The Guidelines for implementation of Amendment No. 2 to IS 16102(Part 1):2012 has been finalized by Competent Authority are attached herewith for compliance. Further as decided by Competent Authority, Registered manufacturer are also required to submit Undertaking as per Annex-2 by 31 Dec Sd/- Head(Registration)

2 CENTRAL MARKS DEPARTMENT - III Our Ref: CMD-III/16:16102 (Part 1) Subject: Guidelines for Implementation of Amendment No. 2 to IS (Part 1): 2012 'Self Ballasted LED Lamps for General Lighting Services' - Safety Requirements 1. Amendment No.2 to IS (Part 1): 2012 has been published. The last date for implementation of the amendment is 31 Dec The significant change in the amendment is removal of some of the rated wattages/rated voltages/lamp caps from the Scope of IS (Part 1): The guidelines for implementation of the amendment is given below: a) All Registered Manufacturers shall ensure that the Models marked with Standard Mark/Self Declaration Compliance Statement conforms to all the requirements of IS (Part 1): 2012 including amendment 2. b) Application/Inclusion submitted to BIS having Test Report as per IS (Part 1): 2012 with amendment 2 may be processed towards Grant of Registration/ Inclusion. c) Application/Inclusion submitted to BIS before 31 Dec 2016 having Test Report as per IS (Part 1): 2012 without amendment 2 may also be processed towards Grant of Registration/Inclusion. However if the processing of such cases extends beyond 31 Dec 2016, the following shall be ensured: i. The rated wattage/rated voltage/lamp cap shall be restricted as per the requirements given in Amendment 2. ii. An undertaking as per Annex 1 shall be obtained from the Manufacturer. d) Application/Inclusion submitted to BIS after 31 Dec 2016 having Test Report as per IS (Part 1): 2012 without amendment 2 may also be processed towards Grant of Registration/Inclusion if the date of sample submission to the lab is on or before 31 Dec However in such cases the following shall be ensured: i. The rated wattage/rated voltage/lamp cap shall be restricted as per the requirements given in Amendment 2.

An undertaking as per Annex 1 shall be obtained from the Manufacturer. e) For any Application/Inclusion submitted to BIS, if the date of sample submission to the lab is after 31 Dec 2016, the Test Report shall be as per IS (Part 1): 2012 with Amendment 2. f) As some of the rated wattages/rated voltages/lamp caps have been removed from the Scope of IS (Part 1): 2012 due to Amendment 2, all Models with such rated wattages/rated voltages/ lamp caps shall stand withdrawn from the Scope of Registration after 31 Dec 2016.

We will ensure that all the models marked with Standard Mark/ the word Self Declaration Conforming to IS 16102(Part-1) conform to all the requirements of IS 16102(Part-1):2012 including Amendment No We hereby confirm that, None of the existing registered models need to be deleted from the scope of registration in view of implementation of Amendment no. 2 to IS 16102(Part-1):2012 OR Out of the registered models, the following models are to be deleted from our scope of Registration after 31 December 2016 in view of implementation of Amendment No. 2 to IS 16102(Part-1):2012: Signature of CEO/Authorised Representative Designation: Date: Counter Signature of Authorized Indian Representative: (For Foreign Manufacturers)
