We will donate all collected to a local food shelf on behalf of our SD 49 Republican Community. Richard W. Stanek, Hennepin County Sheriff, is serving his 2nd term in Minnesota's largest county with 1.3 million residents. He was first sworn in on January 1, 2007, and was re-elected in A 29- year veteran of law enforcement, Sheriff Stanek began his career in t h e M i n n e a p o l i s P o l i c e Department. While a police officer, Sheriff Stanek was elected five times to the Minnesota State Legislature. He chaired the House Crime Policy & Finance Committee and authored Minnesota's Felony DWI law, Minnesota's standard for DNA collection for predatory offenders, and Minnesota's Homeland Security Act of Sheriff Stanek currently serves in leadership positions with several national organizations and on several national boards. In January of 2012, Sheriff Stanek began a two-year term as President of the Major County Sheriffs' Association (MCSA). Among his responsibilities with MCSA, Sheriff Stanek participated in the President's national law enforcement working group that was convened by the White House to address gun violence. In 2013, he testified at the Minnesota State Legislature on improving the system for criminal background checks and the intersection of extreme gun violence and untreated mental illness. 2 March 2013 Issue Page 2 of 10 A Palliative Cure for Minnesota s Economy, By Bill Glahn Now that Governor Dayton has executed his do over" on the state budget and the legislature has reached its first deadline of the year, it is a good time to assess where Minnesota stands in the third month of one-party rule. About a month ago, I observed that those voters still waiting for that pro-growth agenda promised by the state s Democrat (or DFL, Democrat-Farmer- Labor as we style it in the North Star State) majorities were going to wait in vain. After unveiling his Budget 2.0, Governor Dayton spoke to the state s largest business group. Although accounts of the meeting are wildly divergent (the differing accounts did not go unnoticed), local CBS-TV reporter Pat Kessler filed this report under the headline Gov. Dayton Lashes Out At Chamber Of Commerce. Kessler reported, I expect that the chamber will oppose it, Dayton said. All I ask is that you oppose it with the facts. Gov. Dayton told a stunned luncheon audience that Minnesota is among the best places for business in the country, contrary to the Chamber s message. He said government spending is right in the middle, and that the state s tax rank is dropping. The Governor s outburst called to mind President Obama s statement from last summer The private sector is doing fine. Where we are seeing weaknesses in our economy have to do with state and local government. Not having bothered to report the anti-business tirade of the Governor in the first instance, the Star Tribune stepped in on Saturday (Mar 16) with a damage-control puff piece on Dayton's chief of staff Tina Smith. Even within the long, sad history of laudatory journalism, this article must rank as a classic of the genre: it is simply breathtaking in its suckupidness. Touting Ms. Smith s status as every Republican s favorite Democrat hyping her vast network of business friends and noting i m p r e s s i v e t i e s t o t h e l o c a l b u s i n e s s community, the Star Tribune goes out if its way to reassure a jittery business community that there is a steady hand at the wheel of state government. The paper follows Ms. Smith as she moves easily among business leaders and DFL elite. Speaking of DFL elite, Star Tribune columnist Lori Sturdevant weighed in this Sunday on the Governor s budget redo. Sturdevant writes about how income inequality is on the rise in Minnesota and nationwide, a phenomenon which she believes argues in favor of the Governor s efforts to raise income taxes on high income households. Sturdevant writes, It s fair to conclude that the modern Minnesota economy, like the nation s, is a robust engine for making the rich richer and the poor more numerous. Fair or not, it is not at all clear that the DFL elites are uncomfortable with that situation. DFL elites like Mark Dayton (Dayton s/target department store heir) and his ex-wife Alida Messinger (Rockefeller oil heiress) already have theirs. As President Obama once famously said, At a certain point you've made enough money. It could well be that the DFL elite believe that they (or their ancestors) made enough money and feel comfortable enough to pull up the drawbridge behind them. Sturdevant frames the tax issue in these terms, But asking the people on the winning side of the income divide to pay more so that the state s best elevator out of poverty can be kept in good working order? It s absurd to believe that taxing the residents of the penthouse more will translate into extra help for the people in the basement. As I ve written before, Dayton s income tax proposal is less a tax on the wealthy than a tax on those trying to become wealthy. The extra tax revenue is earmarked for education. But with even the brightest kids from low income households not gaining entry into the nation's elite colleges, it s not clear how much good the extra help will do. So in the end, what does one-party rule have to offer? Apparently, the plan is to turn Minnesota into the Portlandia of the Midwest: complete with boutique transportation options based on state-of-the-art 19 th - century transit technology and ever more twee food offerings. If pig tongue or rabbit liver (really) aren t your bag or if you can t afford anything on the bill of fare in the front of the house, the DFL suggests taking a job in the back of the house at a newly raised minimum wage. Indeed, the whole living wage movement is meant as a substitute for a dynamic, growth economy, enabling life as a career busboy, sorry, bus person. Fans of The Godfather movies will recognize this sentiment as the same one expressed by patriarch Vito Corleone s instruction regarding his new son-in-law (Carlo Rizzi), Give him a living, but never discuss the family business with him. The DFL elite is willing to offer a living wage (with someone else s money) to career service workers but they are either unwilling or unable to offer economic opportunity that may lead to real wealth. What they offer instead is a form of palliative care for the economy. This takes literal form in their efforts to bring Minnesotans the joys of "free" health care. Or spiritual succor for their followers, as they promise to take rights away from people they don t like and give rights to people they do like. A special award that is not given every year. Lew Coffey did a fine job of presenting the award to Lynn Swon, with the following words: Good afternoon all - Today it is my honor and privilege to present the Crystal Eagle Award to one of our own, whose years of effort and decades of loyal support have made Senate District 42, Senate District 41 and Senate District 49 the best organized and most active grass-roots political unit in the State of Minnesota. The award itself dates from the 1990's and has been awarded to elected officials, long-serving volunteers, and benefactors whose contributions came in many ways, but always in nearly limitless quantities. In many instances, it represented a lifetime achievement award, because it recognized an allconsuming dedication that laid the groundwork for all that we have at our disposal today. The list of recipients includes the likes of Senator Roy Terwilliger, Rep. Alice Seagren, General Dennis Schulstad, Co-Chairs Jerry Paar and Linda Presthus, and a local barrister of some note, the honorable Gary Flakne, Esq. The honoree of this year is well within the range of this generous company. The effort poured forth over decades of energetic and creative participation has taken very nearly every form imaginable, and continues to this day to expand into even more new roles. To name all of the tasks carried out with such energy and fidelity, would be to catalog nearly everything one could imagine doing, in an organization of political volunteers. Literally everything from sweeping the floors to running for public office, and everything in between. Ladies and gentlemen, it is a distinct and personal honor to come before this convention to present this Crystal Eagle Award, for a lifetime of effort and loyalty, to my mentor, my friend, my inspiration, my Co-Chair, Lynn Swon. At our Convention on February 23rd, Susan Covnick provided us with some comic relief, when she came up with the idea of filling in the cartoon bubble for an elephant pictured on the last page of our Convention booklets. Over 40 of you gave it a go. Some entries were quite serious, some thought-provoking, some very funny. Without looking at the entrants names, a few of us narrowed the cartoons down to the top three, and selected the winner. Drum roll, please And the winner is Pat Teynor! Here is her entry: We really need an elephant in the room. For her victory, Pat wins two free dinner tickets to an SD 49 dinner of her choice, along with a bottle of wine, or sparkling juice. Second place went to Kathy Frey, with Now what s that Ass going to do? and Third place to Lynn Swon s I m on a rampage to take back OUR seats. Check out this website, and you can follow progress of future events on Twitter at #mnsure or #mnhix. Are you aware of the following actions that will take place with Minnesota "Insurance Exchange?" The MN House and Senate have both voted for this legislation. 1.The legislation creates an unelected and paid board of seven directors appointed by the governor to oversee the development and maintenance of the portal (anyone with experience in the insurance industry is prohibited from serving); 2.The board has complete discretion (with no objective criteria) to decide which insurance providers get to participate, and can restrict any provider from participation for any or no reason at all; 3.The Exchange will cost over $100 million by the biennium, and will employ over 100 full-time employees (these are not the costs of providing care or coverage, just managing the internet portal!) 4.Residents who participate must agree to allow both the state and federal government to access their private medical, insurance and income information (without sufficient protection of our privacy); and 5.Worst of all, the legislation imposes compensation restrictions on free-market transactions (those that buy and sell insurance outside the program) by disallowing any insurer or agent from offering any price, or earning any compensation or commission, that might be more competitive than the providers selected to participate in the Exchange. Our legislators voted FOR this healthcare exchange bill! Call them and ask them to explain why they voted for this. Let us know what you hear back from them and we ll publish it... Rep. 6 March 2013 Issue Page 6 of 10 St. Paul Roll Call: The legislature has been in session for two and half months. For the first time in 20 years both the House and Senate are led by a DFL majority, along with a DFL Governor. The agenda and timetable of the legislature is ruled by only one party. What are their priorities and what have they accomplished so far? We have seen contentious cultural issues at the forefront, drawing most of the attention of the electorate and media. Both chambers have had bills introduced and committee hearings have been held on gun rights, gay marriage, unionization of childcare and home healthcare workers and school bullying. The budget, jobs and economic development legislation seem to have taken a back seat. The new forecast in February of a reduced projected deficit and a turnaround in tax policy by Governor Dayton have further clouded what exactly the DFL s plans are. Reviewing our SD49 DFL Legislators priorities it seems there is consensus about their support for light rail with Rep. Rosenthal and Senator Franzen both authoring bonding bills for the Southwest Light Rail project. Rep. Erhardt as the Chair of the T r a n s p o r t a t i o n P o l i c y Committee has also authored his share of transportation related initiatives. Most of Rep. Erhardt s bills, however, include tax increases to provide the funding. Rep. Erhardt has authored legislation calling for higher taxes on a myriad of areas including estate and trust taxes, income surcharge taxes and sales taxes. Below is a table of legislative activity.
