1 2012 EFSS Meeting Minutes Equipment & Facilities Specifications Subcommittee annual meeting Daytona Beach, FL 29 NOV 2012 Bob Springer opened the meeting at 1500 and greeted the 41 attendees. The following committee members were present: Shirley Crowe Tim Edwards Win Eggers Bruce Long Richard Messenger Jim Skelly Meeting Minutes: Last year s EFSS meeting minutes were approved. Agenda: The agenda for this meeting was read and approved (Appendix A). OLD BUSINESS 1. Implement Problems & Reports in 2012 Starting about two years ago, Bob has requested that inspectors send him implement inspection reports from any meets worked (see EFSS newsletter 22-2 for more details). More reports from more inspectors are requested. High school implements continue to be a problem with an approx. 12% rejection rate, which is more than twice that for Open implements. However, this is based on relatively few report submissions. In response to a previous idea, Bob will try to separate out data from the HS rubber discuses in future reports. A suggestion was made to record manufacturer information, where possible, when documenting disqualifications. In some cases, the disqualifications are due to faulty manufacturing of particular makes or models of implements. 2. Status of Action Items/Goals for 2012 Newsletters: Two newsletters were written and sent to a distribution of nearly 900 recipients. Indoor Weight Rule: The rule has been rewritten and submitted as a change proposal at this annual meeting. It is further discussed under New Business. 1

2 2012 EFSS Meeting Minutes NEW BUSINESS 3. Rules changes for 2013 (Rules Committee disposition in bold): Item 49: Barriers shall be erected 10 meters outside the throwing sectors. This is thought to be excessive, and the wording may cause liability problems. It was decided to allow the Rules Committee to decide on this proposal. [Rejected] Item 51: Redefinition of the throwing weight. - The new rule treats the indoor weight and outdoor weight separately. - The length measurement of the weight is done to the inside center of the handle, rather than as thrown. - The handle width is restricted to 140 mm wide (this was discussed and changed to 160 mm). [Approved as amended: separate handles were defined for the indoor and outdoor weights] Item 52: Modification to the 200 & 300 lb ultraweights [approved] - allows smaller pieces to be bolted together for ease of construction - a short discussion affirmed the need to ensure adequate structural integrity when using this option for building an ultraweight Item 59: Editorial change to the ultraweight table (Rule 203.8) for readability. [approved] Item 69: Conformance with IAAF rules in allowing the use of wooden runways for both indoor and outdoor meets. [tabled] Item 79: Changing the Youth 12 lb hammer to 5 kg for IAAF conformity. - It was announced that the Youth Committee had recommended rejection of this proposal. [Rejected] Item 87: Allowing the use of rubber-tipped javelins in non-national championship Youth meets Item 88: Prohibiting the use of rubber-tipped javelins at all Junior Olympics meets. - Both proposals received rejection recommendations from the Youth Committee. [both Rejected] Item 94: Defines the size of throwing weights for the older Youth groups. - Rejected by the Youth Committee [Rejected] 4. ASTM box collar specifications Jan Johnson took the floor and described a new pole vault box collar design (see Appendix B) per ASTM standard F : 2

3 2012 EFSS Meeting Minutes a. The idea is to soften the plant box area with a collar b. Testing has shown a 90% reduction in impact with the collar c. Such a collar is available from Gill Athletics for about $500 d. It is not clear whether this design is legal for high school due to the foreign object in the box rule Jan also brought up another safety proposal for PV: - Create Preferred and Required landing zones in the PV pit. - The Required landing zone would be the size of the pads prior to The so-called dangerous jumpers would get two cautions and then a DQ for landing outside the Required Zone. 5. Action Items for 2013 No Action Items were assigned. 6. Goals for 2013: - publish two newsletters OTHER DISCUSSIONS 7. A concern was raised about the new W&M rules review. For example, the answer key was not updated with a 2012 Special Olympics rule change that revised the shot from 4 lb to 2 kg. 8. A brief discussion centered on qualification for Technical Manager. Few meets use TMs, and those usually employ one person in that role. Therefore, how do we train and qualify new people in that position? Bob will take this up with Len Krsak. 9. A previous question was raised about using stickers to label implements. Bob reiterated that the Implement Inspector s handbook will be revised to discourage that practice because some stickers are difficult to remove. 10. The EFSS committee will be reconstituted after the annual meeting. Anyone interested in serving on the committee should sign a form that is being circulated by the NOC. Ivars Ikstrums secretary 3
