding within six months of notification, provided at least fiftyfive thirty percent of the registered groups have responded. This bylaw change would require no new procedures to be implemented. The same methodology currently used to contact OA groups would be employed.

14 WSBC 2015 Bylaw Amendment Page 2 Proposal Item: 7 Cost Rationale The purpose of the ratification requirement is to ensure that OA as a whole agrees with any amendments made to Subpart B, Articles I or II of the bylaws. The current procedure requires 55 percent of all registered groups to respond in order for a ratification to move forward. We feel that a change this significant ought to involve an active consensus process, not a passive no vote. We indeed hope that close to 100 percent of our registered groups reply. Our understanding is that WSBC has never had a response rate above 35 percent, which makes the 55 percent response rate an unattainable threshold. We propose lowering the threshold to an achievable amount (30 percent). We believe this actually provides an incentive for groups to engage in a dialogue on this issue. We believe the current requirement ensures defeat and that OA as a whole would be better served if the ratification required a yes vote from groups who take to heart the good of all OA and weigh in with their vote. This change will create a call to action to the Fellowship to ensure that their voice is heard in such an important change to our program. This, we believe is the true intention of the ratification process that all groups who wish to be heard have a voice. History No history in the past five years. WSBC Motions Review Committee Comments
