1 Proceedings of the House of Delegates 36 th Kiwanis Asia-Pacific Convention March 12 th, 2011 Equatorial Hotel, Melaka, Malaysia. General Business Session I 1. Call to Order - The 36th Annual Convention of Kiwanis Asia-Pacific (ASPAC) was called to order by presiding officer ASPAC Chairman Bette Eavestaff at 9.00am in the Melaka Room on March 12 th, Confirmation of Quorum - ASPAC Secretary/Treasurer Hwang Chia Sing confirmed that there was a quorum, as there were delegates from 8 districts and 5 non-districted Nations present at the Convention. 2. Opening Address by Chairman Bette Eavestaff Bette thanked the delegates who have made the effort to attend the convention. She also thanked the host district Malaysia for putting up a nice show for the convention. 3. Address by International President Sylvester Neal International President Sylvester Neal expressed his gratitude towards all the participants for attending the convention. He had a successful meeting with the Governors on the 10 th of March and noted that the Governors and Leaders in this Region have maintained their goal for growth. He was happy to be part of the team and wished to see new leaders being elected in the later part of the program. 4. Announcement of Appointments. o Parliamentarian Graham Mould from Australia District. o Election Committee Chairman Michel Fongue from New Zealand South Pacific District. o Credentials Committee Chairman Stewart LaBrooy from Malaysia District. o Sgt-at-arms Ken Archer from Australia District o Time Keeper Mario Sison from Philippine Luzon District. o Scrutineers Stan Soderstrom and Christina Hale. 5. Approval of Standing Rules for the House of Delegates Secretary/Treasurer Hwang proposed that the Standing Rules be approved as printed in the Business Session Papers. This was seconded by Stewart LaBrooy of Malaysian District. All agreed and carried. 6. Review of Basic Parliamentary Procedures - Chairman Bette also asked the delegates to review the Basic Parliamentary Procedures as printed in the Business Session Papers. 7. Official Program -There was no change in the Official Program as printed. 8. Report by Governors of 8 Districts Each of the Governors was given 5 minutes to report the progress of their Districts. The following District Governors made their reports. o Australia o Japan
2 o Korea District in Formation o Malaysia o New Zealand - South Pacific o Philippine Luzon o Philippine South o Taiwan 9. Report by Representatives of 8 Kiwanis Nations Each of the Kiwanis Nation representatives who were present were given three minutes to give their report. The following representatives made their reports. o Hong Kong: reported by Judy King, Past President Hong Kong Club. o Indonesia: reported by Vanny Shinta Cendra, Area Coordinator. o Pakistan: reported by Irfan Vazeer, President Kolachi Club. o Singapore: reported by Teng Chen Chong, Past President Singapore Delta Chapter Club. o Sri Lanka: reported by Daya Ratnayake, Area Coordinator. 10. As time was running short, Secretary/Treasurer Hwang asked that the remarks by KIEF President Jerome Hennekens and International President-elect Alan Penn be postponed to the last business session in the afternoon. All agreed. General Business Session II 1. The General Business Session II was convened after the tea break at 11.15am. ASPAC Chairman Bette Eavestaff called the meeting to order. She appointed ASPAC Secretary/Treasurer Hwang Chia Sing to chair the session on Proposed Bylaw Amendments and Resolutions. Report of Voting Entitlements by ASPAC Secretary/Treasurer Hwang informed the House of Delegates that according to the report he received from Kiwanis International and also the Convention registration report from the Convention Organising Committee, there was a total entitlement of 126 votes including all delegates and delegates at large. The Credentials Committee Chairman Stewart LaBrooy reported that a delegate badge will be issued to all delegates and delegates at large. They will be assigned to a special seating area which was in the front three rows. After all the delegates were seated, the Sgt at Arms performed a head count and confirmed that there were 98 delegates and delegates at large present in the House of Delegates, representing 8 Districts and 5 Kiwanis Nations. 2. Proposed Amendments to the ASPAC Bylaws Hwang, who was at the Chair for the session, announced that there were 4 Bylaw amendments submitted by the New Zealand - South Pacific District. Hwang informed the House that the Executive Board met on March 10 th and supported these 4 amendments. Hwang informed that in accordance to the ASPAC Bylaws, these amendments needed a two-third majority to pass. Governor Bob Reay moved that the Amendment No.1 be passed by the House of Delegates and this was seconded by Michel Fongue. After discussion, Hwang called for a vote by a show of hands. There were 44 votes in support of Amendment No.1, which were not
3 sufficient to pass the amendment. Hwang, at the Chair, announced that the Amendment No. 1 failed. Amendments No. 2, 3 & 4 Bob Reay from New Zealand South Pacific District moved to withdraw the Amendments No. 2, 3 & 4. This was seconded by Y T Soo. The delegates voted to allow the withdrawal of these amendments. 3. Proposed Resolutions Hwang, who was at the Chair, informed the House that there were 2 Proposed Resolutions submitted by the Malaysia district. Hwang informed the House that the Proposed Resolutions needed a simple majority to pass, and that the Executive Board was not in favour of both the Proposed Resolutions. Y T Soo moved that the Proposed Resolution No. 1 be passed, and this was seconded by Dr Tan of Malaysia District. After discussion, Hwang called for the vote. There were 20 votes in favour, which was not sufficient to pass the resolution. Hwang, at the Chair, declared that the proposed Resolution No.1 failed. Y T Soo moved to withdraw the Proposed Resolution No. 2. This was seconded by Yap Yun Fatt. There was no objection, and the House voted to withdraw the resolution. Hwang passed the Chair of the Business Session to ASPAC Chairman Bette. Bette moved that the House be adjourned for lunch and proposed that the presentation of the KIF President and the Remarks of the International Trustees be postponed to Business Session No 3. All agreed and carried. General Business Session III 1. The General Business Session III was called to order by presiding officer, ASPAC Chairman Bette Eavestaff at 1.15pm. She then invited the Election Committee Chairman Michel Fongue to conduct the elections. 2. Nomination and Election of ASPAC Officers, conducted by Committee on Elections: Election of ASPAC Chairman : Secretary/Treasurer Hwang reported that there was only one candidate, Adeline Chan from Malaysia District. Hwang also confirmed that he had received the endorsement from the Malaysia Board of Trustees. The Election Committee Chairman informed the House that although the Bylaw stated that the sole candidate for the position of ASPAC Chairman shall be the Chairman-elect, the Bylaw also stated that nothing contained in this section shall be construed as limiting the right to make further nominations from the floor of the convention. Mario Del Castillo of Malaysia District nominated Adeline Chan and it was seconded by Ken Archer from Australia District. Michel Fongue asked whether they were any further nominations from the floor. Hearing none, and since Adeline Chan was the only candidate, Michel applied the standing rule No. 11 that any candidate who is unopposed for office may be elected by a voice vote. Adeline Chan was elected unanimously by a voice vote to be the ASPAC Chairman.
4 Election of ASPAC Chairman-elect Secretary/Treasurer Hwang reported that he had received only one nomination from the Philippine Luzon District to nominate past governor Boy Valencia for ASPAC Chairman-elect. The nomination speech of 1 minute was made by Ike Altavas of the Philippine South district. This was seconded by Stewart Labrooy. Boy Velencia was elected unanimously by a voice vote to be the ASPAC Chairman-elect. Election of ASPAC Vice-Chairman Secretary/Treasurer Hwang reported that he had received only one nomination from the Japan District to nominate past governor Tadao Oda for ASPAC Vice-Chairman. The nomination speech of 1 minute was made by Governor Hiroshi of Japan District. This was seconded by Clinton Green of New Zealand South Pacific District. Tadao Oda was elected unanimously by a voice vote to be the ASPAC Vice- Chairman. Election of Representatives of Kiwanis Nations (3 positions) Secretary Hwang reported that he had received 3 nominations from the respective clubs. i. Irfan H.A. Vazeer, Kiwanis Club of Kolachi, Pakistan ii Daya Ratnayake of Kiwanis Club of Colombo City, Sri Lanka iii. Vannyasih Shinta Cendra, Kiwanis club of Socialista of Indonesia Tony Quek from Singapore nominated Irfan Vazeer, and was seconded by Judy King of Hong Kong; Arjuna Yatawara from Sri Lanka nominated Daya Ratnayake, and was seconded by Belle Garcia of Philippine Luzon District; Chooi Tat Wai from Malaysia District nominated Vannyasih Cendra, and was seconded by Yong Kar kwee of Malaysia District. Since there were no further nominations from the floor, all the 3 candidates were elected unanimously by a voice vote. 3. Nomination and Election of a Guaranteed Asia-Pacific Region (Region IV) International Trustee for , conducted by Committee on Elections. Secretary/Treasurer Hwang informed the House that he had received one nomination from Malaysia District to nominate Lee Kuan Yong as the International Trustee for Asia-Pacific Region (Region IV) for the term of Governor Y.T. Soo from Malaysia District presented the nominating speech and was seconded by Belle Garcia of Philippine Luzon District. Election Committee Chairman Michel Fongue then asked whether there were any further nominations from the floor. Hearing none, the House of Delegates unanimously elected Lee Kuan Yong, by voice vote, as the International Trustee for Asia-Pacific Region (Region IV) for The Chair was then passed to ASPAC Chairman Bette. 4. Presentation of "At-Large" International Trustee Candidates from the Asia- Pacific Region to be elected at the 96th International Convention in Geneva, Switzerland on 7th-10th July Bette informed the House that there will
5 be a vacancy of the At-Large International Trustee seat to be elected at the 96th International Convention in Geneva, Switzerland on 7th-10th July There is a candidate from the Asia-Pacific Region. He is Clinton Green from New Zealand-South Pacific District. Clinton addressed the House of Delegates and asked for support at the Geneva Convention. 5. Announcement of Results of Election. ASPAC Chairman Bette announced that the following officers were elected. ASPAC Chairman Adeline Chan of Malaysian District. ASPAC Chairman-elect Wilfredo(Boy)Valencia of Philippine Luzon District. ASPAC Vice-Chairman Tadao Oda of Japan District Representatives of Kiwanis Nations (3 positions) Daya Ratnayake of Kiwanis Club of Colombo City, Sri Lanka Vannyasih Shinta Cendra, Kiwanis club of Socialista of Indonesia Irfan H.A. Vazeer Kiwanis Club of Kolachi, Pakistan Bette also announced that the Guaranteed Asia-Pacific Region International Trustee for the term is Past Governor Lee Kuan Yong from the Malaysia District. 6. Bidding for the 2014 & 2015 ASPAC. Governor Romeo informed the House that Philippine Luzon District would like to bid for the 2014 ASPAC Convention. They will present the venue and date later, and this bid is subject to the decision of the 2014 International Convention which was scheduled to be held in the Asia-Pacific Region. There was no bid for the 2015 ASPAC Convention. 7. Presentation of 2011 International Convention in Geneva Switzerland A video for the Geneva Convention was presented. International President Sylvester Neal informed the House that he was happy to know that many delegates from the Asia-Pacific region had registered for the Geneva Convention and he hoped that more will join as the ELIMINATE project will be launched in Geneva. 8. Presentation of 2012 ASPAC Convention in Colombo City Sri Lanka Kiwanis Sri Lanka presented a video to introduce Sri Lanka and asked that the delegates give their full support for the 2012 ASPAC Convention which will be held on March at Cinnamon Grand Hotel in Colombo City, Sri Lanka 9. KIEF President Jerome Hennekens presented his remarks. 10. KIF President Jack Harten presented his remarks. 11. International Trustee Dr. Su Wen Pin presented his remarks. 12. International Trustee Tadao Oda presented his remarks. 13. International President-elect Alan Penn presented his remarks. 14. There were no maiden addresses from the ASPAC Chairman-designate or the International Trustee-designate due to time constraints. 15. International President Sylvester Neal congratulated all newly elected ASPAC and International officers and also announced that Aspac Secretary Hwang Chia Sing being appointed to a three-year term on the Kiwanis International Foundation Board, effective October 1, 2011
6 16. The General Business Session was adjourned by presiding officer, ASPAC Chairman Bette Eavestaff.
