1 I. THE LEGISLATIVE, EXECUTIVE AND ADMINISTRATIVE SERVICE 1. BILL OFFICE 1.1 Introduction: Bill Office deals with the Government as well as the Private Members Legislative Business. During the year 2016, the Rajya Sabha held 72 sittings in four Sessions, namely, 238 th, 239 th, 240 th, and 241 st. Of the 72 sittings, the House transacted Government Legislative Business and Private Members Legislative Business in 41 and 6 sittings respectively. 1.2 Government Legislative Business: (i) Bills introduced in the Rajya Sabha: 2 Bills were introduced in the Rajya Sabha during the year. (Annexure-1.1) (ii) Bills originating in the Rajya Sabha, considered and passed: 8 Bills originating in the Rajya Sabha were considered and passed during the Year. (Annexure-1.2) (iii) Bills transmitted by the Lok Sabha and laid on the Table of the Rajya Sabha, considered, Passed/Returned: 40 Bills were transmitted by the Lok Sabha and laid on the Table of the Rajya Sabha during the year of which 14 Bills were Money Bills. Out of 14 Money Bills, 6 Bills could not be returned by Rajya Sabha and were deemed to have been passed by both Houses under article 109(5) of the Constitution and one Bill, namely, the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Bill, 2016, was returned to Lok Sabha by the Rajya Sabha with recommendations which were rejected by Lok Sabha. The remaining 7 Money Bills were returned to Lok Sabha without any recommendations. Of the 23 other Bills, 20 Bills were passed by Rajya Sabha and remaining 3 Bills are pending in the Rajya Sabha (Annexure-1.3) (iv) Bills originating in the Rajya Sabha and referred to the Department-related Parliamentary Standing Committees: Neither of the 2 Bills introduced in the Rajya Sabha was referred to the Department-related Parliamentary Standing Committees. (v) Bills originating in the Lok Sabha and referred to the Department-related Parliamentary Standing Committees: 4 Bills introduced in the Lok Sabha, were referred to the Departmentrelated Parliamentary Standing Committees under the administrative control of the Rajya Sabha. (Annexure-1.4) (vi) Bills referred to Select/Joint Committee: 1 Bill was referred to Select Committee of Rajya Sabha and 2 Bills were referred to Joint Committee under the administrative control of Lok Sabha. (Annexure-1.5) (vii) Bills withdrawn: 2 Bills, as introduced and pending in the Rajya Sabha, were withdrawn during the year. (Annexure-1.6) 1.3 Private Members Legislative Business: (i) Bills introduced in the Rajya Sabha: 48 Private Members Bills were introduced in the Rajya Sabha during the year. (ii) Bills considered, passed/negatived or withdrawn: 4 Private Member Bills were considered by the House of which 2 Bills were withdrawn by the leave of the House. 1 Bill namely, the Constitution (Schedule Castes) Order (Amendment) Bill, 2014 by Shri Vishambhar Prasad Nishad, M.P., came up for discussion on 24 th April, 2015, 4 th December, 2015 and 26 th February, 2016, the motion for further consideration of the Bill was put to the vote of the House and the motion was negatived. Another Bill, namely, the Andhra Pradesh Reorganisation (Amendment) Bill, 2015 by Dr. K.V.P. Ramachandra Rao, M.P., was discussed on 11 th March and 29 th April, On 5 th August, 2016 the Deputy Chairman through a ruling deferred further discussion on the Bill under rule 186(8). Further proceeding on the Bill was terminated on 18 th November, 2016 on a ruling made by the Deputy Chairman under rule 185(3) of the Rules of Procedure and Conduct of Business in the Rajya Sabha. There was no substantial change in the original Action Plan of the Bill Office during the year As regards, the performance of the section, review meetings were held to have an assessment of achievement of the goals and targets set under the plan. Digitisation of records of Bill Office for creating online digital archives is underway. 1.8 Training: The following personnel have attended the training programme in 2016:- S.
