1 Keele University Athletic Union Constitution The name shall be Keele University Athletic Union, herinafter referred to as the AU, shall be bound by the constitution of Keele University Students Union, herinafter referred to as Keele SU, however the operation of the AU shall be governed by this document.

2 1. Mission Statement To promote competitive sport at Keele University from elite athletes through to absolute beginners with the aim of increasing standards as well as enhancing the student experience. 2. Objectives 2.1 To promote and improve, alongside Keele SU, the standard of sport and sportsmanship within Keele University. 2.2 To provide the opportunity for participation in varying levels and categories of sport at all abilities. 2.3 To promote the good name of the AU. 2.4 Ensure democratic representation of members interests. 2.5 Ensure best practice in all areas of the AU. 3. Membership 3.1 Student Membership To become a Student Member of the AU, students must meet the following eligibility criteria: - Must be currently registered on a Keele University course. - Must pay an annual membership fee. (See section 3.4) Student members shall have the right to be present, speak and vote at General Meetings of the AU and vote for AU internal Committee positions, and to vote for positions within any clubs in which they are paying members. 3.2 Associate Membership Members of University and Union staff (i.e. on the University or Union payroll) may become members of the AU Other persons shall be required to submit an application in writing to the Secretary of the AU to be considered by the current AU Committee, in a closed session Associate membership shall only be extended to persons closely connected with the University or an affiliated Club of the AU, at the discretion of the current AU Committee Associate members will be required to pay an annual AU membership fee Associate members shall NOT be accorded the following privileges: The right to play in national student competitions (including BUCS). The right to vote at any AU meeting. The right to AU subsidised travel.

3 3.3 Honorary Life Membership The AU Committee may elect persons to Honorary Life Membership of the AU as a mark of appreciation for exceptional service rendered by such persons of the AU The Vice Chancellor shall be ex-officio Honorary Life Member of the AU Honorary Life Members shall be accorded the same privileges as Associate Members Any recipient of full colours shall be given Honorary life membership along with the award The AU committee may elect individuals to Honorary life membership based on merit. 3.4 Membership Fees Fees for the forthcoming year shall be subject to review by the Executive and Finance Committee. AU Council will be informed at the last AU Council Meeting of the academic year An annual fee shall be paid by Student and Associate members before they participate in any AU activity Members will only pay one AU membership fee per annum, no matter how many Clubs he/she is affiliated to AU fees shall be paid to the AU account via the Sports Centre reception. 4. AU structure The membership of the AU committee will be : - Vice President (Athletic Union and Sport) - Deputy President - Treasurer - Secretary 4.1 The Sports Development Officer and the AU Administrator will work closely alongside the AU Committee in a consultation and support capacity. 4.2 The AU committee shall be accountable to the membership of the AU. 5. Committee Elections 5.1 The Vice President (Athletic Union and Sport) shall be elected by a secret ballot conducted by and under the rules of Keele SU as laid out in the Keele SU Bye Laws. 5.2 The Election of Deputy President, Secretary and Treasurer shall take place by a secret ballot in the Spring Semester. The dates of the ballot shall be decided by the current AU committee and voting shall be restricted to Student Members of the AU.

4 5.3 In standing for Deputy President, candidates also stand to be the student representative of the AU at the Keele SU Student Council. 5.4 Those standing for the positions of Deputy-President, Treasurer or Secretary may hold any club committee position excluding Club Captain. 5.5 Should a current member of the AU Committee be a candidate in the election, they will be barred from carrying out the duties of a committee member with regards to elections as set out in these regulations. 5.6 Election timetable and rules: The following timetable should be used for the spring election of the AU committee positions of Deputy President, Secretary and Treasurer. - Deadline for nominations shall be three weeks before the opening of the ballot. - Nominations will be open for one week. - Deadline for advertising submission including manifestos shall be two weeks before the opening of the ballot. - Advertising will be allowed for two weeks prior to the opening of the ballot. - The ballot shall be run on a single day commencing at 9am and closing at 4pm. The ballot papers will be counted by the AU committee immediately after the close of voting. 5.7 Nominations Student members of the AU as defined in section 3.1 may stand for election and shall be considered for nomination provided that a nomination form with the candidates name, student number and consent to standing signed by the candidate are received by a member of the current AU committee in compliance with the election timetable The current AU committee will be responsible for verifying that each nomination form is valid. Once the AU committee are satisfied, valid nominations will be confirmed with the candidates Candidates may not stand for more than one position within the AU committee In all elections there will be one further candidate of Re- Open-Nominations In the event of no nominations being received for a position, the election for that position will be rescheduled.

5 Any rescheduled elections will be run according to the rules laid out in the AU constitution Candidates may withdraw from elections at any time up to but not including the day of balloting In the event of a successful candidate wishing to withdraw from their position after the ballot has been conducted but prior to officially taking office they must follow the regulations laid out in section 7 of this document. 5.8 Candidate publicity There is no obligation to take advantage of the publicity allowance, but candidates may not use any other materials than those afforded under the AU provision; the allowance is 100 A4 Photocopies on any coloured paper, which can be divided into posters and flyers The content of the literature may not be rude, derogatory, suggestive, libellous, or offensive in any other way, including by implication, to fellow candidates All publicity must be signed off by the current AU committee by the deadline laid out in the Election timetable (section 5.6) No canvassing is allowed in the AU office No fly postering is allowed No placement of posters where it may be deemed inappropriate is allowed Negative campaigning is not allowed Candidates must not remove the promotional material of fellow candidates It is prohibited for any person to run a Re-Open- Nominations campaign in order to run once nominations have been opened. Any person found doing so will be disqualified from the following elections Candidates must observe University Statutes, Ordinances and Regulations Candidates are permitted to run Facebook campaigns during elections however the current AU committee must be able to view all publicity to ensure that the regulations laid out in this document are adhered to. 5.9 Manifestos All candidates are required to submit a manifesto to the current AU committee by the deadline indicated in the Election Timetable (Section 5.3) Manifestos must not exceed two sides of A4 and must adhere to the rules for candidate publicity. (As indicated in section 5.8) 5.10 Canvassing

6 Canvassing shall be defined, as in the Keele SU Bye-Laws, as any attempt to gain a vote beyond normal social interaction Candidates may not use any Keele SU publications to canvass for votes; unless the publication offers this provision for all candidates Tannoys, megaphones and other special equipment may not be used for the purposes of publicity or canvassing. The university telephone system may not be used for the purpose of publicity or canvassing. The use of microphones is allowed in lecture theatres Candidates may enlist assistants for canvassing purposes Any person enlisted as an assistant by a candidate must abide by these regulations as if they were a candidate. Candidates are solely responsible for the actions of their assistants The Ballot The date and length of the ballot shall be decided by the current AU committee Ballot Papers The current AU committee will decide at random the order of names on the ballot paper Re-Open-Nominations shall appear on each of the ballot papers and will always appear last Restrictions on candidates on polling day On polling day/s candidates may canvass inside the Sports Centre building but will not be allowed around the ballot within a prescribed area which will be decided and marked out by the current AU committee On polling day/s candidates and their assistants will be bound by the regulations laid out in this document. Candidates will be solely responsible for the actions of their assistants Voting Voting shall be run using the First Past the Post system No person may vote more than once and votes by proxy shall not be allowed Candidates may vote in the elections The Count The count shall be carried out in private by the current AU committee immediately after the close of voting Results will be announced first to the candidates immediately after the count has taken place and then to the

7 general AU membership once all candidates have been informed Any candidate or member of the current AU committee may request a recount within 24 hours of the results being announced Should Re-Open-Nominations win, the election for that position will be rescheduled and run according to the regulations laid out in this document Election discipline and complaints Failure to comply with election rules, or the implied derivates of these rules, will result in immediate disqualification from the election The current AU committee have the authority to apply reasonable penalties to a candidate where complaints are received about their conduct. Should a candidate be deemed by the AU committee to be breaking the rules they will be disqualified from the election. 6. Election of members onto other committees. 6.1 Election of Executive and Finance Committee The AU Council will appoint two Council representatives onto Executive and Finance Committee This shall be done within the first AU council meeting of the academic year Should more than two AU council members nominate themselves for Executive and Finance Committee nominees will be required to clarify why they would like to stand for the position and a vote will be taken The nature of the vote will be left to the discretion of the current AU committee In standing for Executive and Finance Committee, candidates also stand to be the representative of the AU council on the Budget Review Committee, and the Constitutional Review Committee The purposes and roles of these committees are fully described in Appendix One, Part One. 6.2 Election of Constitutional Review Committee The AU council members of the Executive and Finance committee shall also be members of the Constitutional Review Committee The AU council will also elect a student representative to the Constitutional Review Committee. This vote will be carried out according to the details laid out in section 6.1 of this document. 7. Accountability of Officers of the AU

8 7.1 The VP AU and Sport shall hold office for 13 months as is laid out in the Keele SU bye-laws. 7.2 The Deputy President, Secretary and Treasurer shall hold office from the point of their handover until the end of the academic year when they will handover to the incoming committee. 7.3 Handover dates will be set by the current AU committee after elections have been carried out. 7.4 Any member of Committee shall have the right to resign at any time by giving notice in writing to the council of the AU. 7.5 Any member of a Committee shall be deemed to have been dismissed if a motion of No Confidence is passed A No Confidence motion must be handed into the VP AU and Sport in writing containing the signature and Keele card numbers of 40 AU members An Extraordinary General Meeting will be called in accordance with the constitution A two-thirds majority is required for a No Confidence motion to be passed Quorum for the EGM will be 5% of AU membership. 8. Competitive sport 8.1 British University and Colleges Sport (BUCS) The AU shall be affiliate with BUCS each academic year and in doing so provide competitive opportunities The constituent clubs and all members of the AU shall adhere to BUCS rules and regulations Any BUCS contact shall be made through the AU Office The AU will fund all transport to BUCS fixtures attended by constituent clubs and members of the AU. 8.2 Expectations of clubs and members competing in BUCS It is the expectation of the AU that all teams and members attending BUCS fixtures and events will adhere to BUCS rules and regulations at all times whilst also ensuring the positive representation of Keele University It is the expectation of the AU that all teams entered into BUCS will field a team for each fixture of the season Should a captain not be able to field a team they will notify the AU office in due course so that the fixture may be rearranged All reorganising of fixtures will be done through the AU office. 8.3 BUCS Individuals

9 8.3.1 Any club wishing to submit individual members for BUCS individual competitions or any individual wishing to compete in BUCS individual tournaments must directly contact the AU office. 8.4 Non BUCS competitions The AU will provide opportunities for members to take part in competitions not provided by BUCS The AU committee will decide funding for transport to non BUCS events on a case by case basis All members of the AU and its constituent clubs will be expected to adhere to the rules of their respective sports governing body, the code of conduct of the AU and the University statutes, ordinances and regulations, whilst also promoting the good name of Keele University Any individual or club wishing to participate in competitions not provided by BUCS must contact the AU office. 9. AU and Club Finance 9.1 All AU and Club finances shall be handled by Keele SU finance department in accordance with Keele SU procedures. 9.2 The AU shall provide a guide to clubs on finances that shall be reviewed each year. 9.3 The AU shall present a yearly report of finances to the Sports Strategy Management Group (SSMG) 9.4 The AU shall be subject to an external audit each year as a department of Keele SU The financial report of this audit shall be made available to all AU members and associated staff. Any non-au members wishing to view the financial report of the audit shall have to seek permission of the VP AU and Sport. 9.5 The allocation of grants to affiliated Clubs of the AU shall be decided by the Budget Committee. 10. Responsibilities and Behaviour of Affiliated Clubs and their Members. All AU clubs and their constituent members shall abide by the rules and regulations set out in this constitution. They will also abide by the rules and regulations of the relevant governing bodies of their sport, and by the Statutes, Ordinances and Regulations of the University Discipline. The AU shall adhere to the discipline and alcohol policies of the University and Keele SU Organisation and running of Clubs.

10 Club constitutions All clubs must have a constitution which clearly sets out: - Their aims/purpose - Membership requirements and fees - What positions will be on the committee and their duties (see section ) - Election procedures - Procedures for committee meetings, AGMS and other meetings All club constitutions must be ratified by the AU committee and a copy will be kept in the AU office for reference. Clubs must update the AU with a new copy of the constitution should any changes be made Clubs are entitled to include in their constitution disciplinary policies and procedures providing that these are ratified by the AU committee and do not contravene the rules and regulations of the AU, the relevant sports National Governing Body or the statutes ordinances and regulations of the university Club Committee s All Clubs must have a committee made up of at least, a President, a Treasurer and a Secretary All AU club committee s shall be democratically elected to represent their constituent members. Elections shall be carried out according to their own club s constitution and the regulations laid out in this document Elections shall take place in the second semester of the academic year. Should elections need to be re-run or a position not be filled elections for these positions may be run in the first semester of the academic year A member of the AU committee must be present at all club elections for the results to be valid. If a member of the AU committee is not present the elections will be rerun At least one elected representative from each club must attend AU Council meetings At least the President, Secretary and Treasurer should attend AU Committee Training. Where applicable Team Captains should also attend committee training. 11. Procedures for Entry Applications 11.1 Before officially proposing a new club it is advised that proposers meet with a member of the AU Committee The proposers of the new Club are to make an application to join the AU in writing to the AU President and to submit this application together with a copy of their Club Constitution and a list of officers.

11 11.3 The Application will be brought to the first Executive and Finance Committee Meeting after the application has been made for the Committee to consider the application and decide whether or not to receive the proposed club into affiliated membership The acceptance must be by a two-thirds majority vote The Executive and Finance Committee should make recommendations to the AU Council based on the following eligibility criteria: That the proposed Clubs should be or have: A Sports Club Preferably a sport recognised as such by Sports England Sufficient support in terms of probably members. Sufficient is to be understood in the sense to ensure reasonable participation in sport as viewed by the Executive and Finance Committee of the AU Sufficient breadth in the distribution of probable members among years (ie. T1, T2, T3, T4) to ensure continued support in the future A number of members willing to form a Committee The amount and cost of equipment and affiliation fees to National Bodies and number of people who would use them The distance of facilities from Keele and cost of transport to and from there Subject to the Executive and Finance Committee receiving the proposed club into affiliated membership the proposal shall be taken to AU Council to consider the application The acceptance of a proposal must be by a two-thirds majority vote. 12. Re-Affiliation of Clubs to the AU Any club whose affiliation to the AU is allowed to lapse should re-apply as a new club. Any club, which has previously been disqualified or barred for breaches of responsibility or behaviour, should also re-apply as a new club. 13. Awards. There will be an annual Athletics Union Presentation Ball at which the AU shall present awards to clubs and individuals, which recognise achievements throughout the year. The awards and their specifications are listed below Colours Awards The AU Committee may award the following honours to AU members, subject to the given criteria.

12 AU Full Colours Full colours will be awarded for playing ability. All awards of AU Full Colours should be held in the highest esteem and shall be made annually on the basis of performance and the following criteria: a) Exceptional playing ability of a standard normally meriting selection by a recognised National External Body or the equivalent e.g. England. AND b) A total of not less than two seasons of regular representative appearances or equivalent for an AU Club Any recipient of Full Colours will automatically become Honorary life members of the Athletic Union AU Half Colours Half Colours will be awarded for playing ability. All awards shall be made annually. There shall be no re-awards. The minimum criteria shall be as follows: a) If he/she has consistently shown outstanding performances within the AU first team or equivalent. AND b) A total of not less than two seasons of regular first team appearances for a AU Club. NOTE Regular appearances shall mean both a high proportion of total matches and all available matches to him or her Merit Colours Merit Colours, a very prestigious award, is not awarded solely for playing ability but for exceptional service to the AU or to University Sport in general. All awards of Merit Colours shall be made to individuals who have given exceptional service to the AU or their respective Club or Clubs, on an exceptional meritorious nature, whilst also participating regularly in the Club s activities Certificate of Commendation May be awarded to individuals on a recognised full time course of study at Keele University, of not more than twelve months duration, who shows outstanding ability and commitment to their Club/Team AU Club of the Year

13 This award shall be presented on the basis of each Club s achievements during the preceding twelve months Geoff Walker Cup May be awarded to individuals on a recognised full time course of study at Keele University, of not more than twelve months duration, who shows outstanding ability and commitment to their Club/Team Cath Barnett Shield Awarded to the AU Club which most promotes the good name of Keele University in any sporting capacity Brian Fender Award This award shall be made annually to the student who, in his first year at Keele, shows outstanding ability while representing any AU Club Sheila Walton Trophy This award shall be made annually to the student who, in her first year at Keele, shows outstanding ability while representing any AU Club Sandra Alderton Cup Awarded to the Club or Team Captain who has shown outstanding commitment and dedication to their Club during their term in office Keith Harrison Jug Awarded to the BUCS team of the year. 14. Constitutional Reviews and Amendments 14.1 There will be a minimum of one Constitutional Review per academic year. Alterations will be passed onto a General AU meeting for a vote. Alterations shall be passed with a two-thirds majority of those who are entitled to vote at the meeting.

15 Part One - AU Committees and Meetings 1.1 Meetings The VP AU and Sport shall chair all meetings. If he/she is absent, or relinquishes the Chair, it shall be taken by the AU Deputy- President The Chair shall not be allowed to vote, he/she must save for a casting vote. 1.2 Speaking Members wishing to speak shall indicate their wish to speak to the Chair. The Chair shall decide right of priority in speaking No member shall use offensive or abusive language, behave in an offensive or threatening manner, or behave in such a way that is otherwise deemed as unacceptable by the Chair. The Chair may ask a member to withdraw a remark. If he/she fails to comply with this request, he/she shall be ordered to leave the meeting. 1.3 Voting There will be no voting by proxy allowed at any meeting Decisions shall only be passed with a qualified majority of two-thirds of eligible voters. (See section 2 of the Standing Orders and Regulations for voting regulations.) 2. AU Council Meetings 2.1 The membership of the AU Council shall be: - All members of the AU Committee - AU Adminsitrator - Sport Development Manager - Executive and Finance Committee members - Head of Sport. - Two voting representatives, ususally the Club Captain and a Club Committee representative from each affiliated club. - An unlimited number of observers, who must be AU members, who shall be permitted to speak on any motion but are not permitted to vote. 2.2 The quorum for these meetings shall be two-thirds of all AU Clubs. 2.3 The AU Council shall meet at least twice each semester. 2.4 The functions of the AU Council shall include (but not be limited to): - Receiving of reports of the AU Committee - Receiving of all motions. - Approval of Constitutional amendments - Receiving of and approval of all new policies and amendments of existing policies.

16 - Ratification of AU accounts. 2.5 The AU Council may set up Committees to assist in the management of the affairs of the AU. 2.6 Co-opted members shall not be allowed to vote. 2.7 Clubs shall be entitled to two votes for their respective Club, one per club representative. Should there only be one representative from a club, they shall only be entitled to one vote. 2.8 Any student member of the AU may attend meetings of the AU Council as an observer. 3. Executive and Finance Committee Meetings. 3.1 The AU Executive and Finance Committee shall consist of the following: - All AU Committee members - Two representatives from AU Council (to be elected at the first AU Council Meeting.) - AU Administrator - Sports Centre Representative 3.2 The quorum for the meetings shall be 5 members with no less than two AU Club representatives. 3.3 The Executive and Finance Committee should meet at least twice per semester. 3.4 The functions of the AU Executive and Finance Committee shall be: - To discuss day to day issues in the AU. - To find resolutions to any issue within the AU. - To discuss matters concerning financial transactions of the AU and its affiliated Clubs. - To be responsible for transport and equipment matters. - To discuss all issues and motions prior to their being presented to AU Council All finance business shall be reported to the next AU council. 4. Budget Review Committee. 4.1 The Budget Committee will consist of the following: - All AU Committee members - AU Administrator - Executive and Finance Committee - The Incoming AU Committee - Sports Development Manager 4.2 The Budget Committee will be responsible for examining individual requests from Clubs for their following year s budget, which shall be submitted by a specified date. 4.3 The quorum for the meetings shall be five members 4.4 Alterations to the budget will be the responsibility of the Executive and Finance Committee. 5. Constitutional Review Committee 5.1 The Constitutional Review Committee shall consist of the following: - All AU Committee members. - AU Administrator

17 - No fewer than two members of Executive Committee and Finance Committee. - One AU student member elected by AU Council. 5.2 Quorum for Constitutional Review Committee shall be five members. 5.3 The Constitutional Review Committee is responsible for the following: - And annual review and, where necessary, revision of the Constitution. - The Committee shall report any findings to the AU Council in time for any recommendations that the AU Council may make. - The Committee are also responsible for the review and revising of the AU Regulations and Standing Orders (these being alterable at any AU Council meeting). - The final draft of a reviewed constitution shall be presented at AU council for formal approval Awards Committee 6.1 The Awards Committee shall consist of the following: - AU Committee - AU Administrator - Sports Development Manager 6.2 The quorum for Awards Committee shall be three members. 6.3 This meeting shall not be open to observers and shall not be minuted. 6.4 The Awards Committee shall be responsible for reviewing submissions from Club Committees for all AU Awards. 7. Student Council 7.1 Student Council is run under the Keele SU constitution. 7.2 The AU shall be represented on Student Council by the current AU Deputy President. It shall be the duty of the current AU Deputy President to attend all Student Council meetings and represent the interests of the AU.

18 PART TWO AU GENERAL MEETINGS 8. STANDING ORDERS FOR GENERAL MEETINGS 8.1 All general Meetings shall be governed by Standing Orders. 9. Annual General Meeting It is the business of the Annual General Meeting: 9.1 To formally adopt the report by the outgoing VP AU and Sport or AU Deputy President on his/her year in office. 9.2 To formally adopt the account of income and expenditure and the Balance Sheet from the previous year ending on 31 st July. 9.3 To elect honorary life members. 9.4 Emergency General Meetings shall be conducted in accordance with the Standing Orders. 9.5 The quorum for all general meetings shall be 5% of the Student Membership. 9.6 A General Meeting shall be held at least once each season. 10. Members 10.1 Only Student members of the AU may be present, speak and vote at General Meetings Honorary Members and Associate Members may be present and speak, but may not vote. 11. Convening the meeting Extraordinary General Meetings (E.G.M s) 11.1 All General Meetings shall be convened by the President, or in his/her absence, by the Deputy President An Extraordinary General Meeting shall be convened by the President, or, in accordance with a request signed by 40 Student Members of the AU, within 3 days of the receipt of the request, unless a greater period of time is specified in the original request. Notice shall be given at least 14 days before the meeting on the AU notice board At such a meeting, it shall be competent to discuss only those topics for which the meeting was convened and to pass a motion only under the terms of reference of the notice convening the meeting.

19 Standing Orders shall apply to such meetings but no previous minutes shall be read; minutes for the EGM shall be presented at the next AGM At an EGM, one tenth of the Student Members of the AU shall constitute a quorum A notice of the General Meeting shall be posted 14 clear days beforehand on the AU notice board. Motions shall be submitted to the Secretary of the AU at least 10 clear days before the General Meeting at which they are to be discussed. The Secretary shall then circulate an agenda. The agenda and motions in full shall be posted on the AU notice board not less than 7 clear days before the General Meeting at which they are to be discussed The business of the General Meeting shall be taken in the following order: - Reports - Minutes of the previous meeting - Matters arising from the minutes - Motions - Any other business 11.5 The President of the AU shall take the Chair at General Meetings. If he/she is absent, or relinquishes the Chair, it shall be taken by one of the other officers of the AU, as elected by the meeting. 12. MOTIONS 12.1 Every motion shall be proposed and seconded. It shall then be open to discussion. A motion may be withdrawn with the consent of the meeting The proposer of the motion shall have the right to reply immediately before the vote is taken There shall be no new information or points of information in a summing up speech Emergency motions may be moved if they deal with matters of such urgency that the conduct of the business of the AU will be impaired by the delay of the discussion until the next meeting For the purpose of Emergency Motions, one seventh of the Student Members of the AU shall constitute a quorum.

20 12.6 In the absence of any discussion, the Chairperson shall ask if there are any further speeches. If not, the motion shall move directly on to a summation and a vote. 13. Procedural Motions The following are Procedural Motions that can be put forward A vote of no confidence in the Chairperson A challenge to the Chairpersons ruling That the motion may now be put forward That the motion may not be put forward That the meeting be temporally adjourned for a specific time, not more than one hour That the meeting be a closed meeting That the motion be remitted to the appropriate Committee for reexamination That sections of the Standing Orders be temporally suspended by a unanimous decision. The Standing Order (s) in question, and the period of suspension must be specified That the voting be by a specific method other than that usually adopted Procedural Motions may be proposed by any Member. There shall be one speech for the Procedural Motion followed by a speech against. The meeting shall then move immediately on to a vote Procedural Motions and may be moved to challenge a ruling of the Chair There shall be an interval of at least two hours duration between two adjournments of the meeting, under Procedural Motion When either Procedural Motion or is moved, a temporary Chairperson shall take the Chair. The Challenged Chairperson shall have the right to reply as the against speech. If Procedural Motion is passed, the challenged chairperson shall not resume the Chair during the meeting Any motion to suspend Standing Orders by shall require two thirds majority. All other procedural motions shall require a simple majority.

21 14. Amendments to Motions Only one amendment to any motion shall be put before the meeting at any one time. If an amendment is carried, the motion as amended shall become the subject motion, to which further amendments can be moved In the event of an amendment being carried which is not accepted by the proposer of the original motion, the right to reply (Standing Order 12.2) shall pass to the proposer of the amendment. 15. General Points of information may be raised by any member, provided that the speaker occupying the floor signifies his/her intention of giving way. They shall consist of either information offered to or asked of the speaker who has given way. The speaker may refuse to accept points of information Points of order, which may take precedence over any other business and on which there shall be no discussion, may be raised by any member. They must be framed as a question to the Chairperson and be related to the conduct of the meeting No resolution by a General meeting shall be rescinded or amended at the meeting at which it is passed. Within six months of the carriage of the motion, its recession or amendment shall require two-thirds majority to become part of the Constitution Any motion to amend the Standing Orders shall require two-thirds majority. All other motions shall require a simple majority unless otherwise specified in the Constitution or Standing Orders It shall be in order for any member to challenge the quorum at any time except during the conduct of a vote. Any challenge shall be made through the Chair. When a challenge is made all discussions shall cease. The Chairperson shall order a count. At all times, the Chairperson shall satisfy him/herself that the meeting has the necessary quorum.

22 PART THREE AU COMMITTEE 15. AU Committee The AU Committee shall be VP AU and Sport, Deputy President, Secretary and Treasurer. 16. The VP AU and Sport shall: 16.1 Be employed by Keele SU and shall carry out the duties laid out for them in accordance with Keele SU procedures In reference to the AU the VP AU and Sport will fulfil the role of President of the AU and in doing so shall: Be responsible for calling all AU meetings Chair all AU meetings or appoint a suitable deputy Attend AU executive and Finance Committee Meetings Attend relevant BUCS meetings and any other relevant conferences Keele SU Union General Meetings 16.3 The VP AU and Sport shall liaise with the Sport Development Manager and the AU Administrator to maximise the opportunities for the AU Be responsible for the allocation of grants to AU affiliated clubs with the AU Budget Committee Be responsible for the financial affairs of the AU with the AU Committee Be responsible for the day to day running of the AU with the AU committee Have the power to take immediate decisions vital to the AU s functioning. Such decisions should be referred to the AU Executive and Finance Committee Edit the Athletic Union handbook The VP AU and Sport shall not have the power to vote in AU meetings save for a casting vote as Chairperson. 17. The AU Deputy President shall: 17.1 Chair AU meetings when the VP AU and Sport is not available Attend the following meetings: Keele SU Student Council Meetings Union General Meetings AU Council Meetings.

23 AU Executive and Finance Meetings Attend relevant BUCS meetings Be responsible for organising the AU Christmas and Presentation Balls Be responsible for distributing the nomination forms for awards. 18. The AU Treasurer shall: 18.1 Be responsible for producing reports of the AU finances Work with Keele SU finance department to ensure invoices are paid and all payments are received Work with AU Clubs to help organise fundraising events and obtain sponsorship Attend the following meetings: AU Council Meetings AU Executive and Finance Meetings Keele SU Union General Meetings 18.5 Be responsible, with the AU Budget Committee, for allocating grants to AU affiliated clubs Work with the AU Clubs to ensure their finances are in order. 19. The AU Secretary shall: 19.1 Be responsible for AU publicity and in doing so shall work with Keele SU services (ie. Marketing and Printshop) and Student Lead Services (ie. Concourse, Snapshot and KUBE) Be responsible for working with Keele SU Marketing department to maintain the content of the Athletic Union page of the student union website Help clubs publicise any events Publicise all AU events Attend the following meetings: AU Council AU Executive and Finance Keele SU Union General Meetings Ensure clubs are aware of all communications from the AU office All AU committee members will attend Union General Meetings All AU committee members shall help organise Varsity in conjunction with Staffordshire University Sabbatical Officers No AU Committee member shall hold the position of Club Captain in any AU affiliated club. They may hold any other position.
