2 1. Public Grievance Petitions :- FUNCTIONS AND DUTIES The Principal Secretary, DPAR (Janaspandana) reviews the progress of the disposals of Public Grievance Petitions pending in the office of Deputy Commissioners, Chief Executive Officers and District Superintendent of Polices and visits the districts where the pendency of grievances is more and gives instructions to the District level officers to dispose of the pending petitions. The Officers and Officials of the DPAR (Janaspandana Cell) will review the disposal of public grievances petitions and also gives instructions and suggestions regarding action to be taken about the disposal of public grievance petitions. Grievance petitions received from public through post/ by /personally etc. will be examined and after examination DPAR (Janaspandana) forwards it to the concerned departments with the original Grievance petitions for the necessary action with intimation to the petitioner. Grievance petitions of the State, submitted to the office of the Hon ble president / Hon ble prime minister will be forwarded to the DPAR (Janaspandana) through post and . After examination of the Grievance petitions, DPAR (Janaspandana) forwards it to the concerned departments with the original Grievance petitions for the necessary action with intimation to the petitioner. 2. Conducting of Hobli Level Janaspandana Meetings:- The DPAR (Janaspandana) will monitor the Hobli Level Janaspandana Meetings and issue instructions to the Deputy Commissioners and other Officers for effective implementation/functioning of this programme. The programme of Hobli level Janaspandana meeting was started throughout the state on This programme is in operation in all the districts and has been quite successful. This programme is a most popular one in redressing the grievances of the people at their doorstep. After the launch of this programme, there has been considerable reduction in the number of people approaching the concerned authorities of the State/District/Taluk headquarter. 3. Food Security:- At District level a three member committee is formed consisting of Deputy Commissioner, Chief Executive Officers of Zilla Panchayat and Secretary incharge of the district to look into the redressal of all grievances concerning Food Security Schemes of Government of Karnataka, namely, Public Distribution Scheme (P.D.S.), I.C.D.S, Mid-day meal scheme etc.

3 On 1 st Saturday of every month the grievances relating to Food Security Schemes will also be taken up in the Hobli level Janaspandana meetings and decisions will be taken on the petitions received. Additional Chief Secretary & Development Commissioner reviews the reports received from the districts and issue appropriate instructions to the concerned District Authorities. 4. Right to Information Act:- i. The Right to Information Act, 2005 came into force on 21 st June At State Government level, DPAR (Janaspandana) is looking after the implementation of Right to Information Act 2005 and makes necessary amendments to Karnataka Right to Information Rules ii. Section 15 of the Right to Information Act, 2005 provides for constitution of State Information Commission to exercise the powers conferred on and to perform the functions assigned to it under the Act. Accordingly the Karnataka Information Commission was constituted on 5 th August 2005 vide Notification No. DPAR 109 RTI 2005 iii. A High Level Committee under the Chairmanship of the Chief Secretary to Government has been constituted to monitor the progress of implementation of RTI Act 2005 on vide Notification No DPAR 91 RTI iv A State Level Committee under the Chairmanship of the Additional Chief Secretary to Government has been constituted to monitor the progress of implementation of sections 4(1)(a) and 4(1)(b) of RTI Act 2005 on ,vide Notification No DPAR 44 RTI v. Awareness among the Public is being created through Seminars, Workshops, and Training Programmes at State and District Level. The Public Information Officers and the Asst. Information Officers are also being trained from time to time for effective implementation Act through ATI, Mysore, District Training Institutes and the Secretariat Training Institute. Training is also being imparted through Administrative Training Institute, Mysore and District Training Institutes to the Chairman/Secretaries and members of Taluk Panchayaths and Grama panchayaths for effective implementation of the Act. vi. The State Government is doing its best for implementation of the Act. Circulars, letters are being issued to all the Deputy Commissioners, Chief Executive Officers and Head of Departments to bring awareness among officers and officials of the Government Department and also to conduct training, seminars,

4 symposiums. Action has also been taken to conduct interaction meeting with the voluntary organizations and the public under the chairmanship of Principal Secretary, DPAR (Janaspandana). The Principal Secretary while on tour to the districts, review the implementation of the Right to Information Act in the District Level Officers meeting and the Taluk Level Officer meeting. Training is being given to the officers and officials of the Government Departments right from Secretariat level to Taluk level by the trained officers through Secretariat Training Institute,, ATI Mysore and District Training Institutes. The District Training institutes are giving training to the local officers and officials of the Department regularly. vi. The Authorities in the Government Departments are being guided to develop and organize educational programmes to advance the understanding of the public in particular disadvantaged community as to how to exercise the rights contemplated under this Act. The public authorities in Government Departments are advised and encouraged to participate in the development and organization of programmes referred to above and to undertake such programme themselves. 4(1)b[ii] :- Powers and duties of Officers/ Officials: As per Karnataka Government Secretariat Manual of Office Procedure Chapter 2 Principal Secretary: Head of the Department of Personnel and Administrative Reforms ( Janaspandana Cell) and acts upon the orders and directions of the Government. Supervises the implementation of the prescribed rules. Exercises control over the Staff of the Department to do the work allotted to them efficiently and expeditiously. Additional Secretary: Joint Secretary is a Secretariat level Officer who supervises the work of Under Secretaries and Desk Officers. He is assigned duties of Nodal Officer for coordinating matters common to all Sections in the Department. Joint Secretary will examine files put up to him by the Under Secretaries and evaluates the assessment made by the Under Secretaries. He will also provide alternatives on the action proposed and shall evaluate such alternatives and recommend the optimal decision to be taken in a particular case. The Joint Secretary works under the supervision of the Principal Secretary.

5 Under Secretary: Branch Officer in-charge of the Section/s attached to him. He will scrutinize files submitted by Section Officers and submit it to Joint Secretary with suitable recommendation. Issue of Government Orders / Letters / Circulars/ Notifications etc on behalf of the Government and all other duties and responsibilities as per Secretariat Manual of Office Procedure. Private Secretary: Duties are of multifarious nature. Attending to the direction of the Principal Secretary, telephone calls, visitors, maintaining public relation, overall supervision of the work and staff, keeping an accurate list of engagements, meetings etc., preparing the fair copies of the draft letters, monitoring FMS & LMS., assisting the Principal Secretary for smooth functioning of the work and all other duties and responsibilities as per Secretariat Manual of Office Procedure. Section Officer : Section officer is in charge of a Section. The S.O. scrutinizes the files submitted by the Case Worker as per the procedure of Secretariat manual. Senior Steno / Stenographer / P.A.: Typing the letters, preparing the DC/TA bills attending dictation work, telephone calls, visitors, keeping an accurate list of engagements, meetings etc., preparing the fair copies of the drafts letters, monitoring FMS & LMS and all other duties and responsibilities as per Secretariat Manual of Office Procedure. Senior Assistant:: To attend to the work of case working as per the duties cast on them in the Secretariat Manual of office procedure. Any other work entrusted by the higher authorities. Stenographer / P.A.: Typing the letters, preparing the DC/TA bills, attending dictation work, telephone calls, visitors, keeping an accurate list of engagements, meetings etc., preparing the fair copies of the drafts letters. Monitoring FMS/LMS all other duties and responsibilities as per Secretariat Manual of Office Procedure. Any other work entrusted by the higher authorities. Assistant: Attending the receipts by examining it and submit files to Section Officer. All other duties and responsibilities as per Secretariat Manual of Office Procedure. Any other work entrusted by the higher authorities.

6 Junior Assistant: In charge of the work of dairying, movements, distribution of receipts / files in the section, maintenance of records/spare copies in the section. All other duties and responsibilities as per Secretariat Manual of Office Procedure. Any other work entrusted by the higher authorities. Typist: In charge of the typing work at Section. All other duties and responsibilities as per Secretariat Manual of Office Procedure. Any other work entrusted by the higher authorities. Dalayath: Attend the work related to handing over of files and tappals to various departments and any other work entrusted to them by the higher authorities. All other duties and responsibilities as per Secretariat Manual of Office Procedure. Driver: Attends to driving work and maintains the vehicle 4(1)b[iii] :- The procedure followed in the decision making process including channels of supervision and accountability:- Junior Assistant/Assistant: The Junior Assistant/Assistant is the custodian of all Government files and records maintained in the hard copy form. It is the duty of the Assistant/Junior Assistant to receive documents to put them in their related files, if the files already exist and to open new files for a fresh reference in case it does not relate to any of the existing files. The Assistant/Junior Assistant will be supervised by the Section Officer. Senior Assistant: Works under the supervision of the Section Officers. Carries out the same duties of the Assistant and will act as the Section Officer in the absence of the Section Officer to supervise the Section. The Senior Assistant will examine references that have been received, submit the same to the Section Officer. The Senior Assistant shall prepare drafts for the approval of the level competent to approve the same and ensure that such drafts are pertinent to the subject taking into consideration, applicable rules and be responsible for their fair copying and despatch.

7 Section Officer: He shall supervise the Section. He shall put up the files to the Under Secretary after flagging the appropriate rules and regulations applicable in the case in particular. He shall also link up the connected files, precedents and ensure a consistency in the decision making process. His work is supervised by the Under Secretary. Under Secretary: The Under Secretary shall be in charge of one or more Section. Upon receipt of files from Section, he shall apply the relevant laws/rules/regulations/orders applicable in the matter and explain the subtleties of the precedents, if any, and render an opinion on the matter after taking into the consideration related issues. His work is supervised by the Joint Secretary. Joint Secretary: Joint Secretary is Secretariat level officer who supervise the work of Under Secretaries. He is assigned duties of Nodal Officer for coordinating matters common to all Sections in the DPAR(Janaspandana) Department. Joint Secretary examine files put up to him by the Under Secretary and evaluates the assessment made by the Under Secretary, he will also provide alternatives on the action proposed and shall evaluate such alternatives and recommend the optimal decision to be taken in a particular case. Joint Secretary will work under the supervision of the Principal Secretary. Principal Secretary: Principal Secretary is the Head of the DPAR (Janaspandana) and will lead the team of Joint Secretary/Under Secretaries and Section Officers allocated for the disposal of the department's work. The Principal Secretary will take decisions on those matters in which there is a delegation of powers empowering the Head of the Secretariat Department to take final decisions. The Principal Secretary will evaluate the information provided by the Under/Joint Secretary and render his considered advise to the Minister in charge of the Department to enable him to take a decision on a matter being dealt by the department. Principal Secretary will work under the supervision of the Additional Chief Secretary/Chief Secretary to Government.

16 4(1) b [viii]:- A Statement of the boards, councils, committees and other bodies consisting of two or more persons constituted as its part or for the purpose of its advice, and as to whether meetings of those boards, councils, Committees and other bodies are open to the public, or the minutes of such meetings are accessible for public: 1) District level three member committee consisting of Deputy Commissioner, Chief Executive Officer and Secretary in charge of districts to look into the redressal of all grievances concerning Food Security Scheme of Government of Karnataka, namely P.D.S and I.C.D.S, Mid -day meals scheme etc. This committee meets on 1 st and 3 rd Saturday of every month and takes decisions on the petitions received. 2) Selection committee for appointment of State Information Commissioners. :- The State Chief Information Commissioner and the State Information Commissioners shall be appointed by the Governor on the recommendation of a committee consisting of- (i) the Chief Minister, who shall be the Chairperson of the committee; (ii) the Leader of Opposition in the Legislative Assembly; and (iii) a Cabinet Minister to be nominated by the Chief Minister.
