We started with just 3 members at San Diego and as of this report have approximately 30 members which includes a couple pending applications. We were one of the first sections to test the virtual format of gotomeetings.com for the IACP at our 2009 mid-year section meeting. The ability to use this format creates an opportunity for all section members to participate in section discussions given each agency s current budget shortfalls. The use of this format was a success of those involved. The 2009 IACP Annual Conference in Denver last October was one of the few times that it has been held in a city that also has a State Capitol. The annual section meeting in Denver included an opportunity thanks to the Colorado State Patrol of getting a personal tour of both the Colorado State Capitol and the Governor s Mansion. This was an excellent opportunity for section members to network with another agency that is responsible for law enforcement and security services at a State Capitol and/or Executive Residence. A special thanks to Capt. Leonard Dittman for taking care of the logistics for us. A major objective of the section is to create a Capitol Police Resource Manual. This Resource will contain three sections upon its initial creation. The first section will contain a list of all organizations that have law enforcement responsibility or protective functions over their Capitol Building, Grounds or Protectees. The second section will contain model policies (gathered via survey) as approved by the Capitol Police Section s membership. The third section will be considered as a Training Supplemental; it will contain model lesson plans/training guides (gathered via survey), as approved by the Capitol Police Section s membership. Other objectives of the section are to fill the open regional vice chair positions, which will help to promote and recruit new members to the Section. We plan to work collaboratively with S&P Committee/Sections as approximately 35 of their member agencies also have jurisdiction of State Capitols. The IACP is in the process of grouping committee and section chairs together by Board oversight. Superintendent Mark Dunaski of the Minnesota State Patrol has board oversight for our Section. The other committee/sections in this group are Highway Safety, Vehicle Theft, Aviation, Civil/Military Cooperation and DRE. I m continually inspired by the people I have made contact with and their dedication to their profession while talking with them about the IACP Capitol Police Section. I hope to get a chance to work and meet with all of you.
2 IACP Capitol Police Section Mission: The mission of this section is to allow its members to develop and promote professional relationships among its members and the IACP; and to increase the efficiency and capabilities of each law enforcement agency that provides service to our state and nation s critical assets. This will be accomplished by providing educational training, promoting effective leadership, sharing information, and mentoring our future leaders. Capitol Police Section Membership: Section membership is open to individuals who are now, or have been, engaged in or responsible for providing police services at a national or state/providence State House. Section members will promote and develop beneficial relationships with the private sector and our individual communities. Integrity, honor, and ethical behavior will be the standard for professionalism among our section members. Mid-Year Capitol Police Section Meeting The Capitol Police Section Board of officers invites its section members and potential members to its virtual mid-year meeting on gotomeetings.com. The meeting is scheduled to take place on Friday, April 9, 2010 at 11am (eastern time) and last for approximately 1 ½ hours. Captain Marc McCune of the Kansas State Patrol Capitol Police (Troop k) is on the agenda to discuss and answer questions on their recent implementation of weapon screening at the Kansas State Capitol. Captain Leonard Dittman of the Colorado State Patrol is on the agenda to discuss active shooters. If you are planning on attending this virtual meeting, please contact Dan Blackdeer, so he can send out meeting notice and pass code. Member Department Wisconsin Capitol Police In each issue of the Capitol Beat, we plan to highlight one of the member departments in the Capitol Police Section. This will be an opportunity for our members to learn about each others departments and responsibilities. Highlighted in this issue is the Wisconsin Capitol Police Department. Attached is an article written by Wisconsin Capitol Police Deputy Chief Blackdeer with assistance from Department historian Sgt. Lisa Kaufman. Any other member department that would like to contribute an article for the next issue of Capitol Beat should contact Section Chair Daniel Blackdeer. Program REACH a Child Greetings IACP Capitol Police Members; As CEO of the REACH a Child non-profit organization we would like to invite your participation ( The IACP organization) in what officers across the country are calling the fastest growing Crime Prevention initiative in the country. What we are REACH a Child do is collect children s books from around the country, sort them and place them into backpacks for officers and first responders to give ( one book at a time ) to children that they encounter on a daily basis in some sort of a crisis situation. The idea is that through the gift of a children s book the officers have an opportunity to establish a positive relationship with a child in a personal way and provide them with an educational escape from the crisis that they may be involved with at the moment!
3 ABOUT IACP The International Association of Chiefs of Police is the world's oldest and largest nonprofit membership organization of police executives, with over 20,000 members in over 89 different countries. IACP's leadership consists of the operating chief executives of international, federal, state and local agencies of all sizes. Packet of children s books for the officers and staff to give to children at the scene of an accident, domestic dispute or lost child situation! (B.A.C.K. Stands for Become A Cheerful Kid!) Gilbertson - Co-Founder/CEO Children's Book Author Young Family Quilt Project The Young Family Project has been completed and was sent into the National COPS organization for raising funds for this very deserving organization and the work they do for the concerns of Police Survivors. It is scheduled to be part of a raffle as part of National police week. I will be reaching out to the National COPS organization to see if the IACP Capitol Police Section can make a donation to make this quilt part of this section. It was this section first project and was responsible for collecting all the patches. The goal would be to proudly display this quilt which represents this section at its mid-year and annual conference meetings. RIDE4COPS Motorcycle ride to every State Capitol Last November, I was sent an containing a PDF of a story about the NIC CEO Harry Harrington mission to ride his Harley Davidson motorcycle to every State Capitol to raise money for the National COPS organization. He has set a goal of raising $125,000 over the next years. We applaud his efforts for this very worthwhile cause and we should reach out to help when visiting each of our State Capitols Please take time to visit the and see when he plans to visit your area. 5 Wisconsin Capitol Police HISTORY The department history was a bit of a challenge, but we did discover as far back as 1881 that there were five police officers. According to the Wisconsin Blue Book, in 1883 there were four police officers under the Department of Public Property and approximately $2,100 was budgeted for their annual salaries. The Watchmen labor about the Capitol was approx. $1400. By 1903 there were eight police officers and two night watchmen. Courtesy of Wisconsin Historical Society Website One of the biggest stories about the Capitol is the 1904 Night of the Fire where the night watchmen provided services similar to some of our security and policing today. Here is part of the story recorded in the press from 1904; Late on the evening of February 26, 1904, the lights in the Capitol dimmed, and then went out, as they did every night between 10:00 and 11:00 PM when the generator in the basement which produced the buildings electricity was shut down for the night. The only illumination remaining in the Capitol until daybreak would be two gas jets on the buildings second floor. These lights were intended to be used by the two night watchmen when they were not occupied performing one of their two nightly grand rounds, which took them to all parts of the Capitol, including the attics over the Senate and Assembly Chambers, where a series of pipes with open nozzles were laid so the rooms could be flooded in a matter of minutes if the danger of fire threatened. Over $20,000 had been appropriated to install the sprinkling systems over the chambers. The Capitol had one of the most advanced fire systems of its day. Nevertheless, a principal part of the duties of the night watchmen on their grand round was to check all the fireplaces and stoves in the building to insure the embers were extinguished. During one grand round, night watchman Nathanial NAT Cramton smelled smoke shortly after 2AM. He immediately went upstairs to his second floor post in the west wing, following the odor. Arriving at the Assembly Post Office, Cramton found a recently varnished ceiling above
6 the gaslight ablaze. He attempted to put out the fire by throwing a pail of water up on it, but the blaze had already progressed beyond such efforts. While the other watchman, Mr. Chase unrolled a hose from the nearest standpipe, Cramton telephoned Madison s central fire station alerting the main company which raced to the State house. Meanwhile Chase had found that there was almost no water pressure, although he found the connection, hose and nozzle in good working order. Unknown to Cramton and Chase, an engineer at the University had drained the tanks in the main hall in the course of cleaning out a boiler. Madison firefighters, mostly volunteers arrived, but the fire spread and broke out again. The Madison firefighters discovered the same problems with the fire hoses. The cause of the fire is believed to have been from the gas jets in the closet/cloak room on the second floor next to the Assembly Post Office. The north wing was the only part of the building saved. Slowly over the years from 1906 to 1917, the old Capitol was dismantled and scattered, and the new Capitol which stands today was constructed. In 1949 a private homeowner, John Hefty sold his Mansion on Lake Mendota to the State of Wisconsin for $50,000 and it was turned into the State s Executive Residence, which is still used today for the Governor of Wisconsin. In the late 1960 s a man named Ray Hustad was the Head of Capitol Security. He was not titled as Chief. Ray would stay with the Capitol police throughout the 1970 s and later was promoted to the rank of Sergeant after the first Chief was hired. We do know that in response to a civilian group and Father James Groppi, who took control of the State Capitol Assembly Chamber in 1969 to protest the reduced funding to welfare programs signaled a need for change in how security is handled at the State Capitol. The legislature asked the United States Secret Service to conduct a study and subsequent recommendations for improved security of the Capitol resulted in the state hiring a number of police officers to provide law enforcement services at the Capitol and other DOA owned facilities. The State Legislature changed the then capitol security force to the State Protective Services in The State Protective Services were assigned to the Dept of Administration. Many of the Security guards at the time were given the opportunity to attend a police academy and become the first police officers for the State Protective Services, which later became the Wisconsin Capitol Police.
7 Mission of Wisconsin Capitol Police The Wisconsin Capitol Police Department is committed to providing the highest quality of personalized services to all who live, work, visit, and learn in our State. We believe in the dignity of all people and respect individual and constitutional rights in fulfilling this mission. We are committed to working cooperatively with the public to preserve peace, protect life and property, reduce the fear of crime, and provide needed services to the State of Wisconsin. In addition to our legal and administrative requirements, the Capitol Police is directed by our core values that guide our department and the behavior of our employees. These are our values that guide our work and decisions: Human Life We believe that human life is sacrosanct. We will defend it to the very end. We use the minimum amount of force necessary in all situations that escalate above open dialogue. Integrity We believe that integrity is the basis for personal and public trust. We will not compromise others or ourselves. Diversity We believe that our diversity is strength, which moves us toward excellence. We recognize and appreciate the ethnic cultures in the departments and the community. Problem Solving We are accountable for working to help solve neighborhood problems through non-traditional means not limited to the criminal justice system. Community We exist to serve the community and the State. Our resources are organized and delivered to meet the needs of the citizens. Sensitivity We will be sensitive to the needs and concerns of our clients. We will show empathy and caring for victims, complainants, and all people we meet. Teamwork We recognize the importance of each employee as an individual and team member. We believe that cooperation among ourselves will enable us to combine our diverse backgrounds, skills and styles to achieve common goals.
8 Services & Units The Capitol Police Department is authorized for 51 full-time employees (FTE) and is currently staffed at 48 FTE s. The Deputy Chief in Madison oversees the Patrol Bureau, which has offices in Madison and Milwaukee. The Madison patrol unit has three 8 hour shifts with 5-8 officers and 1 Sergeant staffing each one. The Milwaukee unit is staffed by 2 officers and 1 Sergeant, working Monday through Friday from 6am to 5pm. The Madison and Milwaukee Patrol Divisions handle roughly 13,000 calls for service a year. The Lieutenant in Madison oversees the Support Services Bureau. This Bureau consist of the Dignitary unit, Police Communication Unit, Court Services and Technical Services. The Dignitary unit consists of 7 officers and 1 Sergeant. The Dignitary Unit provides security for the Governor, his family, and VIPs that visit the State of Wisconsin. The Communication Unit is comprised of 6 full time, 2 part time PCO s and 1 Sergeant. The communication center dispatches officers in Madison, and helps monitor officers in Milwaukee. They annually handle more than 13,000 calls for service and monitor over 3,000 alarms. Not only do they dispatch for our department; they respond to outside departments to verify alarms that are received from around the State. The Administrative Staff is in Madison and is staffed by 2 civilians. They re responsible for security alarms, computer services, report writing, and activity/parking permits. The Court Service Unit is in Madison and staffed by a detective. This unit is responsible for court records, follow-up investigations, and evidence. The department also employs a Locksmith and an Electrical Technician. They are primarily responsible for installing security equipment and maintaining it. Some of our officers are certified instructors. The Department of Justice, Division of Training and Standards, certifies these instructors and enables the Department to conduct our own in-service training. We have qualified instructors in Firearms, Defense and Arrest Tactics, Narco Pouch (drug testing), CPR, including Automatic External Defibrillators, and Emergency Vehicle Operation. Each officer has attended the Police Academy which in the State of Wisconsin is 520 hours and then must complete the department s field-training program. It consists of 15 weeks on the job training before officers are on patrol by themselves. Officers are required to attend 8 in-service days per year, of which 4 are directed toward firearm instruction. They are also required to attend Emergency Vehicle Operation and Pursuit training. The department has several out-reach programs. The officers provide training in CPR and Violence in the Work Place. They also work with safety captains in every state office building, including Green Bay, Wisconsin Rapids, and La Crosse.
9 The Department handles many different types of calls for service. Last year we handled calls for service ranging from Preserve the Peace to Death Investigations. Our officers are here to protect and serve the general public and employees that visit and work in our facilities.
