This paper informs the Committee on progress of issues arising from the last Access and Inclusion Committee meeting on 22 November Recommendations 2. 2 Listed below are the matters arising from the Access and Inclusion Committee meeting held on 22 November Minute Action Responsible 8. Children s Panels and Vulnerable Groups (AIC/16/19) (7 September 2016) The Committee agreed that the Council executive would undertake further investigation on these groups, including workshops with relevant partners, and Anna Thomson This is underway and an update is provided at this meeting. 9. Equality and Human Rights Impact Assessment (EHRIA) for the Credit based funding model and demographic model (AIC/16/20) (7 September 2016) update the Committee in February The Committee agreed that the Principals Group would be consulted for feedback on any adjustments to funding arrangements. Martin Smith/ Funding colleagues will take the findings of Phase 2 of the ELS review including any options for funding allocations to the Credit Review Working Group which includes Principal representation. They will also take this to the College Funding Group which also has Principal representation. This EHRIA process for this phase is under-way and colleagues have consulted with all colleges on possible indicators that we will use along with the Access and Inclusion strategies to allocate funding. Once the options for this allocation method are more developed we will equality assess these options. This will be shared with the Credit Review Working Group and the College Funding Group.

Access and equality in The Committee agreed that the Council Carina relation to Black and executive would undertake more MacRitchie Minority Ethnic (BME) analysis in this area and use that to groups (AIC/16/21) influence other partners in this area (7 September 2016) specifically in relation to employment outcomes. It was also agreed that the Council executive would develop their evidence and inform the Scottish Government s Race Equality Charter. This process is underway and an update is provided in the Chair and Council Executive s paper. 3. Update on Council business (Oral) 4. Youth Employment Strategy Update Report (AIC/16/25) The Committee agreed that the Council executive would: Investigate the scope for college principal/aic member representation on the Student Support Review Group Request a briefing from Scottish Government on the Student Support Review Group s membership, workstream and remit. The Committee noted that: The issue of influencing the level of Foundation Apprenticeships would be discussed at the Skills Committee / Sarah Kirkpatrick The views of the Committee were fed back to the Scottish Government. An update on the review is provided at this meeting. Feedback from the Committee was incorporated into the discussions that took place at the Council Board s Strategic Workshop on 6 December 2016 and fed into the Council s response to the Enterprise and Skills Review.

Update on Commission The Committee agreed that: on Widening Access A briefing note be provided to the (CoWA) (Oral) Committee on any oral updates on any subject in future, summarising key points Further information on the delivery group and expert group be provided to the February 2017 meeting of the Committee. A paper is being provided at this meeting on how the SFC intends to support the Blueprint for Fairness. The proposal for a delivery group to support the Commissioner s work is the remit and responsibility of the Scottish Government and is subject to discussion with the Commissioner who at the time of the meeting was not in post. 6. Feedback and actions from the AIC workshop (AIC/16/26) The Committee agreed: The revised remit of the Access and Inclusion Committee should be taken to each meeting The unstarred minutes and remit of the Committee would be presented to the December 2016 Council meeting for discussion The future timing of meetings We are delighted that Professor Peter Scott will be joining the AIC meeting to discuss his new post and the implementation of the Blueprint for Fairness. The revised remit is attached to the agenda for the meeting. The minutes and remit of the AIC was unstarred and discussed at the 16 December meeting. A decision was taken at that meeting that all future AIC minutes would be unstarred. An update on this discussion will be provided by the Chair.
5 The forward agenda with the following updates o February 2017 Student Support Review o May 2017 Changes to funding, impacts on access That the Council executive should provide an opportunity for the Committee to input into any planned SFC response to the Excellence and Equity in Education consultation That the employer post within the Committee change from an observer to full Committee member role That all observer roles be asked to serve the same term as full members That a new member is recruited to fill a post of Research Specialist in access That the Committee complete an Equality Monitoring Form That positive action be taken, based on this Equality Monitoring to encourage new members with protected characteristics The forward agenda has been updated and is included in the papers for this meeting. AIC members input into the SFC response to the Excellence and Equity in Education and a copy of our submission is provided in the Chair and Council Executive s report. All actions relating to observer status have been actioned. The Chair has approved a recommendation for the Research Specialist post and hope to have this in place for the next meeting. We have sent members an Equality Monitoring Form. This data will be held securely by our HR department who will advise us of any gaps in the diversity of the Committee. This will also be used in our consideration of the vacant research specialist post.
