Introduction TheOWC/GAtakeplaceeverythreeyears.ThelocationandthehostoftheOWC/GAaredecided onthreeyearsinadvancebyifoam sgeneralassembly(ga).inexceptionalcircumstances,the WorldBoardreservestherighttoalterthisdecision. The$ overall$ objective$ of$ the$ IFOAM$ Organic$ World$ Congress$ (OWC)$ is$ to$ lead,$ unite$ and$ assist$ the$ organic$ movement$ in$ its$ full$ diversity$ to$ foster$ the$ adoption$ of$ ecologically,$ socially$and$economically$sound$systems$based$on$the$principles$of$organic$agriculture. 1 $ Otherobjectivesinclude: UnitingtheorganicworldtoachieveIFOAM smissionandcreatingaplatformfortheorganic movement; Gaining public and media attention for the organic cause in general and IFOAM campaigns specifically; Boostingtheorganicsectorandorganicscientificresearchinthehostcountryandregion. Sponsorship may be financial or in4kind. The fees, the sponsorship packages and the sponsorshipacceptancecriteriaaresubjecttoapprovalbythecsc. SponsorsrecruitedbyIFOAMaretreatedlikeanyothersponsor.IFOAMretainsarecruitment fee of 30% of the total sponsorship amount for its services. The remaining 70% are transferredtotheowcbudget.uptofivestrategicpartnersofifoamhavetherighttobe promotedassponsorswithoutfurtherpaymenttotheorganizer. 3 IFOAMisentitledtoretain8%ofallotherincomegeneratedthroughsponsorship.Solidarity sponsorship 2 forparticipantsfromdevelopingcountriesisexemptfromtheruleandisdealt withseparately. IFOAMreceivesaflatfeeof30,000Eurosfromthehostorganization.Theflatfeegrantsthe organizertherighttousetheifoamnameandlogoandthebrand IFOAMOrganicWorld Congress.Thefeeisduenolaterthanthreemonthsaftersigningthecontract. IFOAMispaidanoverheadcostof12%overthetotalnetregistrationandexhibitionfees(net ofvat).theoverheadcoversifoam seffortstopromotetheowcandmobilizeparticipants. Theoverheadisduelatest4monthsaftertheOWC/GA. Activities and services beyond participation in the CSC and the standard promotion that IFOAMperformsonbehalfoftheOWCbasedonspecialagreementsareinvoicedbyIFOAMat standardrates. IFOAMaffiliatesreceiveadiscountof20%onregistrationfees(allcategories). IFOAMstaff(upto10persons),WorldBoardmembers(upto11persons)andspecialIFOAM guests(upto30persons)areexemptedfromregistrationcosts.thehostcoverstravelandin4 countrycostsforifoamstaff(upto10persons)andtheifoamworldboard.thiscanbe implementedeitherbyalumpsumorbyinvoicingrealcosts. Bidding,approvalandcontract Bidsforhostingthe The%..th%IFOAM%Organic%World%Congress%and%the%%..th%IFOAM%General%Assembly arecalledforbytheifoamheadofficethroughaspecialannouncementtoaffiliateslatest10 monthspriortothepreviousordinaryifoamgeneralassembly.thedeadlineissetoutinthe callforbids. OnlyIFOAMmembersoraconsortiumleadbyanIFOAMmemberareeligibletobid.Thebidders presentaneventconceptnoteincludingdescriptionsofthepartnersandtheirqualifications,the eventobjectives,themesandtracks,eventhighlights,communication,logisticsandbudget.the bidalsorespondstotherequirementssetoutinthispolicy15.theconcept,includingannexes andvisuals,hasaminimumoffourandamaximumofeighta4pages.biddersshallalsosubmit, together with their application, a signed statement accepting all conditions as outlined in this policyandpledgingtoimplementallconditionsuponapproval. 2Solidaritysponsorshipsrefertotheacquisitionoffundstofinancetheparticipationofattendeeswith limitedfinancialmeans. 4 TheIFOAMWorldBoardassessesbeforetheGeneralAssemblyiftherequirementsarefulfilled and whether the bid qualifies to be presented to the General Assembly. The abstracts of all qualifiedproposalsarepublishedanddistributedtomemberspriortothegeneralassembly.the GeneralAssemblydecidesbysinglemajorityvote. 3 After the bid approval by the General Assembly, the host prepares a comprehensive written proposalandbudgettobeapprovedbytheifoamworldboard.thisconceptispartofawritten contract between IFOAM and the host that is signed within six months following the General Assemblydecision. Miscellaneousregulations CongressSteeringCommittee(CSC):TheCSCissetupaftersigningthecontract.Thehostand IFOAMhaveeachtwoseats.Together,theyassignoneindependentpersonbasedonconsensus. TheCSCischairedbyIFOAM. The Congress Steering Committee approves the concepts including the (inter)national marketing/communicationsplan,thepriceschemes,theprogram,thelogisticalconceptandthe Gantt chart. The CSC receives quarterly updated budgets and financial reports for information andfeedback. Reportingandownership:Thehostsubmitscompleteactivityandfinancialreportsatthelatest threemonthsaftertheevent.ifoamreservestherighttoauditthefinancialrecords.ifoamhas the right to use the congress preparation materials for future Organic World Congresses. The hostassuresthatallpapersandpresentationsarepublishedandaremadeavailabletothepublic long4term(e.g.viaorganice4print). Cancellation: In case the host cancels the contract for whatever reason 24 months before the OWC,IFOAMwillreimburse50%oftheflatfee,incaseoflatercancellation,theflatfeewillnot bereimbursed. IfthecongresshostfailstoadheretothisorotherrelevantIFOAMpolicies,IFOAMreservesthe righttocanceltheeventoutrightorassumeresponsibilityfortheorganizationoftheevent.in thiscasetheflatfeewillnotbereimbursed. 3ReferenceismadetotheOWCbidsprocedure,attachedtothispolicyasAnnex3,whereopportunitiesto presentandpromotethebidtoifoam smembershiparespecifiedindetail. Article1:Management,administrationandproduction(seeIFOAMpolicy15) 1.1 Responsibilities The th IFOAM OWC is the exclusive product of IFOAM, [organizer] will be referred to as the congressorganizeronallmaterials. BothpartiesarecommittedtodevelopingthebrandvalueoftheOrganicWorldCongresswith excellentplanning,communicationandimplementationofthe thifoamowc. Thepartiesareresponsibleforthecompletionofthetasksandactivitiesasoutlined: [organizer] The[organizer]isresponsibleforthegeneralorganizationofthe thifoamowc/gaandis financiallyliablefortheowc. The[organizer]contractsanygoods,servicesorotherdeliveriesforthecongressexclusively initsownnameandthe[organizer]consequentlyreceivesallinvoices.the[organizer]sets upallbusinessrelationshipswiththirdpartiesinitsownresponsibility. 6 [Organizer]activelyinvolvesIFOAMaffiliatesinthehostcountryinthedevelopmentofthe congressincludinginsocialandculturaleventsrelatedtotheowc.[organizer]developsa comprehensiveeventconceptincludingan(inter)nationalmarketing/communicationsplan, anattractiveprogram,alogisticalconcept,aganttchartandthebudget/reportingplan.this conceptmustbeapprovedbythecongresssteeringcommittee(csc)atleast2yearsbefore theevent. [Organizer] develops and implements a fundraising plan and a sponsored participants program,andcoordinatesfundraisingactivitiesfortheowcwithifoam. Thepromotionandinformationmaterialsproducedbythe[Organizer]shallbepresentedto IFOAMforapprovalbeforepublishing. [Organizer]leadstheeventcommunicationbefore,duringandaftertheevent.IFOAMoffers support. [Organizer] develops and maintains the congress website based on IFOAM instructions. The website is hosted by IFOAM on a domain chosen and owned by IFOAM. IFOAMprovidesaccessto[Organizer]staffformakingupdatesandchangestothewebsite. [Organizer] organizes the logistics of the IFOAM General Assembly, including finding a suitablevenue,organizingcoffee,lunches,presentationmaterials,anattractivemotionbazaar location and the infrastructure for one evening event supported by the bidders of the followingowc/ga IFOAM IFOAMprovidesassistanceandadvicefortheplanningandimplementationofthe thifoam OWC, for instance related to events planning, speaker recruitment, event moderation and promotion etc. It facilitates outreach to its vast network within and outside of the Organic Movement. IFOAMparticipatesinandchairstheCongressSteeringCommittee. IFOAM establishes the congress website and the online congress registration. It trains [Organizer]tomaintainthecontentofthewebsite. IFOAMplansandimplementstheprogramoftheGeneralAssembly. IFOAM participates in the content development, which is coordinated in the CSC. IFOAM approvestheplenarysessionsandkeynotespeakers. 7 IFOAM performs other task assigned by [Organizer] based on special mandates defined accordingtoagreedupontermsofreferenceandfinancialcompensation. 1.2 LocationandDate The thifoamowcwillbeheldin,,from to. TheIFOAMGAwillbeheldin,,from to. 1.3 CongressSteeringCommittee [Organizer]andIFOAMestablishaCongressSteeringCommittee(CSC)forthe..thIFOAMOWC, comprising two representatives of [organizer], two representatives from IFOAM and a representative from the region to be appointed jointly by IFOAM and [organizer]. The CSC is chaired by IFOAM. It takes binding strategic decisions and provides guidance to [Organizer], IFOAMandthepartners. The meetings of the CSC shall be convened at regular intervals agreed within the CSC. It shall meet in person 344 times. Accommodation, registration and transportation costs for the CSC membersandcostsassociatedwiththecscmeetingsareincluded in the OWC budget. A time reimbursement of minimum 300 Euros per day for all CSC members is also included in the budget.(foreseenvolumeforphoneconferences,personalmeetingsandremotecoordinationis approximately15workingdays.) ProgramSubcommittees TheCSCmaybuildsubcommitteestofacilitatethemanagementoftheconferencetracks.TheCSC maydecideonpartnershipswithotherinstitutionstomanageatracke.g.thescientifictrack(for examplealocalorganicresearchinstitutionortipiandothers). The cost of subcommittees should also be borne by the conference budget. If required, [organizer]providesasecretary(trackcoordinator)foreachprogramsubcommittee. 8 Article 2: Program Content, Proceedings and OnUsite Program Guide, Agenda 2.1 ProgramContent [Organizer] is responsible for the overall coordination of all IFOAM OWC congress tracks and modulesincludingpre4conferences. Theoverarchingprogramincludingallcongressmodulesandthelistofkeynotespeakersforthe plenary sessions are approved by the CSC and the IFOAM World Board 18 months before the event. The detailed programisapprovedbythecsc,reported to the IFOAM World Board and publishedelectromically180daysbeforetheowcbegins. TheofficiallanguageoftheprogramisEnglish. 2.2 AbstractsandProceedings [Organizer]isresponsibleforcoordinatingandensuringthequalityofthecontentoftheabstract and paper submissions for the proceedings. [Organizer] shall complete the review process of papersfortheproceedingsatleast200daysbeforethebeginningoftheowc.theprintingofthe bookofabstracts(scientifictrack)andtheburningoftheproceedingscd(allpapers)lieswith the organizer. Participants shall receive the abstracts and proceedings as a component of the registrationfee. The abstracts and proceedings shall be published in the Internet for free access on a suitable platform(e.g.organiceprints). Article 3: Congress Registration, Travel, Accommodation, Catering and WasteManagement 3.1 CongressRegistration The registration fee covers congress participation, access to exhibitions, program, abstracts, proceedings,congressreception/party(onebigeveningsocialevent),lunchesandcoffeebreaks. IFOAM affiliates (members, associates and supporters) receive a 20% reduction on the registrationfeeonallcategories. 9 offers its online payment system for credit cards against a 2% (of transferred money) management fee. IFOAM regularly transfers the paid amounts (net of credit card fees and management fee) to an account indicated by the [organizer]. The registration fee scheme is approvedbythecsc. Amaximumof10IFOAMstaffmembers,11IFOAMrepresentatives(WorldBoard&ED)and30 IFOAMguestswillhavefreeregistrationforallcongressmodules,pre4conferencesandrelated events. IFOAM will provide the names of its staff, representatives and guests upon request by [organizer]atthelatesttwomonthsbeforetheopeningoftheowc. [Organizer] is entitled to provide free or discounted registrations for [organizer] s staff, board membersandvolunteersatthediscretionofthe[organizer]. Should the need arise, [organizer] can limit the number of congress participants, but not to a numberinferiorto1500.[organizer]hastheresponsibilitytoensurethatnoifoamaffiliateis excludedfromtheowciftheyregisterbeforethedeadline. 3.2 Travel [Organizer]willcontributetotransportationcostsforIFOAMrepresentativeswith10.000Euros (excludingtheworldboardforwhich[organizer]coversthecosts). 3.3 Accommodation The participants will be offered a range of accommodation facilities in and around the OWC location,includinglowbudgetaccommodation.whilewalkingdistancetotheaccommodationis the preferred option, reasonable public transport systems shall be in place for not4walking4 distantaccommodationopportunities. TheaccommodationcostsoftheIFOAMrepresentativesandIFOAMstaffasindicatedin 3.1will becoveredby[organizer]forthefulltimeofallrelatedevents,includingpre4conferencesandga. 3.4 CongressDinnerandSocialEvents Theregistrationfeecoversoneeveningeventwithfoodandentertainment.ThecostsofIFOAM representatives,ifoamstaffandifoamguestsparticipatinginallsocialeventsuptothenumber ofpersonsasindicatedin 3.1arecoveredby[organizer]. 10 3.5 Catering [Organizer]usesorganicingredientsinmealsandcoffeebreaks. 3.6 WasteManagement [Organizer]separates,recyclesandcompoststhewasteproducedinassociationwiththeOWC. OWCmaterialsproductionusesthemostenvironmentallyandsociallyfriendlymeansavailable. Article4:Finances,Budget,ProfitSharingandSponsors Theeventconceptandbudgetarepartofthiscontract.TheyarequarterlyupdatedfortheCSC. 4.1 Sponsors IFOAMretains30%oftherevenuegeneratedfromcorporatesponsorsitobtainsandremitsthe remainderoffundsto[organizer]foruseinthecongressbudget.solidaritysponsorssupporting participation from developing countries are dealt with separately and case by case. IFOAM is entitledtoretain8%ofincomegeneratedthroughsponsorship.uptofivestrategicpartnersof IFOAMhavetherighttobepromotedassponsorswithoutfurtherpayment.Thesepartnersare: 4.2 TheGeneralAssembly Rentofmeetingrooms(aplenaryhallforabout300peopleandsomesmallerroomsforsub4 group meetings and the motion bazaar) and related costs (Audio4, Visual4, translation equipment) for the General Assembly is covered by [organizer]. [Organizer] may charge participantsafoodpackagefee,whichispartofthegeneralfeestructureoftheowc/gaevents. TheGAfoodpackagefortheIFOAMrepresentativesandIFOAMstaffasindicatedin 3.1willbe covered by [organizer]. In addition the [organizer] also covers the food packages for the GA officers(8people:2chairs,2parliamentarians,2minutekeepers,2minutereferees). 11 CostCompensationforOWC FlatFee IFOAMreceivesaflatfeeof30.000Euros.Theflatfeegrantstheorganizertherighttousethe IFOAM name and logo and the brand IFOAM Organic World Congress. The flat fee does not compensateanyifoamstafforworldboardworktime RegistrationFee IFOAM receives 12% of total net of VAT registration fees for the OWC including related pre4 conferences. Accommodation, social events and tours are excluded from this calculation. The overhead covers IFOAM s efforts to promote the OWC among IFOAM membership, at IFOAM eventsandallbiofachfairsglobally,aswellasontheifoamwebsite.italsopaysforifoam s contributiontotheoverallprogrambyprovidingspeeches,moderationsaswellascontactsto keynotespeakers.anyextrawork4timeprovidedbyifoamiscompensatedseparately. [Organizer]isresponsibleforpayingtaxesaccordingtolocalrequirements. Thecancellationpolicyisproposedby[organizer]andapprovedbytheCSC ExhibitionFee IFOAM receives 12% of the total of exhibition fees, net of VAT. IFOAM affiliates get 20% reductionontheexhibitionfee.thecscapprovestheexhibitionfeesincludingthediscounts FreeExhibitionSpace AnexhibitorspacewillbeavailableforIFOAM,fortheIFOAMself4organizedstructures,forIOAS, BIOFACH,OWCpartnersand[organizer]freeofchargeifthoseorganizationsexpressinterestin havingabooth.thebiddingorganizationsforhostingthefollowingowcmayalsoexhibitfreeof chargeatthegavenueduringthega. 4.4 SurplusesandFinancialRisk Theoverallfinancialriskincludingliabilitiesiswiththe[organizer]. 12 The surplus generated by the organization of the OWC shall be assigned according to the [organizer] sstatutes. 4.5 FlatFee&OverheadSharePaymentandAuditing TheFlatFeeasmentionedunder4.2.1ispaidtoIFOAMwithinthreemonthsafterthesigningof thiscontract. The overhead costs as mentioned under 4.1 (8% of sponsorship) (12% of registration), 4.3.3(12%ofexhibition)arepaidtoIFOAMnolaterthanfourmonthsafterthecongress. The fees for extra IFOAM services are due after completion of the service, depending on the separatemandateagreement. CSCmembersgettheircompensationuntilthestartofthecongress. The registration payment management fee (2% of payment and credit card fees) is directly deductedfromthetransferredamount.soarethe30%ofthesponsorsobtainedbyifoam. AllOWCrelatedbillsofmustreachIFOAMnotlaterthanonemonthaftertheconclusionofthe OWC. [organizer]submitsacompleteactivityandfinancialreportslatestthreemonthsaftertheevent. IFOAMreservestherighttoauditthefinancialrecordsonowncosts. Article5:EventCancellation Incase[organizer]cancelsthecontractforwhateverreason24ormoremonthsbeforetheOWC, IFOAM will reimburse 50% of the flat fee, In case of later cancellation, the flat fee will not be reimbursed. If [organizer] fails to adhere to this contract, the OWC policy (#15) or other relevant IFOAM policies,ifoamreservestherighttocanceltheeventoutrightorassumeresponsibilityforthe organizationoftheevent.inthiscasetheflatfeewillnotbereimbursed.
