2 Mission The mission of the Texas Alliance of Black School Educator s Texas Education Policy Institute (TEPI) is to establish a platform where a select group of diverse, visionary leaders in education take their seat at the table alongside key legislators and policy makers to analyze, strengthen, and translate policy into practice from the expertise of practitioners to ensure equitable academic outcomes for all Texas students. Vision It is the vision of the Institute that each successful TEPI Fellow assert themselves as education policy assets, data and research resources to elected officials and policy makers in the state of Texas, as they actively pursue the goal of holding elected or appointed education offices, at the local, state, and national levels.
3 Goals, Reflection, & Data Goals of the Institute Fellows will network with authors and influencers of Education Bills to provide data, research, and classroom expertise to improve legislation. Fellows will author Education Bills and Amendments. Fellows will be elected or appointed to education offices at the local, state, and national levels. Reflection & Data Fellows maintain journals insuring that goals of the institute are met, personal goals are enhanced and remain a focus, and qualitative/quantitative data are recorded for publication purposes. Timeline: February December 2019
4 School Governance Benchmark Requirements Fellows attend Lone Star Governance (LSG) 2-day work session in Houston Fellows attend the follow-up LSG Trainer of Trainers (TOT) A reflective paper, no less than 2 pages, double-spaced, 12 pt font, 1" margins, PPT, or Keynote - your reflection should include, but not be limited to: 1) What I anticipated, what I learned; 2) Where I was emotionally and professionally prior to LSG, and where I am now; 3) What does transformative leadership mean to me? How will I implement this into my daily work? 4) How do I see myself using what I learned at LSG going forward? 5) Draft your 1-year schedule of local ISD Board observations utilizing LSG metric Timeline: February - November 2018
5 School Board Observation Requirements Benchmark Reference LSG Trackers, found in Google Sheets. You must access these documents from your TEPI Gmail account. Submit practices for calibration Once calibration is achieved, observe 9 months of past Trustee meetings online, record data, submit for calibration. Observe 3 months of current Trustee meetings in person, record data, submit to Mr. Crabill for calibration. *Calibration must be achieved prior to Calibration & Scoring Accurate Calibration Board Time Tracker x 12 9 months past, 3 months current Quarterly Progress x 4 Timeline: February - November 2018
6 Texas Legislative Session Requirements Research all 3 Branches of Government, their elected body, the timelines, and respective functions. Acquire knowledge of existing education policy and remain up to date on Education Bills as they are filed. Fellows are to work education legislation and processes to improve, maximize positively impact, revise, minimize negative impacts, and/or kill legislation. Testify at a minimum of 1 Public Hearing for each: 1. State Board of Education 2. Senate Committee on Education 3. House Public Education Committee Create/Join Ad Hoc, Appointed, Special Committees throughout the sessions. *SBOE is in session every year. Timeline: December 2018 (orientation) Jan Sine Die (to include Special Session)
7 Texas Legislative Session Benchmarks 1. Reflective Paper 1/2-way point of the Legislative Session Due 1 week after mid-session Upon the 1/2-way point of the Legislative Session and successful completion of the work: Sunday TEPI chats, weekly individual calls, journaling of Bill discussions, Bill tracking, Public Hearings, State Official communications, etc. Fellows are to submit a reflective paper, PPT, or KeyNote. This should be a compilation of weekly journals: Where I began? How I have grown? What I have learned? Surprises? Obstacles? Expectations? What I need to maintain my personal and professional goals? How have my goals evolved since my participation in the Legislative Session? Timeline: December 2018 (orientation) Jan Sine Die (to include Special Session)
8 Texas Legislative Session Benchmarks 2. Reflective Paper: Testimony at all 3 Branches of Government Fellows are to submit a reflective paper, PPT, or KeyNote to include but not be limited to: Describe your preparation and experience at each Public Hearing; describe your success. 3. Reflective Paper End of Legislative Session Due 1 week after Sine Die Fellows are to submit a reflective paper, PPT, or KeyNote to include but not be limited to: Tangible evidence of YOUR influence on Education Policy; who, what, when, where, how, WHY? 4. Reflective Paper: Special Session* *If we do NOT go into Special Session, this BENCHMARK will NOT be required. Timeline: December 2018 (orientation) Jan Sine Die (to include Special Session)
9 Policy Interpretation & Dissemination Unpaid Internship with the Texas Education Agency Distinguish between State Board of Education Rules and Commissioner s Rules Interpret Legislation Develop SBOE and/or Commissioner s Rules: Assessment & Curriculum Dissemination of Rules to ISDs and Charters Benchmark A reflective paper, PPT, or Keynote, no less than 2 pages (doublespaced, 12 pt font, 1" margins), your writing should include, but not be limited to: 1) What I anticipated, what I learned; 2) How will I implement the new knowledge into my daily work? 3) How do I see myself using the learned skills going forward? Timeline: July 2019
10 Mentorship Requirements Once you have successfully completed all requirements, are a Trainer of Trainers for the Texas Eduction Agency s Lone Star Governance, and a Distinguished Graduate of the Texas Education Policy Institute we ask that you mentor the incoming Fellows. TEPI applicants may communicate with you prior to submitting their application. TEPI Fellows may recruit TEPI applicants. Timeline: Once a TEPI Fellow, Always a Family
