3 A report to supporters and members of Indiana Business for Responsive Government (IBRG), the Indiana Chamber of Commerce, and allied organizations. This report will be updated as additional election results are received in the hours and days following. The Power of Democracy and a Nation at Change Indiana Business for Responsive Government (IBRG), the non-partisan political action program of the Indiana Chamber of Commerce, scored a very successful general election. 57 of 59 IBRGendorsed candidates facing opposition were victorious, including Republicans and Democrats. Twenty (20) additional endorsed candidates did not face general election challenges. Eleven (11) new legislators won with IBRG-endorsements. IBRG was significantly-engaged in support of five (5) top-target candidates in open-seat races, as well as successfully defending six (6) pro-economy incumbents seriously challenged with defeat. In a stunning Indiana election, Republicans swept all statewide races by significant margins, led by a twenty percentage point victory by Donald Trump. Governor, Attorney General and Superintendent of Public Instruction (the last with Indiana Chamber endorsement). In the General Assembly, Republicans seriously exceeded expectations again in a volatile and election environment. In the House, Democrats were able to pick-off just one first-term incumbent Republican legislator in Lake County (after an unprecedented multi-race battle in northwest Indiana for weeks), with the result being a GOP majority next year. In the Senate, Republicans actually managed to expand their majority by another seat to a 41-9 majority. They did so by defending two very competitive open seat races in Indianapolis and by picking up an open seat in LaPorte (by default from Democrats). Twelve (12) new members were elected to the House and nine (9) new members to the Senate. One (1) additional Senate seat will become vacant with a resignation and be filled by a local caucus later this year. This turnover in new seats rivals the huge numbers out of the 2010 and 2012 election cycles. It seems that every national election in recent times has been labeled historic (among many other adjectives) before and after the votes are cast. Without question, the 2016 elections fit that label, but it s really more than that. A fundamental realignment of the American electorate is well under-way, driven by major upheavals and demographic shifts in this nation. 1
4 Summary of Election Results Indiana House of Representatives Republicans lost only one (1) seat in the House to see their majority reduced to majority, but still maintaining their quorum-proof majority with room to spare. Eleven (11) seats in the House were open this election, with no incumbent on the ballot. This may have been the most narrow battlefield in House races in the last decade in terms of the number and geographic base for House races. Much of the battle in House races centered on Lake County districts where Republicans had won several seats from in traditionally Democratic areas that were highly-competitive in this tumultuous election cycle. Now, it was time to defend several vulnerable incumbents, including Rep. Soliday, Fine, Olthoff and Slager. Incumbents Defeated: House 12 Rep. Bill Fine by former Rep. Mara Candelaria Reardon Top House Incumbent Races where IBRG-endorsed candidates won: House 4 Rep. Ed Soliday defeated Pamela Fish House 15 Rep. Hal Slager defeated Tom O Donnell House 19 Rep. Julie Olthoff defeated former Rep. Shelli Vandenburgh House 62 Rep. Jeff Ellington defeated Steve Lindsey House 89 Rep. 5 Indiana State Senate Senate Republicans picked up one (1) seat to build a fortress 41-9 majority. While House races focused on northwest Indiana, in the Senate most of the fight was in the Indianapolis area. A spirited challenge to Sen. Charbonneau in northwest Indiana a difficult area for the GOP for months - was one exception and important victory. Three (3) open Senate seats (i.e. no incumbent seeking reelection) centered the battlefield in Indianapolis Senate 30, 32 and 36. Senate 30 John Ruckelshaus (IBRG-endorsed) defeated Indpls. City-County Councilor Pamela Hickman in the biggest, most expensive Senate race this year. This was a major win in a Democrat-leaning district with arguably the perfect GOP candidate in this very diverse district running from Fishers to the near northside of downtown. Senate 32 Aaron Freeman (IBRG-endorsed) defeated ISTA-backed Sara Wiley (D) for the southeast Marion County seat of retiring Sen. Pat Miller. The ISTA teachers union had targeted this race (Wiley is an ISTA teacher activist) aggressively. Senate 36 Jack Sandlin (IBRG-endorsed) won a relatively close race against Sean Gorman. This district runs from downtown Indianapolis through Perry Township into the northern portion of Johnson County. 3
