2 sent a letter and received a city pin as the other former living mayors received on April II Open Forum Comments from the public Limit 5 minutes each650pm Michael Green expressed concern about expenditure of TWU revenue funds and the condition of the wastewater treatment plant Phyllis McGee expressed concern about conditions in the Highland Park neighborhood Lesley Sandlin expressed concern about the condition of the former Pine Street School in the Highland Park neighborhood and the Masonic Lodge on Seventh and Olive Streets Betty Williams expressed concern about the maintenance of houses and lots in the Highland Park area Jim Arnett announced that the Texarkana Dog Show will be held at the Four States Fairgrounds on June Dr Brandy Moore asked for city support of a dog park contest for Texarkana Texas called Barkfor Your Park being held by PetSafe John Mitchell expressed concern about the condition of the Highland Park neighborhood and finding funding solutions for demolitions in that area from private or federal sources III Introduction to Public Hearings Public Hearings Public Readings of Resolutions or Proposed Ordinances and Reports 705 pm Public Hearing and consider Ordinance No Amending Section Acts prohibited in public parking lots duties or owners etc thereof Penalty in the Code of Ordinances in its entirety to update this ordinance which addresses the issue of persons congregating on private property that is open to the public when said persons are not there in a lawful pursuit relating to the use of such property Public Hearing Date June City Council Vote Date June Police Chief Dan Shiner presented along with Officer Cody Harris IV Consent Items 1 Consider approval of the minutes of the Regular Council meeting held on April at600pm 2 Consider Resolution No approving and accepting the transfer of maintenance jurisdiction and rightof way of the remaining portion of existing

3 FM 989 between the new location FM 989 and FM 2878 Department of Transportation TxDOT from the Texas 3 Consider Ordinance No approving a Texas Department of Housing and Community Affairs TDHCA Homebuyer Assistance Program for first time homebuyers for a ten year forgivable loan to Dennis Emanuel in an amount not to exceed TWENTY THOUSAND AND NO100 DOLLARS for the down payment andor closing costs for the purchase of an existing home located at 3021 Meadows Drive Texarkana Texas A motion was made by Council Member Miller that these items be approved seconded by Council Member Matthews 706 pm V Action Discussion Items 4 Consider Ordinance No approving Waterworks and Sanitary Sewer Systems Revenue Bonds Series 2013 in a total amount not exceeding to move and upsize feet of sixteen inch 16 water main between DeKalb Texas and Malta Texas and other purposes Boyd London of FirstSouthwest presented this item Bowie County Commissioner Pat McCoy spoke to this item City of New Boston Supervisor of Operations Mark Mayo spoke to this item TexAmericas Executive Director Bill Cork spoke to this item Riverbend Executive Director Scott Albert introduced himself to the City Council during this discussion A motion was made by Council Member Casteel that this item be approved seconded by Council Member Miller 756 pm The following Council Members voted Ayes Casteel and Miller Nays Ray VealGooch Matthews and Davis Passage of this agenda item failed by a vote of 2 ayes and 4 nays 5 Consider Resolution No directing and authorizing the City Manager to enter into an Interlocal Cooperative Agreement to assemble a Highway 82 waterline relocation project team charged with either contracting for the relocation of or to relocate the waterline via cooperative efforts of participating local governments having a public interest in the waterline City Manager John Whitson presented this item A motion was made by Council Member Casteel that this item be approved seconded by Council Member Matthews 801 pm The following Council Members voted Ayes Casteel Ray VealGooch

4 6 Public Hearing and consider Ordinance No amending the Zoning Ordinance of the City of Texarkana Texas by rezoning a certain 1533 acre tract of land known as tracts 31 and 34D in the G Brinlee HRS A18 located at 4111 Moores Lane in the City of Texarkana Bowie County Texas from Office to General Retail Alan Schimming presented this item A motion was made by Council Member Davis that this item be approved seconded by Council Member Matthews 811 pm The following Council Members voted Ayes Casteel Ray VealGooch 7 8 Consider Resolution No approving a proposed settlement in the amount of THIRTYEIGHT THOUSAND EIGHT HUNDRED SIXTYTHREE DOLLARS to settle the account of the total delinquent hotel occupancy taxes penalties and interest due from JS Pride LLC dba the Wyndam Hotel in the amount of ONE HUNDRED FOUR THOUSAND EIGHT HUNDRED SIX AND DOLLARS Charlie Bassett presented this item Attorney Wes Jordan for JS Pride also spoke A motion was made by Council Member Davis that this item be tabled to a future council meeting seconded by Council Member Miller 845 pm Consider Resolution No approving and authorizing the City Manager to take necessary actions related to the sale and transfer of properties or the abatement of liens and encumbrances on properties located in the Beverly Heights Designated Revitalization Area for the purpose of redevelopment in an amount not to exceed ONE HUNDRED THOUSAND AND NO100 DOLLARS This item was postponed until a future council meeting 9 Consider Resolution No authorizing the development of a Facade Landscape Revolving Loan Fund FLRLF for Owner OccupiedOwner Operated Businesses in the Texarkana Texas Downtown Gateway Scenic and Historic Special Design Districts and the Downtown TIRZ TIRZ 2 District for the purpose of restoring or improving facades and landscaping for approved loans from Economic Development funds in an amount not to exceed FIFTY THOUSAND AND NO100 DOLLARS annually establishing a FacadeLandscape Revolving Loan Fund Committee

5 Craig Lindholm and Jerry Sparks presented this item A motion was made by Council Member VealGooch that this item be approved seconded by Council Member Ray 852 pm The following Council Members voted Ayes Casteel Ray VealGooch Consider Resolution No approving the addition to the TIRZ 1 Project List for the drainage improvements and relocation of water wastewater and sewer for a Gibson Lane Project in an amount not to exceed THREE HUNDRED FIFTY THOUSAND AND NO100 DOLLARS Jerry Sparks presented this item Dr Elvin Fenton spoke to this item Please Note This agenda item was amended in an amount not to exceed TWO HUNDRED FIFTY THOUSAND AND NO100 DOLLARS A motion was made by Council Member Miller that this amended item be approved seconded by Council Member Matthews 918 pm Consider Resolution No approving the addition to the TIRZ 1 Project List for the park construction and improvements of the planned park at University Avenue and Bringle Lake in an amount not to exceed EIGHT HUNDRED THOUSAND AND NO100 DOLLARS Jerry Sparks presented this item A motion was made by Council Member Matthews that this item be approved seconded by Council Member Miller 920 pm W Administrative Comments Council Member Casteel asked when weed cutting would start City Manager John Whitson stated mowing began in late March and Daphnea Ryan from Environmental Services will be giving an update on the progress of weed cutting at the June council meeting 1 Council Council Member Miller asked if one of the baseball fields at Spring Lake Park was going to be turned into three tee ball fields Parks and Recreation Manager Robby Robertson answered no 2 Staff No comments were made by staff
